Police union chief ordered to turn in badge

The District police department has pulled the badge and gun of police union chief Kristopher Baumann while in the midst of a labor-management struggle, saying the Fraternal Order of Police head failed to complete annual mandatory training, officials confirmed to The Examiner.

Baumann was informed that his police powers had been taken away Monday, less than 48 hours after a federal judge denied his motion to stop an internal police investigation.

Late last month, Baumann was hauled in for questioning regarding the release of recorded transmissions between top police brass and officers on the scene of a barricade situation. Police officials had declared the tapes confidential, and they started an investigation after The Examiner made inquiries about them.

Baumann claimed protection under the First Amendment and the District's Whistle Blower Act in his request to halt the investigation, but the judge didn't agree and on Saturday allowed the department to move forward.

"They're coming after me," Baumann said. He linked the decision to revoke his police powers to a series of lawsuits and complaints he's filed against the department.

District Attorney General Peter Nickles called Baumann's accusations "baloney" and said he was being treated like any member of the force.

"It's mandatory training, it's not wishes and desires," Nickles said. "The problem with Baumann is he wants to be treated differently. But he's going to be treated like any other officer."

Police spokeswoman Traci Hughes said, "Officer Baumann was treated as any other officer who failed to complete the training." She could not say which training he missed or whether any other officers lost their badges and guns for missing that training.

Baumann said he did attend the training approved for his job in 2008.

Baumann has been a vocal critic of D.C. Police Chief Cathy Lanier and Mayor Adrian Fenty. The tense relationship deteriorated two years ago when Fenty seemed to have been taking sides against two police officers who shot and killed 14-year-old DeOnte Rawlings during a gunfight.

Rank-and-file officers are still miffed that Fenty paid for Rawlings' funeral and let his family take over a law enforcement news conference in which the teen's sisters accused the police officers of a cover-up.

The union vocally spoke out about the administration's barricade of the Trinidad neighborhood, requiring citizens to provide identification before entering. A judge last week ruled that the barricades were unconstitutional.

The union has decried Lanier's "All Hands on Deck" strategy, which pulls all sworn police officers from their regular duties to serve arrest warrants, write traffic enforcements and listen to residents' concerns. Critics complain that the 48-hour blitz is a publicity stunt that does little to stop crime.

Kris Baumann is exposing the corruption within the high level management of the city police department and now they are going to try to destroy him. Dont give up Kris. Continue to go after them and expose this nonsense. The people deserve better than Chief Lanier and Mayor Fenty.

Kris Baumann has more integrity than Lanier, Nickles, and Fenty put together. He does more for the city than any of them, and the way they are treating him is a shame.

Peter Nickles is an absolute disgrace. He needs to be stopped. The only reason he is going after Baumann is because Baumann routinely exposes the truth about their corruption and unlawful stunts. Baumann was right on the checkpoints. Nickles was crushed by the federal court - and supposedly he's the fancy lawyer.

Really Nickles? If you are treating him like any other officer, how come Traci Hughes can't explain what training he missed or whether other officers have their badges and guns pulled for missing training???? Maybe because there are hundreds of officers who miss training every year, and the Dept does nothing.

Kris, the recruiter said this is a profession, not just a job. Keep fighting for the truth, don't be intimidated. Don't let Fenty continue to gut the department and turn this into "only a job".

Big whoop. So, Kris was so busy doing his job the way it should be done, he forgot about annual training. This happens ALL the time to gov't employees. You take the training, you get reinstated. This is a non-story that's trying to mix Kris' activism with an unrelated administrative issue. Kris does a great job and we absolutely need honest activists like him who operate with integrity. The Dept and the Administratin don't like folks like Kris because he makes the rest of them look bad.

FOP spending is probably nothing compared to the money paid out by the city everytime the FOP wins its cases, which is just about every time. If you want to avoid wastes of money, start telling Nickles to follow the law.

As I understand it, DC opposed Heller's bid to put more guns on the streets of the city. Because the Supreme Court agreed with Heller, this will make officers less safe. Most sensible police chiefs support tighter gun control laws. Did FOP support Heller's position?

Relax folks this will all change after this afternoons teletype transfering the Lt's that she thinks support us. DC Citizens ask yourslef if the Lt or Capt that you a few months or a year ago is there today? No and the reason why is that Chief lanier rules by fear. You mess up, you get transfered. Look around, it happend last week too. The Lt's that support us behind the curtain, you will be free soon. Fenty and her will be gone in 2 years.

The reason we don't have a new contract is because Fenty wants to bust all unions. Nobody has gotten a contract except Lanier and it allows for her to retire in two years! Go to the meetinngs if you need more info.

This is what happens when we have a mayor that sides with street thugs over the officers that risk there lives everyday. Mayor Fenty is the Chief of Police and Lanier is a puppet. They need to understand that this kind of harrassment only unifies the rank and file.

Stay strong Kris, we support you. If we have to spend money to defend the FOP; so what. You are exposing the corruption in the Department. Once management is held to the same standard as the rank and file, the "troubles" will end. Those who want you gone, are the weaselly, spine-less members of the Department. Go hide in the shadows you miserable little creatures. So, it's getting a little hot in the kitchen; as it should! We have been putting up with this BS for to long. Wake up!! I wish the citizens could see how low the morale is on this police department. It is a "do as you are told" department. The officers are not making the decisions on the streets the white shirts are.

Commenter DC is right, the actual costs to the city and taxpayers are way higher. Not only does the District have to pay its own attorneys to argue the cases, then it has to pay back wages and other costs, and then it has to pay the FOP's attorney fees.
Crazy. All the District and the Department have to do is follow the rules and the FOP would not be able to do anything. Right now the FOP wins 80% of its cases.

I'd like to say I am shocked and appalled but this seems par for the course under this Mayor, er I mean Chief. Yet another demonstration of the corruption that abounds in the Lanier/Fenty camp. Let's just say the "white shirts" aren't making decisions either, it's Fenty & Lanier who are running the show. If you critize Fenty or Lanier you will be transferred or harrassed on their whim. Lanier is a vindictive and bitter chief who only has her job because she covered up Fenty's spousal abuse and other indiscretions.
