Police photo lab boss sued again for harassment

The longtime head of the D.C. police photography lab, whose actions forced the District to pay tens of thousands of dollars over a sexual harassment complaint, has been accused in a new lawsuit of again making unwanted advances on a woman he supervised.

In graphic detail, the lawsuit filed in federal court last week accuses chief photographer William “Bill” Gresham of harassing 50-year-old Mary Gilkey even after the city settled a sexual harassment lawsuit with another employee, Tina Hall-Johnson, in 2001.

“The chief is well aware of this guy. The question is did they give him any training [after the earlier lawsuit] or did they do anything other than ‘wink, wink,’ ” said Gilkey’s attorney Ted J. Williams. “It looks like it was just ‘wink, wink.’ ”

Court documents do not say how much the city settled with Hall-Johnson, the woman in the first harassment suit, but records show that the District settled the case and paid more than $76,000 for attorney’s fees.

D.C. police spokeswoman Traci Hughes failed to return repeated phone calls Friday seeking comment.

In 2003, two years after the District settled with Hall-Johnson, the Metropolitan Police Department awarded Gresham with a lifetime achievement service award for “exemplif[ying] the qualities of dedication, commitment and service to others in furthering the Department’s mission” in his 33 years of service.

Williams, who also represented Hall-Johnson in her case, was surprised Friday to learn the department awarded a medal to Gresham.

“They’re giving him awards?” Williams said. “It is typical police department, closing ranks behind one of the good old boys.”

According to Gilkey’s lawsuit, Gresham’s advances against her occurred before and after the settlement in the earlier case. Gilkey complained to her bosses but they failed to take action, her suit states.

In 1998, Gilkey told investigators in the Hall-Johnson probe that while working in the dark room, Gilkey turned around and saw Gresham holding his penis and smiling. Gilkey ran out of the room and reported it to Gresham’s supervisor.

Over the years, Gilkey said, Gresham offered her thousands of dollars to perform sex acts, commented about her breasts, introduced something called a “peter meter,” brushed up against her in the dark room with an erection, grabbed her breasts and showed her pornography.

In March 2006, Gresham struck Gilkey on the top of her head with a telephone receiver so hard that she bled, the suit alleges.

In an effort to weed out fraud & waste (and nothing could be more indicative of such than sexual harassment), can someone investigate & disclose how much each DC govt agency has paid to settle these type claims ? I think it would be reasonable and fair for taxpayers to have this info. Additionally, by divulging this info, it may prove to be a deterrent to those who might be possibly guilty.

This is not how I remember this case. The last I heard everything was dropped and Mr. Gresham was returned to his job. Furthermore, the record will show that Ms. Gilkey should have been fired long time ago.

I work for the Metropolitan Police dept also and have been a victim of sexual harassament.I have made several complaints to high ranking male officails in writing, just to have them ignored with the I will handle it attitude (wink wink). The department does not want to be held liable therefore, cases are always unfounded. Sexual harassment is a big problem within the dept, and if you become a whistle blower you become a trouble maker. Allowing the behavior to continue.

A MPD officer came in my office one day after having a conversation in the hallway with Ms. Gilkey. He looked worried. I asked him what was wrong. He stated that while he and Ms.Gilkey were talking she kept looking down at his crotch. As if to say that his pants were not zipped. He said that she made him feel very uncomfortable and that he had to get away from her.

One day a officer came into my office with a worried look on his face. I asked him what was wrong. He stated that he just had a conversation with Ms. Gilkey in the hallway and the whole time that they were talking she kept looking down at his crotch as if to say that his zipper was down. He also stated that she made him feel very uncomfortable because he found out that his zipper was not down.

In the most violent, the lawsuit alleges Gresham “hit [Gilkey] on the top of her head with a telephone receiver so hard she bled because [Gilkey] made a disapproving face and mouthed disapproving words when she witnessed Defendant Gresham lying to his wife while he spoke to her on the telephone.” It seems as though Gilkey was eavesdropping to me. Or she appears to be standing very close to Gresham at this time.

Hear me when I say, this man has gotten away with wrong doings for a long period of time. Even if she played a wrong part of their and this particular situation. He has for a fact, as a Supervisor committed sexual comments, sexual gestures and pushed sexual situation on many women that reach back into the 70s. He is one of many in the department that has used their status of being a long term employee or higher ranking officer for wrong reason. Don’t misunderstand my words, there are a great deal of people who work for the department sworn and civilian that are hard workers, dedicated and that are not recognized as being outstanding. This is a situation of a few bad apples making the whole barrel look, smell and seem rotten. I know for a fact because I was a victim. Going through a situation such as this and being an innocent person can scar you for many years if not the rest of your life.

Defendant Gresham would then take advantage of [Gilkey] having to seek assistance from him and would touch her inappropriately or ask her for sex while complying with her request for assistance. He also encouraged Plaintiff’s co-workers to harass her with the ultimate goal of increasing control over Plaintiff and force Plaintiff to have sex with him. Why? Does Gilkey need these people to assist her in her job? She walks around MPD telling everyone that how qualified she is. But yet in another breath she'll says that she was not properly trained and demands for MPD to pay for her training. DUH!!
