Democrats exiting the sinking ship? Kansas

Comes the news that Democratic Congressman Dennis Moore of the 3rd district of Kansas is not running for reelection. Interesting. Congressman Moore was reelected by a 56%-40% margin in 2008, and Barack Obama carried his district 51%-48%, while losing the other three congressional districts in Kansas.

There could be many plausible reasons for Moore to retire from Congress. He turns 65 in 2010 and at the end of his term will have served 12 years in Congress. He served 12 years as Johnson County District Attorney in 1976-88, and so he’s devoted more than half his working lifetime to public service. Serving in Congress means having to go back and forth between your district and Washington all the time (and a quick look at a travel website shows only two flights per day between Reagan National and Kansas City International), constantly being reachable by your constituents, etc., etc.

All that said, this still seems an ominous sign for congressional Democrats. Moore was first elected in 1998 when he beat one-term incumbent Vince Snowbarger. Moore profited from a bitter split in the Republican party between hard-line opponents of abortion (including Snowbarger) and moderates based in Johnson County. That split persisted for a decade; the current governor of Kansas, Mark Parkinson, is a longtime moderate Republican and sometime state legislator who was chosen as a ticket-mate by Democratic Governor Kathleen Sebelius and who succeeded her when she resigned to become Health and Human Services Secretary; Parkinson has said he will not run for a full term in 2010.

Moore’s moderate mien and voting record, his history of winning votes in Johnson County and internecine Republican fighting enabled him to win reelection five times. He won 65%-34% in 2006, his best showing, and against challenger Nick Jordan, a moderate touted by national Republicans, he won by the very solid margin of 56%-40%. Moore was undoubtedly helped by the Obama candidacy in 2008 in the three distinct parts of the district.

●In Wyandotte County, which includes Kansas City, Kansas, with its black community; turnout was up 7% (despite zero population growth) between 2004 and 2008 and Obama carried the county 70%-29%, with a 23,000-vote margin.

●Historically Republican Johnson County, containing many of the affluent suburbs of metro Kansas City, is now the largest and highest-voting county in Kansas. Turnout in 2008 was up 10% from 2004. In that year Johnson County voted 61%-38% for George W. Bush; in 2008 it voted only 54%-45% for John McCain. The Republican margin was cut from 60,000 to 25,000—barely enough to offset the Obama margin in much smaller Wyandotte County. Johnson County has had robust population growth (8% in 2004-08) and turnout seems likely to be robust in this affluent area in 2010. 

●The 3rd district also includes part of Douglas County, including most of the old New England Yankee-established town of Lawrence, home of the University of Kansas. Historically Douglas County was Republican and in presidential elections from 1920 to 1988 voted Democratic only once, in 1964. But starting in 1992 it has voted Democratic in every presidential election. Kansas was not a target state, so we can assume that the Obama campaign did not spend lavishly on organization here; even so, turnout was up 7% countywide in 2008 over 2004, and the Democratic margin increased from 57%-41% to 64%-34%. In popular votes the margin doubled from 8,000 votes to 16,000 votes.

That’s how the three parts of the district voted in 2008. Now look at the prospects for each of them in 2010 from Dennis Moore’s point of view, keeping in mind current public opinion polling and the results in the actual elections held in 2009. In Wyandotte County, black turnout is likely to be sharply down from 2008, when Americans elected our first African-American president.  Moore’s vote for House Democrats’ cap-and-trade bill could be a liability if Republicans can convince lower-income voters that it means higher utility rates for them. In Johnson County, opposition to the big government programs of the Obama administration and congressional Democratic leaders is likely to produce sharply increased Republican percentages and could produce robust offyear turnout.  Moore’s vote for the House Democrats’ health care bill is likely to be a political liability here. In Douglas County, turnout among students and college town denizens is likely to be off, particularly among those voters who hoped that Obama’s installation would produce a speedy end to American involvement in Iraq. Meanwhile, it seems unlikely that Kansas Republicans will be riven by the abortion war that raged between 1998 and 2006, as economic issues have overwhelmed cultural issues in voters’ minds.

In other words, 2010 undoubtedly looks like an uphill race for Dennis Moore. By announcing his retirement, he is free to vote for House Democratic leaders’ unpopular legislation without political repercussion and is spared the trouble of extensive campaigning. That’s fine for him. But if other Democratic incumbents in marginal districts—and, remember, the 3rd district voted for Obama—choose to follow Moore’s course, that could make it much harder to Democrats to maintain a big majority in the House and could make it easier for Republicans to gain most or all of the 41 seats they need to win a majority there.

I was "polled" Saturday night via a telephone poll. Among the questions was whether we should support a "conservative" who opposed abortion, gay marriage, and gay adoption or a "moderate" who favored those options. My question to the poller and to the Examiner is how did supporting abortion, gay marriage, and gay adoption become "moderate" rather than "liberal" positions?

Amen Rick and yes indeed. Why polls results can be made or molded into getting the results the liberal lame media requires. Know the polling company or news group's background. They do this often and also change the numbers of Dems to skew results. Many polls are phony and unreliable.

It's telling isn't it...that they don't attempt to label the pro gay position main stream. They know they can't, the majority still understand the life style for what it is.

I like the title of this article, Democrats leaving a sinking ship.
Demo-rats is more like it, but I'm thankful enough of them are able to understand the mistake they were about to make. They serve a leader that could care less about their futures, and even less about ours.

Voting Democrat is like self abuse, you can't help yourself and you wish you could find the courage to stop it but you just can't help it.

Avoid anything and everything that is or supports Democrats, it's our only sure way of fighing these criminals

As a conservative, I do not support anything that Obama stands for. I read all the conservative slants on this health care thing. I've read that it won't pass in the house...it passed. I've read it won't pass for debate in the senate...it passed.
The democrats don't hear what the majority of the country wants, especially this Health care bill. They will pass it, come hook or by crook. There is no pretty way to sugar coat these people and the agenda they stand for.
I am against it all. But, as I say, it doesn't matter.

I do not care what democrats are doing, they know nothing of selfless patriotism, and are devoted to neutralzing this glorious country. They have no courage when it comes to national security and loathe fighting wars and had the absolute gaul to deliberately push Obama to the nomination when they KNEW his background and intent.

I was a life long Democrat until I watched with horror the unanswered terrorist bloodletting of the 1990s. This inside job with Obama and Holder is absolutely intolerable and I want an impeachment and a disbarment.

Maybe Moore's chickens have come home to roost. He will have to live with his vote for the rest of his life. It won't matter whether he is in office or not. People will remember who voted this time, because the Healthcare and Cap and Trade bills are aimed to destroy America and democrats know this. I do not believe anything a democrat says anymore. Look at ACORN, SEIU, Major Hasan, Eric Holder, Obama, Pelosi, Reid, Schumer, Franks, Dodds. They are all part of the same corruption scam on the American people. America's ship has been sinking for a very long time. There may be too many holes in their titanic. There is no way a party can lie, cheat and steal without destroying everything they come in contact with.

Don't put too much value in anything Barone touts. I remember well watching a PBS Jim Lehrer roundtable one night in 1993 when Barone predicted BJ Clinton couldn't win in a '96 election. Barone was adamant. He lost any credibility with me post-'96. I'm a conservation but Barone will never speak for me.

Are any of you actually from Kansas or did you just link from drudge? I am from Kansas and linked from drudge. :-) This is HUGE news in Kansas even if it isn't nationally. Dennis Moore claimed to be a moderate and was voted in by a 16 point margin that votes more 50-50. It's a safe bet to be R this year.

Gamble20, I'm up here in the 2nd District of the great state of Kansas. I agree with your assessments, but add a word of caution. The Kansas Republicans have a nasty habit of bludgeoning themselves in the primaries, splitting the vote, and letting the Democrat win. It looks like several Republicans are alreay considering running and even radio commentator Darla Jaye might do so. The Republicans will need to quickly rally around someone to pull this off.

Democrats are bent on passing health care entitlement so as to further strengthen their party's election odds in the future. Witness the screaming and moaning that occured anytime cuts or changes to entitlement Medicare/Medicaid/SocSec were ever discussed. Yes, Republicans are doing just that in the context of current "reform", but they learned well from the masters. The best action to take is to push your local and state representatives to assert their constitutional rights, eventually degrading the overreach of our federal government.

I think that alot of these 'democrats' will take one for the team. Regardless, if they run or not, financially, they will be ok, but, I think the idea that their legacy will be tarnished, their names etched in failure will haunt them forever. If the Senate passes a healthcare bill without the public option, it goes to reconciliation with the House. There the Democrats can include the House version of the public option. When the reconciliation bill goes back to the Senate, it only requires 51 votes and cannot be filibustered. That is the Reid-Pelosi strategy - and in the process they have given all the opportunity to vote whichever way suits their reelection needs.

Like him or not, Barone is a number cruncher. If you don't think that he is going to point out every single possible situation where the Dems are weakening and putting themselves in a 1994 position.

Barone is a partisan - let's have no doubt about that. But he isn't a crackpot. He knows the demographics in virtually every district better than anybody whose name isn't Rove.

(I'd would have added 'Alexrod' but I think he mostly is in charge of the advertising part of things since that is what he does for a living - advertising.)

I live in Johnson County and I knew three months ago Moore was not going to run by the actions he took. He completely detached himself from our values and outlook and voted for the most outrageous Democratic bills that we understand will deeply harm us and our nation. I voted for this idiot thinking he was a moderate and then he voted for the stimulous, cap and trade and the health care bill and the mask was off. Local liberal commentators are now calling this a toss up district. Thats a joke. The GOP will roar back and take this district and hold it. Republican moderates will not forget what democrats do when they get power. Spend Spend Spend. This time our very survival as a nation is in serious jeapordy.

Barack and the dumbascraps are not wasting your tax dollars. last week i was out in the middle of the woods. there was not an outhouse to be seen. i took a number two and realized i would have to wipe with wet leaves and risks getting pooh pooh on my fingers. at that moment i had realized that barack had czars to do everything. so i called 1-800 whitehouse czar to wipe butt after pooh pooh in the middle of the woods and spoke to barack. he asked for my coordinates and flew the pooh pooh czar out to my location via airforce 1. the czar parachuted to my location and wiped my butt with a pile of wet leaves getting pooh pooh on his fingers. til this day all i can say about barack is that BOY THAT BOY SURE IS SMART.

I'm a conservative, but what scares me is that if we elect a Republican Congress in 2010, that could be the very thing that saves Obama and helps him win a second term, just like it did with Clinton in 96. Because of the Republican congress, it pulled him to the center which helped him win. Well, that and Ross Perot. I want this guy out, but here's hoping that the dems don't totally destroy this country before we can get him out.

I live in Wyandotte county. Moore ran on a pro life platform. He broke that campain promise the day his plane landed in Washington. I don't know where the fact you state but Johnson county never reelected him It's the welfare trash here in KCK and the dope smoking Hippies in Lawerance.He gave most of the districts mo0ney to free housing and hand outs to the blacks. I'm amk dissapointed in his pull out I was hopeing tyo finialy vote this Liberal out o0r office and out of Kansas. He won't stay around long. Although both Bill & Hill seem to be giving support to the "O", you can make book on it that it is mere lip service. I found it amusing to read that Lawrence was a Yankee/New England-founded town. Well, I guess it was; Kansas even had a town that was founded by wayward sons of English lords (Runnymede). But that hardly has anything to do with it now; what makes Lawrence the most liberal enclave in a conservative state is the same thing that makes Austin or Boulder one, the presence of the largest and most liberal state university.

I won't disagree with any of Barone's contentions but I would add that Moore is one of four Democratic House seats that will be open in 2010 and three Republican open seats (only counting toss-up and leaning seats, per CQ's rankings). I think he may have alluded to this when he said that Moore is free to vote whatever he wants (the others are all leaving to run for Sen. or Gov., so they certainly need to watch their votes).

I am trying to figure out how Obama has destroyed the nation in 8 months. I realize that these are fine talking points for conservative voters in Kansas, but the facts don't prove the thesis. The economy was about to implode last Fall, remember. Our global banking system almost collapsed, meaning that the unemployment rate might have gone to 40 or 50%, not 10%. As far as I can tell, things are better now, not worse. Furthermore, providing health care for people who don't have it is hardly the worst thing that ever happened in the history of the world.

Somehow, I have gotten on Texas A&M's political polling list. They call me at least 2 times a year. I finally asked the pollster if it was random and she said " Yes." ( That seemed odd.)
I told her I was a political science instructor and asked her about the poll. It seems the entire state of Texas is in an uproar. A public servant is someone like Mother Teresa or a skilled doctor or teacher serving in the inner city or in Appalachia with very little compensation or recognition because they rally to a higher moral calling.
