White House refuses to answer Senate questions on AmeriCorps IG firing

Norman Eisen, the White House Special Counsel to the President for Ethics and Government Reform, met with investigators on the staff of Republican Sen. Charles Grassley at Grassley's offices Wednesday morning.  The investigators wanted to learn more about the circumstances surrounding the abrupt firing of AmeriCorps inspector general Gerald Walpin.  According to Grassley, Eisen revealed very, very little, refusing to answer many questions of fact put to him.  And now Grassley has written a letter to the White House counsel asking for answers.

The questions relate to a letter Eisen sent to some senators Tuesday night attributing Walpin's dismissal, in significant part, to Walpin's behavior at a May 20, 2009 board meeting of the Corporation for National and Community Service, the organization that oversees AmeriCorps.  Eisen wrote that at the meeting, "Mr. Walpin was confused, disoriented, unable to answer questions and exhibited other behavior that led the board to question his capacity to serve." After the meeting, Eisen wrote, Walpin lost the confidence of the Corporation Board.  The White House conducted a review of the matter, and Walpin was fired.  (For a detailed account of Walpin's reaction to the White House charges, see here.)

At Wednesday's meeting, Sen. Grassley's staffers wanted to know more about the White House review.  "Unfortunately," Grassley writes in a letter sent late Wednesday afternoon to White House counsel Gregory Craig, "Mr. Eisen refused to answer several direct questions posed to him about the representations made in his letter."  Grassley says that since Eisen refused to answer the questions in person, Grassley would submit a dozen of them in writing.  Here they are:

1) Did the [Corporation for National and Community Service] Board communicate its concerns about Mr. Walpin to the White House in writing?

2) Specifically, which CNCS Board members came forward with concerns about Mr. Walpin’s ability to serve as the Inspector General?

3) Was the communication about the Board’s concerns on or about May 20, 2009 the first instance of any communications with White House personnel regarding the possibility of removing Mr. Walpin?

4) Which witnesses were interviewed in the course of Mr. Eisen’s review?

5) How many witnesses were interviewed?

6) Were any employees of the Office of Inspector General, who may have had more frequent contact with Mr. Walpin than the Board members, interviewed?

7) Was Mr. Walpin asked directly during Mr. Eisen’s review about the events of May 20, 2009?

8) Was Mr. Walpin asked for his response to the allegations submitted to the Integrity Committee by Acting U.S. Attorney Lawrence Brown?

9) What efforts were made during Mr. Eisen’s review to obtain both sides of the story or to afford the Office of Inspector General an opportunity to be heard?

10) In addition to the claim that Mr. Walpin was “confused” and “disoriented,” the letter also says he exhibited “other behavior” that led to questions about his capacity. What other behavior was Mr. Eisen referencing?

11) If the initial and primary concern had to do with Mr. Walpin’s capacity to serve for potential health reasons, why was he only given one hour to decide whether to resign or be fired?

12) If Mr. Walpin’s telecommuting arrangements since the beginning of this year were a major concern, then why was Mr. Walpin not simply asked to stop telecommuting?

Grassley asks the White House for a response in writing by Wednesday, June 24.

Keep in mind that Democrats slipped in a committee(has transparent in the name) into the Stim bill that allows this committee to determine "who" the Inspector Generals can investigate and who they "CAN'T" investigate. Massive amounts of our money can be doled out to whatever political friends the committee wishes to give it too, and we will never hear about it.Inspector General's may now be controlled by a political committee which defeats the purpose of the IG's job.It's a wrap.

What's ironic about this firing is that Barry was a co-sponsor of the bill that prohibits the President from unilaterally firing an IG. With as little as he accomplished in the Senate, you would think that would stand out in his memory. Between the House and Senate there are around 300 Democratic legislators. It would be nice to see that a few of them might have enough integrity to go after the Executive branch over this. We'll see.

Is he showing his gratitude by writing this letter? Mrs. Obama's former Chief of Staff has just been "reassigned" to CNCS as a "consultant." Guess they need advice on which cronies will get the $6 BILLION they got from the stimulus package. Good time to dump that pesky IG, huh? There's much, much more to this than we know. The worst is that the MSM is trying to ignore it. Like saying that Lewinsky was crazy until they found that little blue dress. Guess they don't give Pulitzers for busting the left.

I'm really starting to lose hope that any of this will ever "stick". Nancy Pelosi gets off scott-free. The Supreme Court will not hear the case of the Chrysler bondholders. Now Mr. Walpin has been fired and smeared, and nothing will come of that, either. Please, someone give me some hope this morning. I've never felt so dispirited about the present and future condition of my beloved country.

I'd like Senator Grassley to ask for a few details about how the board supported Walpin's investigation into Project Hope. Did they try to obstruct it, did they ignore it, or did they actively support it? The detail that has to be remembered is he did find wrongdoing, and he did save taxpayer money. He isn't hired by the government to be the board members' best friend. He's there to make them a little uncomfortable. Is there any evidence they supported his mission?

Clinton was careless and foolish but he should never have been impeached and in the end the process was more harmful to the GOP than to Clinton. This situation is, if the facts are as alleged by Mr Walpin et al, far more criminal than anything Clinton did, arguably every bit as vile as Watergate. But of course it took Nixon and his bunch a whole career and a whole term to work up to such behavior, while - once again, if this is true - Obama's knee-deep in a felony within his first six months in executive office.

When I'm violating Federal Laws, I often don't answer questions either... its common practice really. Thankfully the police inform me of my rights to keep the proof of my Federal Lawbreaking to myself when they pick me up and take me for a ride. Why would Obama be different when he's committing felonies? Did you expect him to be a stupid Felon when you elected him? Most felons know better than to willingly implicate themselves under oath... surely you didn't think Obama or his staff would be so stupid as to be different on this.

I think the firing is deeper than we all can imagine. I offer this; HR 1388, the GIVE Act, Obamas mass voluntary youth corps was planned to be run under AmeriCorps and to use AmeriCorp as a main recruiting tool for the Obama Youth Corp. I think BHO just got rid of a non-team player. It has been rumored this youth corps could evolve into something much much more and powerful; the civilian security force BHO spoke about in Colorado in 2008. Maybe? who know, lets hope we never find out, and lets hope Im wrong.

One more! The Supreme Leader is "calling for" an end to the protests. (Four days ago, he was forbidding it!) Add to that Ahmadinejad publicly backing off calling the protestors "dust" and "rabble" and, well, I'm thinking the powers that be in ancient Persia are running a bit scared! Now, if we could only muster the same courage in America as a self-organized group of people in a theocracy, who are risking life and limb to state their grievances, we might accidentally get back a voice in OUR government. Where are the congressional members who are supposed to be for enforcing our laws? Where is the outrage from our legislative branch to what the Executive branch of government is doing to this very respectable, hard working, patriotic American. My blood boils every time I hear what is happening to Gerald Walpin - this issue is not going to go away, if we Americans stick together to insist our government get back to governing the way our Founding Fathers intended, we should be able to get this resolved in IG Walpin's favor (although you notice I say "should"). IG Walpin deserves a salute from all us Americans for the great job he does on our behalf. God Bless Mr. Walphin!!
