Developer gets probation for campaign violation

BALTIMORE — A developer who once was romantically involved with Baltimore Mayor Sheila Dixon has received probation before judgment for making an illegal campaign contribution.

Ronald Lipscomb pleaded guilty to putting $6,500 toward a political survey for City Councilwoman Helen Holton. That exceeds Maryland's $4,000 limit for donations to a single candidate during an election cycle.

Lipscomb completed 100 hours of community service and will pay a $25,000 fine. He still has to testify against Dixon, who's accused of lying about gifts from him and stealing gift cards donated for needy families.

Lipscomb told the court Thursday that he made some "stupid and selfish decisions." Outside court, he told reporters that statement was meant as an apology to his wife.
