D.C. neighborhood upset over fake televised raid

Montgomery County police officers staged a fake raid in Northwest D.C., complete with guns drawn and police lights blazing, sparking outrage from local residents who were not warned that the cops were acting for a TV show.

About a half dozen off-duty officers, who wore county uniforms and drove county police cars, were hired by a local production company to stage a police raid on 315 Aspen St. NW, which is about a quarter of a mile from the Montgomery-D.C. border.

"If the D.C. police had been in Montgomery County, that's all [anyone] would have talked about," said an irate Kelly Craven, who lives a few houses down from the raided house.

The filming was for a show called "Prison Wives," which is about women who fall in love with and marry prisoners, according to neighbors. The show is in development for the cable channel Investigation Discovery, according to its Web site.

Filming went on for half a day and looked like the real thing, neighbors said.

"They stormed the house like a SWAT team and they said, 'Police, search warrant, open up,'" said James Hall, who lives next door and shares a driveway with the house that was used in the filming.

D.C. Councilwoman Muriel Bowser, D-Ward 4, said in a letter to Montgomery County Police Chief J. Thomas Manger that she shares the outrage of her constituents.

"The neighbors ... were never notified of this disruption to their lives, and were justifiably terrified when they saw uniformed officers swarming a neighbor's house with guns drawn," Bowser said.

Julie Schor, who lives across the street, said she was working at home when she heard yelling and went to her window to see what was going on outside.

"There was probably about three cop cars in front of this house, and there was a cop standing in the middle of the street loading his gun," she said. She said she was told later that the bullets weren't real ammunition.

Schor said she thought a "heavy-duty crime" must have been committed to have drawn Montgomery County police across the county line.

"Somebody mugs you on the street and steals your iPod -- that isn't necessarily the reason why a D.C. police officer is going to cross over into Maryland or vice versa," she said. "I was home by myself. I was in a panic."

Schor and other neighbors said they were angry when they found out that the police were there to be filmed and the community had not been notified.

"I wasn't told nothing," Hall said, adding that the police "took their time" when he asked them to move their cars out of his driveway.

The police also tied up traffic by speeding up and down the two-lane residential street with their flashing lights on, neighbors said.

Police spokeswoman Lucille Baur said the blame for the "very unfortunate" incident lies with the production company for not alerting residents before filming.She said the department allowed officers to participate because it was told that filming would occur inside the county's borders.

The Silver Spring production company, Sirens Media, issued a statement apologizing to the residents for not following the "correct protocol" to notify the District before filming.

Had they cleared the film shoot with the city first, Sirens would have been required to get a permit and paid to have traffic diverted, according a spokesman for the District's film office, who added that the city would have "over-communicated" to the neighborhood about any planned filming involving guns.

Get over it, you do not need to know every detail of the activities that occur in your neighborhoods.

So how the heck do these "County Police Officers" utilze their "Couty Vehicles" in a privatly funded film shoot? I cannot even take my County Vehicle I use on a daily basis out of my County of employment. Sounds like someone up in Montgomery County's Transportation Department, and Sheriffs Department need to be fired. This is blatend misuse of tax payers money. TOTALLY PATHETIC!!

I thought firearms were illegal in DC. Since they were not acting in an official capacity, every one of them should be charged with a federal firearms charge and arrested immediately.

People are just looking for a reason to express how frightened and vulnerable they are, so they can garner pity--turn it into something that is about them. I've seen movies and television shows being filmed, and there is no mistaking what is going on. Does anyone doubt that they saw the cameras?

It sounds as though the production company shelled out big $s to the district "film office"- I bet that is a real racket- to keep the whole deal quiet ahead of time so that the horrified reactions on the faces of the neighbors would look real and the production company wouldn't have to hire any extras to stand around and pretend to be scared.

Reality TV, man. Its where its at.

Honestly, the upset residents must be stupid. There must have been production trucks, a minimum of a twenty-person crew, catering, craft service, a video village, etc.

My guess is someone wants to sue. I did a music video in Vegas, permitted, signed, officers directing traffic, etc. Some looky-loo said she saw onr of the actors with a gun in his hand and panicked, causing an accident. Both she and the driver of the other vehicle settled.

Chalk up another victory for trial lawyers and the moron-mill known as the DC public school system.

So how exactly is this a misuse of taxpayers money if the production company is paying for the use of the vehicles, equipment and officers. They are picking up the tab on this not the taxpayers. As for the community being upset sounds like someone is plotting another lawsuit, GOD FORBIDE YOU MAKE A LIVING ON YOUR OWN, this country is way to sue happy.

Firstly - how does anyone know the guns were loaded - secondly - the town is compenstated for the use of the police, and equipment - you know money that goes to THEIR president for THEIR stimulus - and lastly - HOW DARE THE POLICE MAKE A PRESENCE IN THE NEIGHBORHOOD - I'm sure of it was a Cripps or Bloods doc. they would be happy! I would be outraged if this happened in my neighborhood. I can't believe all the posters on here acting like this is no big deal. You must work for the production company. If one of these cop cars was parked in my driveway while this was being filmed, without anyone ever telling me what was going on? Are you kidding me? Incredibly irresponsible by everyone involved. There should be some criminal charges filed against someone. At the very least the Silver Spring company should have to pay double or triple what the fees would have been had they followed the required process for obtaining a permit, etc.

People, get a life. You got your 15 min of fame. You got some excitement. Later on, when you are watching this show, you will smile remembering this incident. But now, get on with your life. There are more important things to worry about. And for this newspaper: if you think that articles like this one will change the fate of newspapers, you are mistaken. Find something more important to write about. Mistakes happen. No harm was done. The production company issued its apology. It has learned its lesson. Enough is enough. Concentrate on things that really matter.

Wow - it seems this story has provided a vehicle for closet racists to hide behind the anonymity of the Internet and take potshots at Washington, DC residents. The neighborhood where this occurred - Takoma Park DC - is a relatively nice neighborhood. Most of you Drudge readers probably hail from crystal meth-ridden neighborhoods in red states, with bible thumping adulterous governors "protecting marriage", that receive more federal funds than their redneck population pays in taxes. How's that for nasty stereotypes?

Cops for hire? To everyone, that justify this event as OK, since it was funded by a private company - YOU ARE IDIOTS.

By your logic, my company can foot the bill and have cops act on my defined plans - maybe a mock raid outside of my competitor's company or home. (The list goes on and on).

You need to understand the difference between private and public - perhaps, it is this error in logic which permits our government officials to act as if they are outside of the law - and are in-themselves the law.

Four all of you under 30, remember that the ATF when raiding the Branch Davidian compound in Waco Texas invited the news media to accompany the agents on what THEY thought was going to be a simple raid. So the presence of cameras does NOT mean the incident is being filmed as a tv show.

"Terrified?" of what? getting arrested? From the story: "I wasn't told nothing?" What does that mean? Can't people speak English anymore? Spend more time getting educated and less time complaining. BTW, these county resources weren't used for free. Any idiot knows that the production company paid the county and the officers. I'm ashamed at how ignorant people can be, especially in DC. A big film crew, multiple takes.. c'mon. They were doing the shoot nearly all all long. Are people that stupid to think that it was a real raid when it last for eight hours and they kept repeating over and over? Where's the outrage from these DC people at the fact that they and their kids can't read. Willful ignorant and "victim hood." Perhaps these people should have been at work instead of sitting around at home all day.

I recall we had a community watch presentation by the county police (northern virginia) DC suburb - there was a DC police officer attending in the crowd and kept asking dumb questions - the virginia police officer was very professional and knowledgeable; It was obvious that the DC police officer had a big chip on his shoulder. Ultimately, the DC police officer said that if he saw anything suspicious in his neighbourhood he was going to arrest the people and then call the virginia police. The virginia police officer responded that if he were to arrest anyone in Virginia, that most likely, he (the DC police officer) would be the one going to jail. It was about 300 people in the community presentation and they all were laughing. It was very obvious that the DC police officer had no idea about personal rights of individuals and that he thought he could do whatever he wanted - I think most of his training came from the late night TV shows.
