Illegal immigrants cashing in on federal tax credits, study shows.

Large numbers of illegal immigrants file tax returns using phony Social Security numbers to cash in on the federal Earned Income Tax Credit, thanks to lax government management, according to the author of a new study.
 
“Technically, only people authorized to work in the U.S. are eligible for the credit, you need a valid Social security number,” said Ed Rubenstein, a financial analyst and economist, speaking at a news conference Tuesday at the National Press Club.
 
“But identity theft, stolen Social Security numbers, and other scams effectively nullify the restriction. As a result, illegal aliens actually receive the EITC at even greater rates than legal immigrants,” Rubenstein said.
 
The IRS makes little or no effort to verify the authenticity of Social Security numbers, or existence of dependant children, Rubenstein said.
 
This makes it possible for illegal immigrants to claim children still living in Mexico as dependents and for parents living illegally in the U.S. to file separate returns claiming the same children as dependents under the EITC, Rubenstein said.
 
The EITC was created to boost work incentives for poor families with children. Childless households received a maximum $438 payment in 2008, while the maximum available to families with two or more children was $4,824.
 
“From a distance, the EITC looks like a winner,” he said. “The devil is in the details. For starters, the program is dominated by fraud.”
Illegal immigrant households are more than three times as likely to receive EITC than native-born American households,
 
Rubenstein said. Higher fertility rates evident among the immigrant population accounts for this disparity, he said.
 
“Even a tiny increase in the fertility rates, if maintained over the decades, will have enormous consequences,” Rubenstein said. “The role of EITC in the nation’s demographic destiny cannot be denied.”
 
Rubenstein also cited figures from the General Accounting Office (GAO) showing that as many as a third of all EITC claims are “improperly paid.”

Great and President Obama wants to give amnesty to illegal aliens. Hurricane Katrina demonstrated that we can't take care of our own citizens in a time of crisis, let alone millions of illegal aliens. How do you plan for a disaster?

Rubeenstein claims, "Illegal immigrant households are more than three times as likely to receive EITC than native-born American households". How does he arrive at this value? How does he know which EITC claimaints are here illegally? Is he using Pew Center estimates to determine how many illegal immigrants are present?

I actually represent people who are the victims of identity theft in situations like these. My anger, though, is not directed at illegal immigrants claiming, because it's rare that illegal immigrants will file on their own. Typically, they go to a preparer like H&R or Jackson Hewitt and have their returns filed. The preparers have no incentive to probe deeply, because they take preparation fees right out of the direct deposit. It seems like placing some responsibility on return preparers to probe and verify citizenship of applicant, wife, and eligible children would help mitigate much of the fraud. More importantly, even if the fraud is eliminated, the calculus doesn't change. Tax fraud doesn't drive illegal immigration. The opportunity to be employed illegaly does. Preventing tax subsidies is just a band-aid and doesn't attack the underlying problem.

Yes, blame everything on everyone EXCEPT the criminal. That's the American way now isn't it? I doubt Jackson Hewitt makes up fake SSN#s (or any other false information) for these crooks.

Does anyone really think the AMNESTY conspirators in Washington want to do anything about illegals? Knowingly giving any benefits to illegals is a slap in the face of AMERICAN TAXPAYING CITIZENS by our own government! Even Napolitano defamed American citizens along with members of the military as RADICAL EXTREMISTS. She apologized to the military, but not loyal Americans who believe in the sovereignty of the country, The Constitution and Bill of Rights. Americans need to wake up and recognize that these socialists are in the process of surrendering this country to an invading army of illegals for their own short term political gains. Their actions are encouraging illegals to stay and more to come. Harry Reid needs to supply buses to transport illegals to his CASA DE ILLEGLAS in Nevada where he can take care of them...... So how do you like the CHANGE so far? Remember, Obama said "This is the greatest country in the world, help me change it".

Thats amazing, a few years ago, my wife had a correction in her middle name as compared to her SSN, The IRS, immediately caught this and requested an explanation which was furnish and to think there are Illegal Immigrants who claim deductions using phoney SSN is apalling when the IRS can detect minor errors but is helpless to discover a gross error of such a serious violation is unacceptable and make me think seriously think someone is turning a blind eye to this violation thinking it will be off set by all of the other illegal taxpayers. Some type of Immigration reform is immediately needed or the next think you know, The Drug cartel will be filing and getting tax refunds.

Family from Spain and in America/Texas since 1823. It flies in the face of logic that aside from the identity theft matter illegal aliens are often involved in they can somehow get tax returns with only a Tax ID # that is not something that allows anyone to work in this country and in order to legally get a tax return from working in America one must has a Social Security #.
