A basic question for the Democratic leadership to answer is, if H.R. 3200 denies care to illegal aliens, why did the House Ways and Means Committee, under Democratic leadership, vote down the Heller Amendment, which would have installed basic database cross-checks to ensure that applicants seeking coverage under H.R. 3200 were U.S. citizens? Sure, H.R. 3200 contains a brief, obligatory reference denying coverage to illegal aliens, but what good is this if the means to enforce it are absent?

While I applaud your research efforts, the reason for the "knee-jerk response" and I dare say for the CRC's interpretation is due to the fact that there is no provision in the bill which requires any proof of citizenship or lawful presence in the U.S. Without such a requirement, Sec. 246 is mere fluff.

To READ THE LANGUAGE. The section you quote applies only to "affordability credits," not to the provision of medical services more generally. And even if it did have a general application to all medical services, there's nothing in H.R. 3200 that mandates enforcement. The "Fear Mongers" in this debate are those in the White House, Congress and Mainstram Media who keep insisting that the obvious is not reality.

Mark Tapscott's point is well made (probably because I have made the same point to the guy). If there is no plan to enforce the language in the bill, the language is meaningless. We know that an amendment to add enforcement language was voted down in committee on a straight party line vote. I claim the language on illegals is in there only to provide cover, not to actually affect anything.

The fact is all will be covered by PROXY. Unless there is so terminolgy addressing the health of illegals, the taxpayer will pay. If you are not eligible for the insurance plan (gov or private) you will get free care. You go to the emregency room like you do now and have the taxpayers pay your bill for you. That is of course unless the US government has the courage to bill and force payment from the country of origin. I don't think it will.

I'm glad that Mark Tapscott responded to the errors of "Read the Language". He should also have pointed out the provisions of Sec 152 of the proposed act, "Prohibiting discrimination in Health Care", which states "...all health care and related services (including health insurance coverage and public health activities) covered by this act shall be provided without regard to personal characteristics extraneous to the provision of high quality health care or related services."

If "personal characteristics" does not mean "citizenship", I'd like to know what it means.

Instead of everyone speculating go to or find a foreign exchange student from Norway. I was appalled as I listened to a 17 yr. old boy telling me what was happening in his country. Or you could read the book "Wake Up America". I had been reading it prior to meeting him. Without knowing, he confirmed everything that was written in that book. Nationalities may be different but the outcome will be the same. He also talked about his government - a possibility ours will be the same in the future?

I concur with the commenters who are aghast that there is no specific language that forbids the treatment of illegal aliens in this proposed health care bill (what Congress or the courts extend these benefits after the bill passes). Once again, Congress's open borders allies will force American taxpayers to subsidize yet more "freebies" for those who have violated our immigration laws. Do those of you who criticize us for being against such funding believe that the American taxpayer can fund the health care needs for the rest of the world's poor, given that there is high unemployment and a national debt that is exploding and will increase substantially just extending health care to citizens and legal immigrants under this bill.

Hey, folks. Yes, illegals can buy health insurance through the Exchange. They can also buy health insurance through today's private market. There is *NO CHANGE* in ObamaCare. HR3200 prohibits spending TAXPAYER MONEY to subsidize health care for illegals, it doesn't stop illegals from buying whatever they want to buy.

The bill even implaments the inplanet chip as well as a registry (Mark of the Beast) google search section 2521 or page 1001. Section 246 which the libs like to quote, says only that that subtitle does not allow for illegals to receive funds, but neither does it say that it restricts funds for illegals. The section mentioned in the reports put forth by the anti-immigration organizations (242 and subsequent provisions) talks about "affordability credits" which is basically when an individual enrolls in the "PRIVATE INSURANCE PLANS" (or other forms through an "Exchange" program which incidentally does not include the "illegal" aliens) but cannot maintain certain costs in such plans. Therefore, the "affordability credits" allow them to make up that difference.

Let me put it in simple forms: You either have to have a private provider or acquire one through the Exchange program in both cases, as an illegal immigrant, you are NOT eligible for such programs. If that wasn't enough, the "credit" spoken in this provision will also not going to be given to you. This provision is merely a fish in the belly of a bigger whale. Quit it with fictitious distortion.

P.S. If a person is here "illegally" but has cheated the system by acquiring SSN or other means to get a job and through such endeavor registers for the program, then this individual is obviously breaking the law. Regardless, the bill does not assert that it is going to cover such person who has cheated the system and if caught, the appropriate punishment would be at will. People assume the legislation must provide the means to be the judge and the executioner at the same time. No. The "implementation" of law is on the shoulder of the executive branch so if the bill promulgates about the preventive measures for certain task, then it's the obligation of the executive office to find the best possible means to realize such contract.

Section 246 refers to eligibility for Chip credits and has nothing to do with your eligibility for participation in an insurance exchange. If you are an illegal you can still participate but there is no income credit. Also there is no provision stating the need to provide proof of citizenship. It's like saying there are no gays in the military because of "Don't ask don't tell."

The "exchange" would involve private health firms and a non-subsidized public health option. If people needed a subsidy for any of them, page 143 applies! NO ILLEGAL ALIENS!

The author feels the language can not, in its current form, prohibit inclusion of illegals in the program. booswacks - Besides beign a website put up by the Obama propaganda machine, your reference material does not dispute the Center for Immigration Studies' position that HR 3200 lacks adequate measures to check citizenship (i.e. SAVE). No one is disputing the fact the current bill does contain language excluding illegals from coverage. However, the issue is that the bill does nothing to verify citizenship, hence the probability exists that illegals will obtain additional benefits, other than critical care which is already provided under the current system.

As I read the bill, anyone -- including illegal immigrants -- can purchase a health insurance policy through the health care exchange HR3200 sets up at the full, unsubsidized price. But they don't get any money from the government to do so. So Tapscott's paraphrase that the CRS "covers illegal immigrants" is flat-out wrong. It does allow illegal immigrants to pay for their own insurance policy at full price.

I'm not sure what the objection is to that. Are some of you arguing that illegal immigrants should not even be allowed to purchase health insurance at full price? Even if doing so would keep them out of the emergency rooms, on their own dime, and keep costs down?

Instead of hearing and reading the lies of so-called research councils paid for by one side or the other, go straight to the source and read the section in the bill about this. Illeagal immigrants are never mentioned nor is care for them. However, even today, someone comes into the emergency room and how many MDs and RNs do you know that ask for a passport before treatment... What's next? Asking for an insurance card first? Asking for a blank check first? Ever heard of Doctors without Borders? Ever read the hippocratic oath? Or do you guys not read....

But seriously, why is everybody gettin so pissed now? Illegals already get free healthcare in our ER's, and we pay 4 it in the form of higher insurance premiums. The CRS says the bill didn't contain language "....requiring those seeking coverage or services to provided proof of citizenship." This is a different issue than waht Obama was talking about and does not deserve the "liar" rhetoric from the right. THe bill does in FACT say, "SEC. 246. NO FEDERAL PAYMENT FOR UNDOCUMENTED ALIENS. Nothing in this subtitle shall allow Federal payments for affordability credits on behalf of individuals who are not lawfully present in the United States." So what is the method to prove citizenship? What will someone who is having a seizure, for example be able to do to prove citizenship? Would Republicans have every citizen get a tattoo with a government number? Now who is talking about big government?

This is an issue of Immigration Law Reform...NOT healthcare. Determining who/what constitutes an alien or not is up to the courts to decide...not Obama.

HR3200 explicitly forbids subsidies to illegal aliens. Now, will illegal aliens still manage to find a way in ? yes ! because they always do. They're getting free healthcare right now in E.R.'s accross the nation. They're getting free education too. They're doing stuff that's illegal for them to do like sneak into the country. This outcry is a red herring. Illegals are getting free health care today, but you worry that they're going to find a way to buy cheap insurance in the insurance market place set up by the Obama plan ? Let me ask you this: Can illegal aliens buy health insurance today ? YES ! enough said. You should be happy that at least they would have to buy public option insurance instead of getting free care as they do today.

You people who are so intent on open borders (Tell me again, how many of the 6.2 BILLION in the world do you want us to support in this country ?)need to write Sr.El Presidente de Mexico and tell him to use some of that oil money, Am. aid, drug money, etc. to provide schools, jobs, and health care for his people. I refuse to take on his responsibility. You open-border types feel so righteous about helping others, but I'd be willing to bet you have some problems in your personal relationships, which you can't handle - so, you "relate" to those far afield; it's so much easier.

Illegals will not be covered, plain and simple. They should be though, considering they would have to pay premiums to take part in the public option. THE PUBLIC OPTION IS NOT FREE! Also, each household roughly pays $12 a year to treat illegal immigrants. Twelve bucks a year seems like chump change to save a life. So all those complaining about working their butts off just to pay someone elses way; if saving someone's life, citizen or not, isn't worth the price of a soda and popcorn, then you are an American I am ashamed to share this country with.
