James Carafano: In guns vs. butter, butter is winning

H. Rowen Gaither Jr. advised the great men of his era. He helped found RAND, the original U.S. think tank. He headed the Ford Foundation and served on numerous presidential committees. Ultimately, President Eisenhower tabbed him to chair an independent assessment of America's national security needs.

For once, Ike got more than he asked for.

The Gaither report argued for an astronomical increase in defense spending to fight the Cold War. As if to underscore its recommendations, the Soviets launched Sputnik just weeks before Gaither delivered his report to the Oval Office.

After watching the Soviets win the "space race," many Americans believed Moscow's military power might soon overtake that of the United States. Gaither's report galvanized calls for checkbook warfare.

But Ike balked. "You can't win a war by bankrupting yourself," he declared. Eisenhower understood that the art of great power strategy required balancing economic vitality with sound security.

Today's White House would have Americans believe it is upholding Ike's legacy. It is not.

This administration presents cuts in missile defense as providing "cost-effective and proven missile defense," rather than calling them what they are: cuts. When it pulls back on commitments in Afghanistan, White House officials say they're simply ensuring that we are "pursuing the right strategy," rather than admit that they're setting the stage for a cut-and-run. When they cancel the purchase of F-22 fighter aircraft, they claim they're "not buying outdated Cold War weapons." In reality, they're just not buying the planes we need.

White House plans for the Pentagon seem driven not by the desire to spend smartly, but by the imperative to just spend less on defense -- even though it seems quite content to spend hundreds of billions of dollars we don't have on all kinds of "stimulus" projects ... like accordion festivals in San Antonio. So much for priorities.

The justification offered for cutting corners on defense is that we face tough economic times. Tough choices have to be made. But the White House is making all the wrong tough calls. Cutting defense won't keep Washington from bankrupting the nation. The savage truth is that defense spending is far, very far down the list of government spending priorities.

When Ike was in the White House, military spending was 50 percent of the federal budget. (No wonder he was reluctant to spend more). Today defense spending is less than one-fifth of the federal budget and going down.

National defense now ranks fourth in overall government spending priorities, falling behind the combined cost of Social Security and Medicare, public education, and means-tested welfare aid. A recent report by Robert Rector at the Heritage Foundation shows how welfare spending has leapfrogged over the Pentagon's budget. In 10 years, he finds, our state and federal governments will shell out $10.3 trillion on welfare programs (and that's not counting the trillion-dollar-plus increase in federal health spending proposed in Congress).

Thirty-plus years into the war on poverty, about 40 million Americans are still mired in poverty. The "Great Society" model is obviously not getting the job done. The war on poverty has become a spending quagmire. Indeed, the White House calls for spending more on welfare in one year than President George W. Bush spent on the entire Iraq war.

The preamble of the Constitution stipulates that the federal government must provide for the common defense for a reason: It is Job One for Washington.

Ike was right in asserting that sound fiscal policies are part of providing national security. But taking shortcuts on defense is not the answer. And pouring ever-increasing sums of money into ineffective public programs is not the greater good. Expanding domestic programs that consume the nation's wealth at an unsustainable pace neither grows the economy nor keeps the homeland safe.

America's poverty is not that of the third world and as long as the government can stand to keep it's intrusive nose out of the work of America's charities and pay attention to the security of this nation we will survive. It is an area of weapons R & D, border security and intelligence the government needs to oversee and not cut off the nose of this nations ability, to much politic can wound us and to little oversight can abuse our ability by waste, it is a balancing act that we seek to meet the needs to protect all our citizens.

It's time we take a hard look at our President. He cannot be elible for the office because he refuses to come up with a legal birth certificate. He is doing everything possible to destroy our economy (a goal of every tyrant in history), and now he will strip our ability to defend ourselves. Someone better check him out before it's too late.

I have written numerous letters to the Editor in our local newspaper stating that the Preamble is clear on the Presidents and Congress' priorities. It is clear that "Provide for the Common Defense" means we all pitch in for the defense of the nation. The next part says "Promote (not pay for)the general welfare." Spending trillions on healthcare, and all the social programs that have taxed us to the point of tea parties is clearly not constitutional with regard to the word Promote. All our social programs typically trap the poor and keep them poor. The Democrats have said they are the party of the poor for years and yet the people are still poor and not incentivised to change their lives.

Cutting missile defense is absurd and naive as listening to crazy rants of Iran's president. Cutting the flow of money for defending us against air and missile attacks is the opposite of what is needed to protect America. Cutting government/jobs, giving cash support to small businesses will raise income while creating jobs and cause the consumer to start spending to revive our economy again! Place the TARP money where it is needed most and cut taxes! The income will increase all around and the recession will abate. Common sense is all it takes, not Obama nonsense!

I am not in favor of the reducing our national defense. With all the unspent stimulus money I see no reason to economically reduce our national defense. I do not understand the reasoning behind the unspent stimulus & the need to constantly print out money.
I am not in favor of Obama, I do not approve of what he has done and I certainly hope he smartens up. He is now off to Copenhagen to push for having the Olympiucs take place in Chicago, his home town. Chicago is broke. How can they affordit? 50% of the people are against it. What happened to we the People? Obama has spent more than any other President on his daily trips vis Airforce 1. Look what Congress has spent on themselves. It is time to clean House!

I don't even know where to begin to comment on the ramifications of cutting the defense spending. My son and daughter-in-law are both Captains in the military. Their safety and the protection of this country rank lower than the enormous pork spending and social programs is unthinkable! Nothing this president campaigned under is what he is with the exception of the word "Change". We must all stand relentlessly together and let our government know how we feel. Then, pray that we can return this country back to its Constitution.

I believe Obama is out to destroy this country and destroying our military is just one step. What president in his right mind would not listen to and be talking to, and responding to a General in war????????? You should not put a General's request on a shelf to be looked at later. This is critical. Him, his czars, Pelosi, Reid and Napolitano all need to get out of their offices now or earlier. They are not interested in the Citizens of this country. Gates has disappointed me also.

Dragging on the wars in Iraq and Afghanistan are only wasting American military lives. Either do what was done in WWII and drop "the bomb" to end it once and for all, or get out and let those countries fight for their own governments just like America had to do in the 1700's and 1800's. No one helped us. I am sick to death of the U.S. being the country to stick it's nose in every country's business. When the enemy threatens on U.S. soil, that's a different story.

Liberals will never understand that spending on weapons systems and Defense will increase the amount of respect from your enemies, and less chance of an attack. I can envision these cuts in Defense will lead us down the same path, which occurred under the Carter and Clinton administration's our enemies saw as weak because of deep cuts in our defense spending, and more attacks occurred on our nation and our interest around the world.

I believe and hope that Heritage will make the point again and again that "The Common Defense" has been and is still the foremost duty of the President, and, indeed, of the entire Government, per the U.S. Constitution. And this Administration has totally and deliberately neglected this responsibility. They should have their feet held to the fire every day for this, their violation of their oath of office.

The act of impeachment only negates the power of the one in office, those who are inline to follow are no better suited to hold that position. Inorder to get a responsible qualified person, the whole regime in power needs to be exorcised posthaste. We cannot tolorate a party who are an impedance to the will of the people. They have for to long disreguarded their oath of office, the Constitution of this great country,and seem to be a pursuivant of a purblind president. When the DNC was held, and I saw that we were down to Hillary and Obama, it was the first time I actually hoped Hillary would be nominated for something. Obama's heart is not with the U.S. His loyalties lie anywhere but here. He might as well BE foreign born. With just a few exceptions, I see everything he does as destructive to America. 2012 cannot come soon enough for me.
