What the hell does "Identity Politics" mean? I JUST really dont get it.

Considering the makeup of the Supreme Court during the Johnson and Grant Administrations; it makes one wonder what would have happened to the Jim Crow laws if people other than white males had been on the court during reconstruction? I am specifically interested in Newt Gingrich and Clarence Thomas's opinion on this. I would also love to hear from anyone who thinks background and experience don't influence decision making.
