Cops accused of Toys for Tots thefts ‘tarnished’ police’s image, official says

The four District of Columbia police officers reportedly caught on tape stealing from Toys for Tots “tarnished” the department’s image, a police official said.

Police confirmed that the four officers had been put on desk jobs as internal affairs investigates them for stealing toys. Officials said if the officers did take the toys intended for the city’s youth, they will be prosecuted.

On Christmas Day, the department’s community outreach director, Yvonne Smith, fired off a message to an e-mail network for residents of the Southeast D.C. neighborhood where the thefts allegedly occurred.

Smith wrote that she’d hoped to see Christmastime news coverage include positive stories about police outreach in one of the city’s poorest, most crime-plagued neighborhoods — the 6th District in Southeast Washington — instead of a tale about the strong victimizing the weak.

The story of the four officers accused of taking the toys “starts off Christmas on a sour note, puts distance between the community and the police, and worst of all, tarnishes the image of the Department during a time when we are trying to build strong relationships to foster trust that ultimately helps us solve crimes,” Smith wrote.

As police officials released few details on the investigation on Christmas Eve, police cadets were unloading a van stuffed with toys at Sursum Corda and Potomac Gardens Public Housing Developments, Smith wrote.

“People of all ages ran out and surrounded them, taking toys and saying, ‘the police have never done anything like this here,’ ” she wrote, highlighting how police outreach can benefit relations with the community. 

“Please don’t let the Christmas story of the day be about an investigation of officers who make up .001 percent of the department,” Smith concluded. “Many many many more members made outstanding contributions during this holiday season to make a difference in the lives of families who are struggling.”

Two of the accused officers worked for the department’s youth services division, and the four were caught on tape taking the toys, WJLA reported.

This has been going on for 2 years. My girlfriend had reported this type of incident when the officer's stole her children toys right in front of her. The truth will come out, so DC Government Officials "BEWARE"

it is a shame that i work for mpd and we have officers or (so called officers)do this and tarnished the dept, i cant believe this have happen. I was always told by my dad in which i did have a dad that you will be judge by your charter not by your dumbness, if these officers did this removed them from the dept and chief lanier please please prosecute them to the most fullest of the law, and do not gim them the badge that i do wear and proud to wear back to them. please FOP union dont fight this, it is sad thinking about this that our officers that suppose to serve and protect, but these officers steal and disguise the dept.

Why aren't they on leave without pay? What will their punishment be? You can bet your bottom dollar that they will not be fired or face a reduction in pay.

As if the act itself weren't despicable enough the outreach director blames the media for reporting it. Frankly I'd like the media to report positive police stories too, but they seem to have their hands full reporting on the bad stuff. It's people like Yvonne Smith who minimize, rationalize and excuse such behavior (while blaming those speak out) who all but guarantee it will continue to occur.

If you want to instill good relations with the public, you don't do it by covering up and hiding the fact that you have corrupt cops! The people have known that for years. You build trust by nailing those corrupt cops to the wall! Then, once it is shown that the police seriously deal with their own bad apples the public will trust the police. HONESTY-INTEGRITY-ACCOUNTABILITY, not sweeping it under the rug builds trust.

My car was stolen in July. The District Police impounded it that same evening. Since that date I haven't been able to find it or track it down. The District Police is staffed with an unlimited supply of rude morons and incompetents. To this day the clowns have no idea what happened to my car. If you're wondering why I don't call back after 5 months, I got tired of hearing rude ignorant blacks tell me, "I don't know nuffin!" before hanging up the phone. It happened 6 times. That's enough for me.

I would have liked to have read the whole letter. I understand exactly why Ms. Smith wrote the letter. I was mad when I heard the story on Christmas morning on Channel 5. It was a reminder that all is not right in this world. The Today Show gave us several feel good stories on Christmas morning. Seeing the story about the officers on Fox 5 was a reminder that people in this world can be so cruel. It did set the tone for the day for those of us who care about children in need.

We have that problem everywhere. A few bad people can ruin the reputation of the whole department. I have realized that most people who hate us are people who have had bad experiences with us. The same is true for judges, doctors and customer service representatives, and even government employees. The ones who help people and leave good impressions create friends and the ones who treat people nasty create the enemies. That's everywhere.

So whats new? Police take advantage of their sovereign power over average citizens. Somewhere down the line, all of them they forget the reason why they have this authority and they simply get used to the idea of getting away with anything. Every single police officer has an immature schoolyard bully attitude. Let me ask a question, does anybody at all feel safer when they are around?

If anything, this has improved my opinion of cops. Nobody's dog got shot. Nobody got tasered to death. There weren't any deaths at all. Good work PD! Maybe a new class at the academy points out that you can steal from living people over and over while you can only loot a corpse once.

There isn't enough newspaper space to cover every story involving crooked law enforcement. They'd have a better chance trying to cover stories of law enforcement officers actually serving the public in a legal and just way. I'm 49 and still waiting to meeting a law enforcement officer who is trustworthy and I've met many, many officers.

And some wonder why the general person on the street has a distrust of police, of those that choose to 'serve and protect', of feeling guilty despite knowing that at the time, at the least, they've done nothing wrong. If it weren't for those that make a name for themselves be it by stealing toys destined for kids that would otherwise have a not so cheery Christmas, or letting rounds fly into a pair of puppies in front of both parents and their kids while on the side of the road, then maybe people would consider atleast minutely trusting one with a badge and a firearm. For the 4 officers that decided to try and make a run with toys I've this: Good on you. In being selfish and thinking for yourselves you've only continued the stereotype that the police are corrupt and cannot be trusted.

First the dept. is angry because of the video. Secondly how does a corrupt dept. prosecute people who know where the bodies are buried? These four got caught on video being "cops" and now the dept. has to do something but fears that these four know too much of the dept. dirt and they will tell what they know if not handled with kid gloves. Cops are just a better organized gang representing a better class of criminal, that's all.

There will alway be a few (or several) bad apples, unfortunately. A couple of things that bother me; 1. The number of folks posting here who are not suprised and who are totally down on the cops; WOW. Are the cops working overtime to alienate the public or what??? 2. When something like this happens, people are less likely to donate to ANY toy drive, thus these bad cops not only tarnish their police depts reputation and their own reputations, but they taint future toy drives as well. I wonder what the toys were worth... $100 bucks maybe?

Sure, lots of people who have had experience with them are down on cops, but this incident increases awareness in a whole new community. Henceforth the Marines won't automatically trust somebody just because they've got a uniform, a gun, a badge, and claim that they're there to help. I've looked at the faces of the Marines at a Toys for Tots booth and they seemed like naive young kids. This is a needed wake-up call for them so that they can see what they country they are fighting for has come to. Anyone who thinks it possible that we could have more prisoners than any other country in the world, without having more corrupt cops than any other country in the world, needs more help with arithmetic than just percentages.

desk duty? They should be fired. And put in jail. Stealing is stealing, and its no more right for them than anyone else. And video tape does not lie. 2 worked in the youth division? That is even worse. If the police dept does not want to fire them put them in on grave yard shift for the next 5 years. In the worst part Of DC. Where no cop wants to ever work.

I would wager a lot of money that the .001 percent are the actual good and just cops, and that 99.999 percent are corrupt, vengeful, prejudiced, violent, dangerous, unstable psychopaths masquerading as the "Protectors" they claim to be. Have you every even witnessed a Cop Protecting and Serving ANYONE? If you have, then I'd also bet money they were getting something out of it, likely in an illegal fashion. I'm sad to say I'm not even saurprised by stories like this anymore.

This is nothing new, as far back as 1962 you coyld drive by local police buildings and see them drive their personal cars outside the front doors and load "loot" taken from citizens, namely beer and whiskey and I'm sure the occasional weapons. .001 only signifies the ones caught, perhaps the others are a bit mor savy, what say. Police are not your protector, that is your responcibility.

Please let me just add that he is right. There are very good officers and detectives here. Over the past 13 years, I have seen some officers go above and beyond the call of duty to help victims of crime and the average joe who needed help. He is absolutely right. You should not judge the whole department by stories about a few. It makes it harder for us to have good relationships with the people we serve. That point is made by reading your comments. Whenever this happens, its like we have to start over. If only you knew us for who we really are. There are some outstanding officers here, who do not hesitate to risk our lives for people like you. When we take this job, we lose sleep, our figures, sometimes our spouses and our hair. Unfortunately, I do understand why something like this would change your view of us.

A bunch of us are reading the Reader Comments. Thanks to a few bad movies and a few bad cops, there are many people out there who dont trust us, yet we are there, prepared to risk our lives for fellow citizens every single day, even when we are off the clock, cause we are never off duty until the day we die. No matter what field you can name, there are worms that spoil the apples. For the record, this whole unit where I work contributed to the Christmas spirit for needy children. We even came out of pocket for them. But now all of us get placed under the same label that we stole from children during Christmas. My husband is an honorable police officer who cares about people. We both have very decent and honorable jobs. I understand why the officers are frustrated, because they do work very hard, just for some selfish cops to come along and tarnish their reputation. IF four officers make up ".001 percent" of the department then the department is 400,000 people. 0.001%/4 is 0.0025% per officer. 0.0025% x 400,000 = 100%. How many employees does the dept have? Officers 4050 Civilians 600 So this raises by an order of 2 0.1% of officers in the dept 0.086% for all officers and civilians in the dept However, most employees had no contact with the drive and only 4 were caught. if 100 people had contact with the toys than this would be 4% of employees if 40 people than this would be 10% of employees. in the spring LANIER rehired 83 officers/sgts etc that had stolen, beaten, shot at and other crimes -- she had no problem with this until the MEDIA had the audacity to report. she lied and said they would be refired -- we believed her... if a call for a theft in progress occurs, upon arrival you observe a security tape clearly showing the faces of 4 individuals stealing bikes -- you (a) arrest them or (b) get a warrant for them -- not c LANIER-- let them collect pay for doing nothing ... get caught stealing bicycles and now stealing pay???? I work in Internal Affairs. Let me just say that the reason the officers were caught is because they were being policed by the police. We do it all the time for accountability purposes and to demonstrate ethical standards.

The Chief of Police isn't appointed by the President, you gots home-boy rule. Seriously, what those cops did was WRONG and they need to be held accountable. But you blasted a whole department, who collected the toys to begin with. You didn't earn the toys, you don't deserve the toys, they were GIFTS! Nothing has changed in DC since I left in 80.
