California, here we come.

While promoting his new cap-and-trade energy tax bill, which passed the U.S. House last week, President Obama revealed in a White House address on Monday his model for the nation's economy - California. "In the late 1970s, the state of California enacted tougher energy-efficiency policies," Obama said, noting that the state and its residents use less energy today per capita than the national average. "Think about that," he said, "California producing jobs, their economy keeping pace with the rest of the country and yet they've been able to maintain their energy usage in a much lower level than the rest of the country."

Obama might want to rethink his choice of a model state because it is easy to understand how California has curbed its energy use. Between 2000 and 2007, before the current recession, the state shed nearly 21 percent of its manufacturing jobs, driving down its industrial electrical consumption by 21 percent. California's industrial users pay electric rates twice as high as their Midwestern counterparts - which helps explain why so much heavy industry has fled the state. In addition to alienating its industry, California has also curbed energy use through exorbitant residential electric rates (50 percent higher than the national average) and massive net out-migration. Between 2005 and 2007, 2.14 million Californians moved to other states, while only 1.44 million people from elsewhere moved to the Golden State, according to the U.S. Census Bureau. Don't be surprised when the 2010 Census finds even more people leaving to escape California's 11.5 percent unemployment. And, as jobs and residents fled California, its tax revenues have declined, while its politicians went on a spending binge, creating a severe budget crisis.

If the President wants America to look like California, pushing the Obama-Waxman-Markey cap-and-trade anti-global warming energy bill through Congress is surely the way to do it. Among much else in its 1,200+ pages (none of which were read by the vast majority of House members who voted on it), the measure caps carbon dioxide emissions at levels certain to cause artificial scarcity and higher energy prices. That will convince still more American manufacturers that they can only remain competitive by moving to other countries with no caps (think India and China), lower expenses and cheaper workforces. Manufacturers who can't move or who must rely on electric power will simply go out of business or drastically reduce their workforces. The Heritage Foundation forecasts job losses under Obama-Waxman-Markey of 1.15 million annually beginning in 2012. Welcome to the Hotel California in the age of Obama.

As a long term resident of the Golden State, let me just say, "well stated". This state is an absolute mess. You may wish to add, that our gas is significantly higher than in neighboring states as well. We have Ethel to thank for that(Ethel Nol, not Ethel Mertz).

Lastly, you are correct about the outflow vs. inflow of population, but there is one other point worth mentioning: the outflow has been heavily weighted toward upper income/educated/professional folks who are fleeing our oppressive tax culture. The inflow has been weighted in the other direction.

As a CA native, born and raised in the LA area, and now raising my family here, this article is dead-on. We are planning on moving out at the end of the next school year. Where?

Quick - Which state created more jobs than the other 49 states combined last year? Which state has implemented realistic tort & regulatory reform? Which state has no unionized teachers and so good education?

Texas.

Excellent economy, state surplus (with no income tax), excellent education, excellent tech and start-up environment.

And not CA.

KM, think carefully about the quality of schools in Texas. On the other hand, there are lots and lots of private schools, and since you aren't beggared by taxes you can better afford to send your kids to them.

OBAMA drools over these troubling times. Marx said religion was the opiate of the poor, obama's opiate is chaos and fear. The NANNY state of Liberalism will take care of us all. They will TAX us into the next generation or so. Does anyone think about the next rainy day that may come? With the world of evil threatening the slick one every week, one of these whackos is going to do some grave danger to us and the world's finances will be in jeopardy. If so, we will recover in the future, but not the near future.

Nick, I confess, I don't know about the quality of the schools in Texas, but for those interested, I am well aware of the quality of schools in California. CA has among the highest per student spending, lowest graduation and proficiency rates in the nation. It has the not so laudable distinction of spending more money on administration than it does on the class room. If anyone in the US wants a picture of what our schools should not look like, then have a look at LA Unified. Although LAUSD does have a few firsts in its passed. I remember in the early nineties when they were installing metal detectors to search for weapons at the beginning of each school day.

California's experiment with socialism has proven to be a dismal failure. I hope that any voters who even remotely consider tax and spend socialism as a viable solution to anything worthwile, are really paying close attention to what is happening in CA, IL, NY and NJ.

My family has lived in California for generations, sadly it is time to go; the natural beauty of cannot be surpassed however the libs have killed it. We too have been looking at Texas as I can transfer there with my company.

In response, WTF was the anointed one talking about? Jobs" WHERE? California has jobs now, unemployment rate is what? over 10% in our state alone...energy efficient? huh? can you say rolling black outs...whatever, he is on tv daily spewing his agenda over this or that or whatever, doesn't he have a country to (into the ground.

For heaven sakes, no one wants to be like California, we are bankrupt...in more ways than one.

To all you preaching Texas over California, what makes you think Texas will be any different if/when Texas is ever lucky enough to become as populous and successful? Texas is early in its growth compared to California. Early in California's growth it was a great state too, apparently.

And do you really blame the state of California on its emission standards? Or do you just have an axe to grind?

If the tougher-energy efficiency programs were enacted in the late 1970's, why did it then take two decades for this legislation to cause the state to shed industrial jobs and lose population, as described in this column? Maybe other things happened in the intervening time which also played a role?

It also seems odd that losing 700,000 people out California's population of 36 million (a 2% loss) would make much of a difference to the state's energy usage.

But even if it did, since the energy usage Obama was talking about was per capita, losing population wouldn't affect it anyway.

Note to the author: it always helps to know the meaning of the words you're writing mean.

As a 40 year resident of California, I am truly saddened by the condition of this otherwise great place. A very fast and first line indication of inflow and outflow of an areas population is the price of a u-haul truck. Try renting one out of CA, Very high, and the practically pay you to get them back in so they can rent it to someone else.

Sad thing though, we have still not discovered how to stop spending even while authorities move our furniture out to the curb. Will Texas hispanics finished high school more than California Hispanics, and since hispanics are now the majority of students in both states that counts. Also, California is probably going to lose the more ambitious among Mexicans and Central Americans since Texas is cheaper for housing. California will end up with hispanics that will succeded less and since the white population has been moving out in Large members, out of La County and Orange County and San Diego County it might lead to a few wealthly whites in these counties with a lot of poor hispanics and asians in between

Having lived in Texas and having a daughter in school there, I have to say that the school is excellent. You still have to do due diligence as not every school or district are equal. I was very impressed with the quality of instruction that my daughter received.
