D.C. police Assistant Chief Winston Robinson has been on the job for nearly 40 years. His behavior has caused him trouble for nearly as long.

Now his boss, Chief Cathy Lanier, wants him to train D.C.’s finest. In a memo Friday obtained by The Examiner, she appointed Robinson as top officer for the department’s academy.

In 1985, Robinson tried to flee D.C. police after a car crash. Officers at the scene said Robinson struggled with them and then gave a false name.

In 2004, the police union accused Robinson of falsifying crime figures in the dangerous 7th District. An inspector general’s report on the allegations said there had been unintentional errors and blamed the mishap on an underling.

Last year, Robinson was questioned by internal investigators for his consulting contract with a Guyanese security firm.

His record and his new assignment have raised some eyebrows at city hall.

“If these accounts are true, it sounds like the guy we’re putting in charge of training could use a bit of training himself,” said Councilwoman Mary Cheh, D-Ward 3.

Robinson replaces former Deputy Chief Joshua Ederheimer, who was demoted on Oct. 26.

More than 30 officers are being jostled in the latest round of departmental musical chairs – the second shake-up in three weeks.

Lanier didn’t respond to requests for comment. But she has vouched for Robinson, whom she calls, “Winnie.”

“I have an awful lot of respect for Winston Robinson, I have an awful lot of respect for Winston Robinson, as do a lot of other folks,” she told The Examiner in a September 2007 interview.

Lanier promised to reinvigorate the police department after taking over nearly two years ago. But she has struggled against stubborn crime. She has shuffled her command staff almost half a dozen times in her short reign.

Race is not the factor but his history. If the stories are true he should not be placed in that position.

Progressive Discipline

Nov 12, 2008

If those allegations were not of any proven and substantial evidence then we must assume as outsiders that all was legally sound to exonerate Mr. Robinson. If he was discipline for such misbehavior or actions then that shall not be forever a reason for not being promoted. Remember a bad student does not equate that you will be a bad teacher. A squeaky clean rookie police officer does not equate that you will be an error-free veteran police person.

That's great...replace a stand-up official liek Josh Ederheimer with a guy who has a very checkered history with the department. Come on Cathy you have had two years to get things straight.

YOU HAVE FAILED TO WRITE ABOUT THAT OVER AN ALL MOST 40 YEAR CAREER AS AN OFFICER OF THE D.C. POLICE DEPARTMENT, ASSISTANT CHIEF WINSTON ROBINSON HAS PERFORMED HIS DUTIES TO THE HIGHEST OF THE LAW AND THE GENERAL ORDERS THE D.C. POLICE. CHIEF ROBINSON HAS OBTAINED THIS RANK BY DOING HIS JOB, SO THERE HAS TO BE SOMETHING THE GOOD THAT YOU COULD HAVE WRITTEN ABOUT CHIEF ROBINSON INSTEAD OF ATTEMPTING TO BASH CHIEF ROBINSON, SO HOW ABOUT LETTING US THE PUBLIC KNOW ABOUT THE OUTSTANDING JOB CHIEF ROBINSON HAS DONE OVER THE ALL MOST 40 YEARS HE HAS BEEN AN OFFICER.

WHAT A MESS

Jan 24, 2009

MPDC is a total mess, the Chief hasn't cleaned up the discipline issue, she hires back who she "WANTS" and lets the others sit, they don't take care of their own and morale is horrible. Its been 2 years and what has happened more officers just waiting in limbo more officers getting arrested, more officers not doing their jobs because if you aren't in the "IN" crowd you to will be fired. The union can only do so much they pick and choose what cases and others are sitting for YEARS and YEARS lives have been totally destroyed at the hands of MPDC and the lack of responsiblity by MPDC. THere will be a day when it all comes out and it will be a very sad story to post but in the best interest of other officers some documents need to be made public to show where/how MPDC lacks and fails to act on various issues.
