Blue Dog nips Obama with a better stimulus idea

While President Barack Obama goes on the road to shore up slipping popular support for the $1 trillion stimulus porkfest that he ordered up from Senate Majority Leader Harry Reid and House Speaker Nancy Pelosi, Rep. Walt Minnick, a freshman Democrat from Idaho, is pushing a better idea: The Strategic Targeted American Recovery and Transition Act (START).

Minnick is a member of the Blue Dog caucus of occasionally conservative Democcrats. His START plan is a $170 billion “bare bones” pure stimulus approach that would put $100 billion immediately into the pockets of low- and middle-income Americans, then use the other $70 billion for basic infrastructure projects that create jobs. START requires that all funds not spent by 2010 be returned to the Treasury. START also stops stimulus spending when the nation’s Gross Domestic Product increases in two of three previous quarters, and all START payments are required to be posted on a public website.

Minnick introduced START as an alternative – just in case the legislative process stalls out, says press secretary John Foster. As one of the brave 11 Democrats who voted against Pelosi’s stimulus bill, Minnick explained to folks back home that he opposed the speaker’s version because it was so “Christmas-treed up” with wasteful spending, like  $300 million for golf carts. Foster told The Examiner that the House leadership encourages members to do what’s best for their districts, so there has been no backlash. We’ll see how long that lasts.

Recent CBS and Rasmussen polls found that the public is becoming less enchanted with the idea of imposing a trillion dollar debt on future generations, especially a plan that will do more long-term damage to the economy than doing nothing, according to the
Congressional Budget Office. Yet once enacted, this massive stimulus program cannot be undone – even though there’s no guarantee it will work. If it doesn’t, then what? We’ve already thrown away $350 billion on a bank bailout. When is it time to stop throwing borrowed money after bad? "We’ve got to get this economy moving again, but we’ve got to do it in an effective way without saddling our children with $1 trillion in debt,” Minnick said. “If we’ve got to spend, every nickel needs to create jobs, and create them quickly.”In other words, START is everything the Senate and House stimulus proposals are not - targeted, timely and temporary.

This is a terrific, terrific proposal to spending a trillion dollars that we don't actually have. But because it doesn't have enough graft in it to appease everyone I'm sure it doesn't have a chance. How tragic.

Yeah - but you forgot the millions of dollars for rebuilding elementary schools around the country was denied by Republicans as well. I guess that doesn't amount to job creation, but looks like PORK for the very people responsible for 8 years PORK in the previous administration. Please get on the right side of HISTORY... Also stop being COWARDS and print your names after your articles...

Jeff, They're CLOSING 36 schools in St. Louis due to lack of $$$$$$$$$$$$$$$. So we should build new one's so we can have temporary construction jobs? And this has long term economic impact how? P.S. You do realize that as stupid as the Republicans performed by passing large spending bills when they had control, Murtha (D) was still the king of pork!!!!!!!!!

I wonder why the public is suddenly opposed to spending money rebuilding here in America but had no problems spending a trillion rebuilding Iraq (and blowing it up) and rebuilding it again. Maybe we should declare war on ourselves to make people feel patriotic about spending the money. Support our Troops! Support our Bankers! Support Workers! Yay!

Why did I see polls last night that the stimulus was supported by a margin of 54%-42%? When Bush was pushing TARP, the examiner said it had to be done. Now that Democrats are in power, why is the examiner suddenly worried about future generations now?

So a Democrat came up with an alternate plan but it's still quiet on the Republican front. Except the just say no mentality. The GOP would rather complain rather than actually think of an alternative view. They still chant tax cuts. That was the chant in the last administration. That's another thing. They are so happy now that they don't have to do what Bush ordered them to do. Were they just rubber stamps to two oil men the last eight years?

- You're takin the word of Obama on this without looking at the facts. There HAVE been alternatives from the GOP, but none of their proposed alternatives have been given consideration by Democratic leadership. The current bill was written by the Dems, then trimmed / altered in back-room discussions with a few GOP members (Senate version). To say that the GOP has no alternative is simply false.

Good to see *some* Dems have the backbone to stand up! What's *really* worrying me, though, is the Medicare stipulation in the current proposal the Senate's now voting on: it gives a Federal Overseer the right to make decisions on what medical procedures we're entitled to, thus taking the decision out of the hands of patients and their doctors. It's particularly bad for seniors, as the stipulation actually tells seniors to just 'accept' the fact that you're growing old and shouldn't expect Medicare to spend money on you! It totally negates the fact that we've all been paying for Medicare our whole working lives!

It just depends on how the money will be given to the lower and middle class. Just cutting a check doesn't work because they have to take that money out of the economy to cut the check and hope that people put it back into the economy. That hasn't worked in the past.

JohnL-If the Republicans had an alternate plan they would have brought it The Wall Street Journal or Fox News who would have jumped on the chance to expose it to the media. They've done nothing but complain. Bill-Tax cuts got us into this mess. Further tax cuts will further infuriate the deficit.

Good for him. I like this Walt Minnick guy and very happy to see that blue dog Dems still exist. Immediate heavy infrastructure: roads, bridges, irrigation, makes sense. Long term investment in science, especially medical science, makes equal sense. The rest is Dem constituent-building.

I've got a better idea: with a trillion dollars you can give every 18+ citizen about $500,000.00 as a stimulus check. Then save money..get half back in taxes. This gives US $250,000.00 to put back into the economy. It could be the "we deserve it" stimulus package.

I think we should all write our congresspeople and have them look into this guy's idea. Sounds better than what we've been hearing so far. Maybe they'll at least give this guy a listen if enough people urge them to take a look at it and not wait till Obama is pushing them to act immedately.

START is great except the last paragraph of the article says "...if it ($1 trillion) doesn't work. Then what?" Come on guys, if the $1 trillion bailout doesn't work, what's the chance of $150 billion working? We can't wait a year to decide...we'll all be in the bucket by then. Not surprising that Walt Minnick is from Idaho, where the Democrats are more conservative than east coast Republicans. Minnick his bones operating a lumber mill through 3 recessions. His firm accrued no debt, and he cut his own pay before laying off employees. His alternative stimulus bill demonstrates his no non-sense approach to spending. Democrats and Republicans alike can learn much from Minnick (fiscal responsibility over satisfying constituent "I vote" demands).

Tax cuts aka reducing costs can keep a business open longer, but it's increased consumption from the people that use that business/service that drives its existence. That's why we need both money in people's hands and government spending to directly contribute to the economy...

It's all well and good to cut the amount that the government would pay out, but it still misses. It's not the federal government's job to push money out like this. I'd love to see some serious conversation generated about the FairTax, instead of the blind blanket dismissals of this proposal. It's simple, transparent, and good for every American.

Obama's bill has little or nothing to do with the economy and everything to do with government involvement in every facet of your life. This proposal is actually reasonable. Personally, a better bill would be one that gives large tax credits to any one who buys a house for any reason, and any number of them. This economy needs houses taken off the market -- give investors an incentive to buy up rental property and we'll have an explosion in the economy.

I am personally a proponent of doing nothing and allowing the market to recover on its own, but Representative Minnick is a brave and honorable soul; his ideas should be heard. A clean, simple, and transparent approach is what we need.

I am struck by the idea that the only people who have any idea what's in the "stimulus" bill are the people who oppose it. Apparently, the more you know about it, the less you'll like it. The fact is, the bill contains too much spending that is NOT stimulative, but is social engineering (the creation of the bureaucracy to "monitor" health care is a perfect example).

If you watched it all unfold on CSPAN, you would have seen that certain Republicans had very specific objections to the Bill, like the spending on education which they felt should did not belong in this stimulus bill and rather in a different appropriations bill. I voted for Obama, but I do not like this bill at all!!

Jeff Watts: Some of the "cowards" are some of your own and its easy to be brave on a blog. Why do you want the full name, stalker maybe? Seriously, the millions of dollars for schools is a meager portion of the spending bill and it stimulates what? What about the millions for golf carts, or honeybees, or polar bears? Sounds made up huh? Well, its in there. The pork spending over the past 8 years was partially backed by your party and was not as much as this. The right side of history? Hitler was historical, Che Govea was historical and hurricane Katrina was historical and all were destructive. To everyone who thaught Bush was a conservative: he wasn't Still nothing/Comments: the Reps werent allowed a say, do your homework. Any that dont agree, are not heard, thats the socialist way. If we want new inventions that would stimulate the economy, let's set our sites on Mars. When we set our sites on the Moon, our scientists were still using slide rules. Because of the Apollo missions to the moon, things like the calculator were invented. We need to focus as one nation though, not divided. Once JFK convinced us to buy into the space program, it only took us 8 years to get there.

I'm proud to say that he's my congressman. If he continues to go this way he will do well representing the views of many Idahoians. It's a good accomplishment from a freshman that has only been in office a month, I'll be sending him a thank you note. I have typically voted Republican, but if the "blue dog" dems can take control of the party and instill some degree of fiscal responsibility in DC, I'll be supporting them.
