Congress has already exempted itself from Public Option

One of the clearest messages from the Town Hall forums during the August congressional recess was that people want Congress to be covered by the same health care reform plan they impose on the rest of us.

Members of Congress presently get health insurance coverage through the Federal Employee Health Benefits Program (FEHBP), which offers enrollees nearly 300 choices among a variety of plans, coverages and costs.

The FEHBP covers federal employees and retirees, as well as Members of Congress, though the latter have additional perks of office that make their health coverage far better than that available - or affordable - for the vast majority of working Americans.

Public anger may explain why the White House is now insisting that Congress has not exempted itself from the Public Option, most notably in this new "Reality Check" video on the White House web site featuring former ABC reporter Linda Douglas, who now flaks for Obama as communications director for the White House Office of Health Care Reform.

The problem is, according to The Heritage Foundation's Robert Moffitt, the White House assertion is "incorrect."

And in this video  Moffit points to an amendment offered by Rep. Dean Heller, R-NV, during a House Ways and Means Committee meeting just before the recess began that would have required Members to be covered by the Public Option plan if they approve it for private citizens.

Predictably, however, the Heller amendment was defeated, with all 21 committee Democrats voting against it. That vote is indicative of the reality that any bill requiring Congress to be covered by the same health care as the public has the proverbial snow ball in Hades' chances of being enacted.

Moffitt is presently director of health policy studies at Heritage. During the Reagan administrtion, he was assistant director for congressional relations at the U.S. Office of Personnel Management (OPM), which manages the government's health care program. (FULL DISCLOSURE: I also served as a Reagan appointee with Moffit at OPM, during my pre-journalism career days). In short, Moffit knows Congress and he knows FEHBP.

Moffitt is awfully diplomatic in terming the White House video "incorrect." Something more along the lines of "outrageous propaganda" comes to my mind.

One thing is certain, though - as a journalist who presumably knows the critical importance of getting the facts, Linda Douglas ought to be ashamed of herself, especially since she covered Congress for nearly a decade and thus presumably knows a thing or two about how Members of Congress have given themselves all sorts of perks, including a special place in FEHBP.

Just because you signed up to be a political appointee and left the newsroom behind doesn't mean you have to check your journalistic integrity at the door.

I am of exceptional pedigree and do not consider most members of congress, including the current president of this country, my equals. Therefore, if the public option is not acceptable for them why should it be acceptable for me. Frankly, I would not wipe my feet on any of them only because I would not want the soles of my shoes to become contaminated.

There is no clearer manifestation of the ill-conceived nature of H.R. 3200 and its negative consequences on the quality and affordability of private healthcare than the fact that hypocritical Democratic politicians who support the bill won't touch it with a 10-foot pole when it comes to giving up their own gold-plated healthcare plans. Look to politicians' base self-interest to reveal the true nature of the legislation they plan to foist upon their constituents.

We the people have allowed these Federal employees, and those we elected to legislate, to indulge themselves in cushy lifestyles. Rather than remembering that we are their employers, they look upon the rest of us as serfs who have no right to disagree with their assessment of what is best for us.

Their arrogance is blatantly astounding.

If there were no other reasons to reject government control of health care (which there are), it's enough to know that these greedy, self-serving thieves have the audacity to push a national health care fiasco on all but themselves.

I exclude those in the W.H and congress who are truly honest people. Hopefully, some are.

Before anyone touches the healthcare of average Americans, federal employees benefits should be thoroughly revisited. When exactly did we vote on these packages? Why do we even allow public employees to have a union at all? I don't remember voting on that either.

This article could also be deemed "incorrect" or "outrageous propaganda." It is disingenous to suggest that Congress in contemplating creating a government run plan as an additional CHOICE for those in the individual or small group insurance market in addition to private plans, be forced to take that choice, when NO ONE would be forced into the public option.

It's time for a new Amendment that prohibits Congress from giving itself and other federal employees different pensions, medical plans, etc. Than it is willing to fund for the nation.

On second thought, it would have a salutary effect to strip them of all their perks. No more limos. No government jets. No junkets. No health plan and Social Security for their retirement. If we did that, we might not need term limits.

The only way to accomplish that will be to turn out all incumbents except those who support such an amendment.

Actually, by virtue of sheer ignorance more than intent, your claim that no one would be forced to enroll in the "public option" is disingenuous. The inaccurate nature of your statement makes plain that, like most supporters of H.R. 3200, you have pledged your support without actually taking the time to read the bill itself. Not that I blame you -- its 1,017 pages are a Kafkaesque exercise in poor legislative drafting and not exactly fun reading. If you had read H.R. 3200, you would learn that the bill provides for a tax penalty that make it cheaper for employers to pay the tax and cease providing private health insurance to employees, thus booting employees off private healthcare and into the public option, irrespective of whether they want to keep their private health insurance or not. So, while it is technically true that no one is forced to enroll in the public option, the reality of how the bill's provisions will play out in the real world is quite different.

look let's have a reality check here. Even if they were to, on paper, require the congress (and I'll up the ante to make it all of congress including those that won't vote for the overhaul) to take the public option, they'd still, in practice, receive the best healthcare under the FEHBP "superfantastic gold plan." A high profile official or their families would never be served the humiliation (or martyrdom) of having to wait for what will very likely be rationed care with the rest of us. They would get the best possible healthcare under their "public" plan and it would be held up to the rest of us as a success of the public plan -- and Douglas would have a PR field day with it (especially if it were the story of an opponent of the plan getting top care).

And reality is what matters. In addition, by compensating doctors at Medicare (below-market) rates, the public option will ensure that the premiums of privately insured people (which already effectively subsidize Medicare by compensating doctors at a higher rate to offset the lower rates paid by Medicare recipients) will skyrocket as more people enroll in the public option. That's basic economics, something most progressives don't heed -- there is no free ride -- if someone is receiving healthcare at a discounted rate, someone else is paying for it.

This is a profoundly dishonest post.

The public option is an OPTION. NOBODY in America is going to be forced by the government to use the public option. It will be just one more OPTION (do you understand the meaning of that word?) that we can choose, along with private plans.

To say that Congress is "exempt" is to imply that everyone else is required to take the public option, which is a lie.

This phony issue started with some Republican clown Congressman trying to add an amendment to force Congressmen to take the public option. It would make Congressmen the ONLY PEOPLE IN AMERICA without choice. It was a childish gimmick in service of a dishonest point.

And you are just perpetuating it. Congress is not 'exempt' because there is no requirement on anyone to take the public option.
Shame on you.

Joe does not grasp the issue. The Public Option (government option) will cheat while competing making the private insurers non-competitive. Employers will be forced to move their employees to the government option to save money. People who are now satisfied with their employer insurance will now lose it. You might ask how will the government cheat? The government option will pay the providers 20-30% less, similiar to Medicare. This amount will be cost shifted to the private insurers. There will also be a tax placed on the private insurers that will not be placed on the Government Option making private insurers even less competitive. The Public (Government) Option is a sneaky path towards a single payer system that the public clearly does not want.

The public option is that; an OPTION!
Nobody, including congressmen would be required to use it.
Offering an additional option to people is someone being spun as anti-competitive. The gop hypocracy is amazing when they say that a public option will be unwieldy, costly and deliver poor service- but on the other hand also say that it will unfairly disadvantage corporate run insurance. Unbelievable.

Obama said the Public Option would compete with Private Health Plans. He's always lying. The Fed. Govt. is going to control Private Health Plans too and if Private Plans don't do the the Fed. Govt. says, they aren't put out of business and everyone must go on Public Option. Also, anyone getting health care after if Public Option goes through, they'll be required to go on Public Option. Is this what he calls competition?
Why did he tells kids at school that their future is their responsibility and then tells the taxpayers that we have to responsible for everyone who doesn't have Heath Care including the illegals.

Feds. are more interested in lobbiest than U.S.Citizes.

Could make it simple:
Tort Reform
Interstate Insurance Rights
Repeal the Bill of 1986

But doing this wouldn't give them more comtrol over us.

The public option would not compete, it can lower prices whenever they would want. The federal government (taxpayers) would only absorbe any shortfalls in revenue as new deficits. The playing field would be anything but level.
TRUE market competition allows for competitors to work under he same conditions with profit as a motive.
LOOK - this is not about delivering cheaper, better healthcare to anyone. If it were, they would start with LIFTING restrictions that exist on the current markets/insurance providers, and provide tort reform. BUT this is about control and taking away freedom. Socialism, Marxism, Obamaism - all are similar in their approach - and unfortunately in their outcome.

Water flows downstream. The majority of people when faced with a purchase decision will opt for the less expensive model. The government health plan can be bottomlessly financed by governmnet subsidies, private insurers won't be. The playing field will never be even, if a trigger, or co-op is adopted the tipping point to total government control of healthcare will just be of matter of time. And when the government runs the table there will still be a few boutique private insurers left, and former president Obama will continually mention them in his $250,000 a pop speeches to foreign audiences and other public satements as proof that choice still exists. You can bet he will own a boutique private policy.

If anything is good enough for us, it should be good enough for them and their families, employees, staffs and constituents. The political class must be made to live under the laws they pass...
