Norton pulls voting rights bill

D.C. Del. Eleanor Holmes Norton on Tuesday pulled the D.C. Voting Rights Act from consideration by the House of Representatives, as it became clear supporters did not have the votes to reject a pro-gun amendment attached in the Senate.

Norton, a Democrat, made the decision to withdraw the measure after meeting with key players over the weekend, including House Majority Leader Steny Hoyer, according to an e-mail she sent to key voting rights backers. The bill would have expanded the House by two seats, one for the District and the other, temporarily at least, for Utah.

“All agreed that there were good reasons to wait — for now,” wrote Norton, D.C.’s non-voting delegate. “Please understand that we are holding the bill for now, not giving up on voting rights.”

The bill, which had suffered defeat twice before, is unlikely to return before the next congressional session.

All efforts to reach a compromise on a National Rifle Association-backed amendment eviscerating D.C.’s gun registration and possession laws failed, Norton said. The language was attached to the bill by Nevada Republican Sen. John Ensign. As they did in the Senate, numerous moderate House Democrats were prepared to vote for the bill with the amendment attached. Norton was forced to pull the legislation as Hoyer, D-Md., was unwilling to go forward without consensus, and President Barack Obama did not involve himself in the fight.

The “onerous and dangerous nature of the Ensign amendment ... perhaps makes this delay a necessary step for now,” D.C. Council Chairman Vincent Gray said in a statement.

“It is supremely frustrating that D.C. residents are forced to wait on voting representation because of the NRA’s boldfaced attempt to impose its view of the Second Amendment on District residents,” said at-large Councilman Phil Mendelson, chairman of the public safety committee.

Ilir Zherka, executive director of D.C. Vote, said the “fight is far from over.”

“We will do everything in our power to pass the D.C. Voting Rights Act in this Congress,” Zherka said. “But, it’s obvious that we’ll also need to take our battle on guns to the next level.”

Councilman Mendelson said “It is supremely frustrating that D.C. residents are forced to wait on voting representation because of the NRA’s boldfaced attempt to impose its view of the Second Amendment on District residents”.

It seems that it is not the NRA's view being resisted by Norton but the Supreme Court's. The naked desire to trample the right of the DC citizen to self defense trumps the desire for representation. E. Zach Lee-Wright

Its amazing, our over educated leadership is still stuck on stupid. Strict gun control regulation as our one direction leadership is advocating only impacts the law abiding citizens of this city, the facts are appearent daily in the city, the criminals care less about gun control, it has not work for the for the last 30 plus years and will continue to produce the same results, only our stuck on stupid leadership can't see this nor will they seek the opinon of the residents, don't blame the NRA. They only beleive in following their own misguided ideology. If they are so stuck on stupid when it comes to compromising for the overall good in obtaining voting rights or other benefit for the citizens of the city. I can't imagine the turmoil these rutter less leadership would inflict on myself and the citizens of this beloved city if we were to acheive voting rights. Thank God for Congress!!

This bill is facially moot, anyway. The Constitution does not confer Congressional representation for federal districts, hence this effort is not within the enumerated powers of any branch of the federal government. The Constitution must be amended to provide for it, and absent such an amendment, this bill cum law could not pass judicial scrutiny.

The National Rifle Association is not the problem and never has been. Firearms are not the problem either.

The problem is with the leadership of DC. The Mayor, Police Chief and City Council are to blind or misinformed to realize that every citizen has a right to protect themselves. Firearms just give the citizen an equal playing field with the criminal.

If DC's failed gun control laws worked, DC would be a safe city. Do to their refusal to allow citizens the ability to protect themselves, it is not a safe city!

Do not let your Council Members and other DC Elected Officals Strip you of your Constitutionial Rights because they think differenty otherwise, if you do, then losing your Rights is your Fault and not nobody else's, but yours?
