Being Mrs Fenty’s best buddy is no qualification for utilities job

Overseeing public utilities ranks right up there with police protection as one of local government’s most important responsibilities. That’s why D.C. Mayor Adrian Fenty should rethink his decision to appoint his wife's best friend as the city’s top utilities regulator. When current Public Service Commission (PSC) chairman Agnes Yates’ four-year term expired two days after Christmas, the mayor refused to sign emergency legislation passed by the D.C. Council to extend her term three months until a suitable replacement could be found, The Examiner’s Bill Myers reported Monday. That left the commission’s leadership position vacant on a three-person panel that oversees gas, electricity, water, and telecommunications services to District homes and offices.

Fenty nominated immigration attorney Lori Leel - his wife Michelle’s “best friend” – to head the PSC and its 68-person staff even though Leel acknowledged during a November Council hearing that she has no experience in utilities law. She also admitted never having managed a large staff or budget. But settling complex issues equitably for both utility providers and consumers requires more than superficial legal knowledge, so having significant experience in utilities law should be a prerequisite for the chairmanship. Judging from the independent agency’s docket, such experience would also be helpful as the PSC grapples in the coming year with rate hike applications, developing new “quality of service” standards, and assuring sufficient long-term power supplies for the District.

But instead of seeking out a candidate with proven expertise in the field, as he did when recruiting Michelle Rhee to take over the city’s failing school system, Fenty apparently views the PSC chairmanship as a political plum to give to a family friend. Because this appointment affects every single District resident, it should not be a patronage job. That Fenty wants to appoint his wife’s buddy fuels growing speculation that future Fenty appointments will be similarly shallow. Such perceptions only encourage expensive lawsuits, delay needed regulatory changes, and create unnecessary complications for regulated utilities and consumers alike.

Council chairman Vincent Gray and former Public Services and Consumer Affairs chairman Mary Cheh warned Fenty in a Dec. 19 letter that a “fully functional commission is critical to District residents.” But the PSC won’t be fully functional without a chairman who’s both well-versed in utilities law and sufficiently independent to step on toes in the Wilson Building, if needed, while pursuing the public good.

The mayor attempted to do the same with the Public Employee Relations Board (PERB). His unqualified nominees were rejected in committee and now the PERB has been unable to function for the past 8 months because it lacks a quorum.

Is this supposed to be sarcasm? Michelle Rhee was NEVER viewed as being qualified for her current position.

What until you get a load of who the Mayor has just appointed as the Department of Transportation Director. A boutique food vending manager "On the Go" who dabbled in an offshoot of retail rental vehicles "FlexCar". This city is headed for a world of hurt.

Are we really suprised? Leila Finucane Edmonds, director of the Department of Housing and Community Development is Michelle Fenty's cousin. Despite Ms. Edmonds "impressive resume" exactly what affordable housing or community development is occuring in the city? Instead we see a lot of demolition of affordable housing to make room for $400k condos and/or retail space. Instead of Bill Richardson, someone should be conducting a "pay-to-play" investigation between Fenty and developers. (Especially with Donatelli Development.) I digress...but I am just so amazed with this mayor's blatant "I don't give a fudge" attitude when it comes to letting go of qualified individuals and then hiring questionable-unqualified friends, family members and/or fraternity members.

The PERB issue is a matter of law and the council should be ensuring that the mayor obeys the law! If PERB were functioning as it should we would be amazed at the number of grievances against the mayor, Rhee and Nickles. No surprises here. But DC residents have to share in the blame. We have sent the wrong message to the city council because the "rubber stamps for the mayor" council members were put back in. How do you expect the council to do their jobs when you re-elect Bowser, Evans, K. Brown and Alexander?

The PERB issue is a matter of law. If the city council were worth anything taht would ensure that the law is followed. The board is incomplete because union members are mandated members of the board. If the quorum is established, grievances would be coming out of the kazoo. That's why the mayor will not comply with the law. So ther are no surprises about his appointments or the lack thereof. But let me be clear the appointment of Rhee as one with expertise, well that's a hoax!

Fenty only hire family friends and lovers that head important agency that keep the government employees under control. If you don't believe me then check out the director of OUC and the director of Risk Management. They are lovers and have keep employees from filing compensation claims. A big lawsuit will take place in the District and if the city council don't get things under control the city will be truly be hurting for revenue.

This mayor promised to rid DC Government of such cronyism and cleanup the practices of hiring friends, cousins and family members that lack qualifications, yet here he is doing the same. There are friends of Fenty and his staff employed throughout this city (at DCRA, DPW and DDOT) who have had sexual harassment claims, dirty urines, DUI offenses and other poor conduct violations brushed under the rug and/or they were moved to other agencies as a means of cover-up. This is often done my instructing mid-level employees to "lose paperwork." Under the Fenty admiministration, everyone is in deep fear for their jobs, so it is often done with little to no question.
