Restaurant owners prepare for Va. smoking ban

Virginia health officials are crisscrossing the state to ensure that restaurants and bars are ready to go smoke-free Dec. 1. The smoking ban, passed by the General Assembly in February, represents both a grudging compromise between the Kaine administration and Republican lawmakers and an unprecedented departure from Virginia's permissive tobacco policy. Some owners are getting ahead of the deadline. Before the bill's passage, about 66 percent of restaurants in the state already had cut out smoking. Revenue picture sours in Virginia

Virginia officials will need to slash as much as $3 billion more in spending through mid-2012 as a slow economic recovery does little to lift tax revenues, state budget staff said Tuesday. The forecast signals that the governor and lawmakers will be faced with an even more grueling round of spending cuts than earlier thought. The shortfall through June will be as much as $300 million wider than expected, House Appropriations Committee Staff Director Robert Vaughn told legislators. Virginia executes double-murderer

Virginia on Tuesday night executed Larry Bill Elliott, a Maryland man convicted in 2003 of killing a Northern Virginia couple to woo a former stripper. Shortly after 9 p.m., Elliott, a former Army counterintelligence officer, became the first inmate in the nation to die by electric chair since 2008, and the first in Virginia since 2006.
