Montgomery County probes fire official's collision into police vehicle

An assistant Montgomery County fire chief has been assigned to other duties after he crashed the county vehicle he was driving into a police car on Interstate 270 weeks ago, county officials said Thursday.

That crash, which police at the scene suspected might have involved alcohol, is under investigation by the county’s inspector general.

Assistant Fire Chief Greg DeHaven, who leads the department’s honor guard unit, was driving a 2001 Ford Expedition sport utility vehicle owned by the county home from the group’s presentation of the flag at a Redskins game around 9 p.m. on Nov. 30 when his vehicle hit a police car that was in the process of making a traffic stop, county police and fire sources say. The crash caused the police car to hit another vehicle, but no injuries were reported.

Montgomery Inspector General Tom Dagley said he’d heard from people who had concerns about the accident itself, the way in which was reported and how it is being processed.

“We are initiating our own independent investigation,” Dagley said, when contacted by The Examiner.

Montgomery Police spokesman Lt. Paul Starks told The Examiner on Thursday that there were two police officers at the scene when the incident occurred.

Neither initially detected alcohol on DeHaven’s breath, Starks said, but the junior officer later said he “did smell a slight odor of alcoholic beverage on him.” A sergeant who was also present said he did not smell any alcohol on DeHaven, nor did a police captain who was called to assist with the situation.

Nonetheless, officers administered a standardized field sobriety test in which they moved a penlike object back and forth in front of DeHaven’s face to track the movement of his eyes to determine whether he was intoxicated.

“We gave him the test to be on the safe side,” Starks said.

According to Starks, DeHaven passed all elements, so police “didn’t go any further” or administer tests that calculate blood alcohol level.

Fire department spokesman Pete Piringer said DeHaven has been “temporarily assigned to other duties” while fire officials investigate the incident.

Piringer acknowledged “the allegation has been made” that DeHaven was drinking, but said he had seen nothing to “back up these allegations.”

“I don’t know what the deal is,” Piringer said. “There was a wreck, no injury, some property damage, pretty standard from everything I can see.”

Fire officials have retained an outside firm to investigate the incident, according to Piringer, which is typical when a department vehicle is involved in a crash.

Sounds like a cover up to me. Honor guard?? What kind of higher standard is this person supposed to be of? What example are we setting if this goes undone? Poor fire service.

This guy is a sham. They keep talking about cutting our budget, giving us a furlough and this guy is getting paid for a detail to a Redskins game? Guess their are no limits on travel as long as you are in a department owned vehicle.

A class act who was on the clock, drinking and driving in a Fire Department Vehicle. He hit a marked police vehicle that had his emergency lights activated and was on a traffic stop. If this were a civilian they would have been locked up. But I guess through the "good ole boy" network he gets a slap on the wrist? Who is the REAL Dave Carter anyway?

For the guy who Dave Carter not the real Dave Carter, I take it you were there drinking with him. That would be the only way you would know. And I take it you knew he was on a detail too. Are you sure? I did not think so. They are not pay honor guard over time for any events at this time. Just ask any of the honor guard members. I do not know if he was drinking or not I was not there. Cops can not give a breathalyzer unless they fail the field test first. He could have alcohol in his system and still pass the .08 and still be in trouble with the department for driving a county vehicle with alcohol in his system. But to call him a sham is ridiculous. I am sure you have never had a drink and got behind the wheel. I am not on anyone's side but you need to look into a mirror and have all you facts straight before you judge someone else.

The truth is he was representing the department, as a paid employee of the department, driving a department vehicle, which the department pays for, pays the insurance for, pays the gas for, and while doing so hit a marked cruiser that had his lights activated while on a traffic stop and was going fast enough that he knocked that cruiser into a another vehicle and then hit a 2nd vehicle as well. He is a chief of the department and as such needs to set the example. THAT is why he is a sham. How text has been written about vehicle safety in the last 2 years? THAT is why he is a sham.

What the hell has happened with the "zero tolerance" policy concerning alcohol and drugs? I agree with Davo, it is a cover up! Disgracefull behavior, he should be fired!

Well, looks like so many things this guy and his offense will just get swept under the rug. No new info, no test results, and apparently this guy is back on the street. See is the regular firefighters like me that work the street every day and have a union. This guy is management, so between having an interim chief and having the good 'ole boy network in place, nothing will ever happen. If it wasn't for this news article, no one would ever have known.
