The Clinton campaign essentially took over the DNC in August 2015, during which time Clinton was running against Sanders and multiple other Democrats for the party’s nomination. Experts have said that arrangement, which allowed the Clinton campaign to have veto power over expenditures from the DNC, may have tipped the primary to Clinton.
