Fenty friend, aide linked to Sosua donation

The co-founder of Peaceoholics on Thursday used an unusual public deposition to directly link Mayor Adrian Fenty’s top aides and a close friend to the peculiar donation of emergency vehicles to a Dominican Republic beach resort town.

Key players

» Sinclair Skinner, Fenty friend and confidante
» Ronald Moten, co-founder of Peaceoholics
» David Jannarone, D.C. development director
» Robin Booth, property disposal specialist
» Andrew “Chip” Richardson, general counsel
» Deputy Fire Chief Ronnie Gill

The deposition of Ronald Moten before D.C. Council members Mary Cheh and Phil Mendelson quickly devolved into a circus, as Moten randomly asserted his Fifth Amendment rights, ranted about the council’s “thirst for political blood,” and accused his inquisitors of “treating me like a criminal” while his friends and family cheered him on.

But there were answers, too: Moten testified that Sinclair Skinner, Fenty’s controversial fraternity buddy and confidante, and David Jannarone, the city’s development director, were key players in the donation of a firetruck and ambulance to Sosua on the north Dominican coast.

Peaceoholics, an anti-youth-violence nonprofit, was used as an intermediary to take title of the vehicles and have them shipped internationally. Moten said he was “contacted” by both Skinner and Jannarone early this year to take part.

“We agreed that I would join them in a good deed on donating a firetruck and ambulance to Sosua,” Moten said.

Jannarone and Skinner set up virtually every aspect of the deal, Moten said, with the aid of Fenty general counsel Andrew “Chip” Richardson and some lower-level city employees, two of whom have been deposed. Skinner, through his firm Liberty Industries LLC, gave $11,630 to the Peaceoholics to have the vehicles transported, Moten said.

“Peaceoholics became a vessel for a donation engineered out of the executive branch,” Cheh, chairwoman of the government operations committee, said after the deposition.

Why Skinner and Jannarone? That is a question still to be answered. But Attorney General Peter Nickles on Wednesday said there would be no more questioning of D.C. employees until issues of representation, access to transcripts and executive privilege were resolved.

The Examiner first reported the Sosua gift March 27 after an obscure emergency rule authorizing it was published in the D.C. Register. The surplus vehicles were shipped days later, but Nickles soon ordered them returned.

Nickles released a report in early April that found all was “legal and totally proper.” The report made no mention of Skinner or Jannarone, only “those in the District government.” On Thursday, Nickles reiterated that his review revealed no legal issues.

One only asserts Fifth Amendment rights when you are hiding something.
Mr. Moten, I would suggest that you go to the FBI and turn "state's evidence" against high-ranking DC Government employees. Cut a deal!!!!!!!

Earlier reports claimed Moten visited Sosua to take kids to boxing expeditions there; however, DCWatch Dorothy Brizill revealed that Moten does not possess a passport. So how then did he travel outside of the U.S.? This is clearly a breach of homeland security! Nickles found no legal issues, perhaps the Feds will. The Council should be like a pitbull with lockjaw on this case and don't let go until somebody's hide is torn and bloody if necessary.

Wow. Nickles really seems concerned about not allowing city officials to be questioned. Why is he trying so hard to obstruct justice?

Somebody needs to put a muzzle on Nickles and let Moten of Felons Inc. keep talking. His jailhouse knowledge of the law just might assist with getting to the bottom of this. He thinks it makes him a celebrity. Let him pretend to be an outstanding citizen while giving the authorities the info they need.

The Circus did come to town yesterday with Cheh and Mendelson as co-ring leaders and even a lead clown by the name of David Zvenyach, Cheh's chief of clowns...I mean staff. These three set the entire stage for this carnival to take place. At least two full investigations had already been commissioned, one by the Inspector General of the District of Columbia and he other by the Office of the Attorney General. In addition, Ronald Moten voluntarily interviwed with both Mendelson and Cheh individually...there is no lack of information, not to mention the media blitz and great ivestigative reporting.
So why the hyper-vigilance on the part of Mendelson and Cheh? What is this really really all about? Yesterday was a complete waste of my tax dollars. Let the professionals do their jobs and investigate this stuff. Cheh and Mendelson, you all stick to doing whatever ya'll do...the circus thing aint a good look for ya, especially on my dime.

I saw the deposition and Moten should be embarrassed, but I doubt he is....

After viewing the deposition on DC channel 13, I am embarrassed by Ron Moten's answers or lack of answers. His recall to simple and routine questions should have been easy, but they were not. It is obvious that his dumb a** was used by Fenty and his officials and others as the middle man to transfer the surplus equipment to the DR. Moten was overly defensive the entire deposition. Something is wrong......Moten is the CEO of a non profit and received a 3 million in contracts from DC this year....amazing.

I'm afraid we're going to inevitably learn that this was a Carribbean sexcapade. Charity starts at home, not on spring-break destinations for grown men.

What does Peaceoholics do for $3 million a year? They can't say that crime has gone down.

First of all we need to put this into perspective. This is the allocation of unused DC property and even if it was to be a perk for this Dom Rep. destination, such things happen all the time in local, and national politics. secondly, there may be some ethical issues here but no criminal/legal issues. thirdly, while i am not a big fan of peacaholics i do realize that they have helped a number of youth in the district and this is more than I can say for most youth initiatives to date. lastly, It is unforgivable for people to slander or condemn others who have either been arrested for or convicted of a crime. there are thousands of ex convicts who are now great citizens and there are thousands of seemingly great citizens who may end up as convicts. So, remember that people make mistakes that are sometimes criminal but that doesn't mean that all of them are criminals. If you can understand what I mean.

Who are we kidding? Ron Motten is nothing but a two-bit thug who figured out how to leverage his friendship with Fenty. Sinclair Skinner, Jannarone, Motten, and Fenty are milking this City dry. Explain to me how Skinner is living in a $700k home when he defaulted on lease payments for his failed dry cleaning business or how Motten is getting $3 million in contracts for a service that has shown no results and actually proven to be worst for schools (sexual assault on children). This is all ludicrous, but such is DC politics...

This matter may be too cumbersome for the City Council to undertake. I suggest subpoenaeing all involved parties to appear on the Judge David Young show where on-the-spot lie detector tests can be administered and the truth can come forth quickly. This way, law-abiding taxpayers' money can be saved for more important things like prison upgrades to house the "Fenty Crew featuring Big Bad Peter "Wolf" Nickles." Ron be sure to tell Adrian - "Don't drop the soap and if you do, don't pick it up!"

I am watching it now, I am in total shock.

Ronald is the biggest low life ever. I'm sorry he could not represent a reputable organization in any way, shape, form or fashion. I cant believe this man is worth the amount of money he receives from the District. The mere fact that he butchered every other single word in his opening statement is a testament that he's not a highly educated man.

I have to share this with my friends over drinks, will definitely make for good entertainment.

I am in disbelief. The only reason one would be so defensive is because he in fact, have a lot to hide.
