During the House Oversight and Government Reform Committee hearing with Internal Revenue Service officials, former IRS Commissioner Douglas Shulman explained that he was “incredibly sad” that the IRS targeted Tea Party groups.

Shulman explained that he had read the Inspector General’s report admitting that the IRS had acted inappropriately.

“It’s something that I’m incredibly sad about,” Shulman said. “I’m sad for that it happened, I’m sad that it’s cast a shadow over the rest of the good work of the agency.”

“Mr. Shulman, do you agree that it doesn’t represent our democratic values to have the government persecute people based upon their political beliefs?” asked Rep. Mike Turner, R-Ohio.

“I did not see those words in the report,” Shulman replied.
