James Carafano: An EMP attack: Thinking the unthinkable

When the 9/11 Commission issued its report, it complained that federal agencies had a colossal "failure of imagination." Nobody could accuse Newt Gingrich from suffering that shortfall.

When he delivered a major address on national security last week, the former Speaker of the House went after Defense Secretary Robert Gates for planning for the future the Pentagon wants, rather than dealing with the many serious problems it may actually face. Gingrich mentioned one challenge that many find too terrible to contemplate -- which is why our government should spend a lot more time doing exactly that.

I'm referring to the Electro-Magnetic Pulse (EMP). This method of attack is usually associated with a nuclear blast. In addition to thermal, radiation, heat and concussive force, an atomic detonation throws off an incredible amount of electro-magnetic energy.

Picture a massive tsunami, but with lightning instead of water. And, like the surge produced by lightning, electrical systems act like antennas sucking down a rush of electrons that fry circuits and burn out micro-chips.

EMP is not normally addressed when talking about nuclear attack, because most nuclear strikes are planned as low-air bursts where most of the energy, EMP included, go straight into the ground (and flattening the city in-between). In such scenarios, electrical systems would be disabled by EMP, though few would notice, because most people would have been crushed or melted in the firestorm following the detonation.

A deliberate EMP attack, however, would be different. If, for example, an enemy detonated a nuclear weapon carried on a ballistic missile 200 miles or so above the earth, people on the ground might never know an attack occurred. But if the explosion happened high enough over North America, the blossom of EMP might cover the entire United States.

Last year, a congressional commission studied how a high-altitude EMP strike would affect the nation's infrastructure. The answer was simple: It would be devastating. The entire U.S. electrical grid might be gone and all the instruments of daily life that depend on electrical power useless. Life in United States, concluded the commission's chair, scientist William Graham, "would be a lot like life in the 1800s," except with a significantly bigger population.

Just keeping modern-day America fed would be virtually impossible without working transportation or communications systems. Water pumping and sewage treatment plants would be off-line. Modern medical care would be virtually non-existent. Even if the rest of the world mustered the largest humanitarian mission in human history, the suffering would be unprecedented.

EMP attacks are often thought off of as attacks against the U.S. infrastructure. But the truth is a large-scale EMP attack would be an instrument of genocide.

Shockingly, some dismiss the threat out of hand. Michael Crowley, writing in The New Republic, dismissed the "Newt Bomb" as science fiction. That seems a real stretch, especially given the report handed to Congress.

The EMP problem isn't talked about much, yes. But not because responsible people think it's a sci-fi scenario. They don't talk about it because they are so overwhelmed by the challenges such an attack would pose.

Washington is truly out to lunch on this one. Both the Department of Defense and the Department of Homeland Security place dealing with the threat of catastrophic attack high on their lists of what keeps them up at night. Yet DHS doesn't include an EMP as one of their disaster-planning scenarios.

As for the Pentagon, Secretary Gates just cut 10 percent of the missile-defense budget, the best weapons we have to prevent EMP attacks. The Congress is equally in la-la land. Having commissioned the EMP report and accepted its findings, last week the Senate joined the House in rubber-stamping Gates' missile-defense cuts.

The idea that someone would attack the U.S. with jet airliners once seemed unthinkable. An EMP attack may seem today just as remote. But it's time to play it safe -- and start figuring out how to deal with it.

We need to consider every threat. And considering how reliant society is on electricity these days. Just a few years back people were having breakdowns because their Blackberries were not working. It was border line riot material.

Can you imagine no air conditioning, no medical care, running water, etc? Everything on grocery stores going bad. Communications down.

All sci-fi, right?? Of course! Why worry? But as Carafano points out: "The idea that someone would attack the U.S. with jet airliners once seemed unthinkable."

Sir - Thanks for raising this issue. While we need to remain focused on a risk-based approach to spending hours and dollars protecting our people, the consequences of an EMP attack are so huge that we need to get on top of this hard-to-quantify risk.

People go nuts, .I will be fine and othose with mil training and for thought. but most will suffer.

I imagine most politicians will be ok. mabe thats why they are dragging their feet.

Agree, EMP is a major threat to the US because of the devastation it would cause to our electrical grid. However, I believe we need to look at this possiblility from a global perspective. If someone were to launch an EMP attack against the US, what would happen to other nations that depend on us for exports? How would this effect them it at all?

The other concern we need to keep in mind is what nation state has the capability to launch such an attack; China, Russia, North Korea, Iran, India, Pakistan or some other nation. Once we look at who has the capability then we need to look at who is desparate enough or crazy enough to launch an attack. Right now North Korea could be that fanatical nation but does it have the technology and capability?

EMP is not just a buzz word. It is reality and we must not overlook the possiblity of an attack occuring.

We have a group of bozo'z running the WH and are not taken seriously by most world leaders...including the Hermit Kingdom of N.Korea and the I-Tollya- arse-hola in Iran.

Fear-mongering aside, if we are indebted to China as much as reports say we are, it would behoove the Chinese government to participate in making sure we would not be attacked if they ever want their debt repaid. From a global perspective, if the United States were pushed back to the 1800's most nations that depend on us for their food supply would be wiped out as well. Do we actually know how long recovery time is? Are there plans in the works for back-up systems to be restored? In this economy, who has the money to keep enough transformers, or any other equipment needed to restore the systems on hand? It isn't just a matter of government involvement. We cannot just rely on the government anymore for anything.

Wouldn't this be what is called Armegeddon? As strike on the US would not go unretaliated this causing a breakdown of the the world infrastructure. Let's just hope the crazies think twice about their own demise. But, we have to maintain a position of strength and our "Let's Be Buddys" administration is making us weaker every day!

Hence, in the light of that, our missile-defence plan should be given TOP PRIORITY...otherwise, we won't have a Nation left to defend against any enemy attack, whether by land, sea or (EMP) air. Everyone thinks it is improbable because the perception that it would come from a long range missle, which would be noticed. What if that bomb was once again simply loaded onto an airplane and exploded over the U.S. By the time we figured out that it was not an airline exploding, but a bomb, it would be too late to even strike back. If I'm able to think of options like this, what do you think countries who want to destroy us like North Korea or Iran are thinking of? Time to wake up Congress. Oh, that's right, I forgot, you don't care anymore about the welfare of this country anymore.

I want to thank Jim Rude for having the courage to point out "the elephant in the living room". Now, more than ever, our country needs to invest in our Defence Programs--including our various espionage agencies--in order to prevent any future attack, no matter what form it takes. This threat has been on my mind for years. I thought that our missile defense system would one day eliminate it, but no, once more, Obama is shown to be a traitor. His primary responsibility is protecting us from enemies foreign and domestic. On the foreign side, he's clueless. On the Domestic side, he IS the enemy.

We face multiple problems in America today, but all of them would be forgotten in the minutes following an effective EMP attack. Contact your congressional delegation today. Tell them in your own words why missile defense must be aggressively funded and pursued. Attach Mr. Carafano's article and demand their genuine reply, not the pap response of their office staffs. We are getting the elected officials we deserve unless we demand better. Term limits, a Fair tax (to kill lobbying and boost national productivity) and true election reform (no more than 60 days of campaigning before any election) would go a long way to rebuild a system of citizen-service desperately in need of reform.

This sounds a lot like the scenario posed in an old FOX-TV sci-fi show, "Dark Angel".

On June 1, 2009, months after Max's escape, terrorists detonate an electromagnetic pulse weapon in the atmosphere over the U.S., which destroys the vast majority of computer and communication systems, throwing the country into utter chaos.

The first season begins ten years later in 2019, as it follows the life of the now 19-year-old Max as she struggles to search for her Manticore brothers and sisters. In a United States which is now barely more than a Third World nation, she tries to live her life, evade capture, and learn to trust and love. Blah, Blah, Blah...

So we're alomst a couple months overdue, Mr. Carafano? Watching sci-fi DVD's aren't we?

I recently read a novel by William R. Forstchen entitled ONE SECOND AFTER. I hadn't remembered hearing anything about EMP before reading that novel. After I read the book, I read the Forword by Newt Gingrich and the Afterword by Captain Bill Sanders, U.S. Navy. I recommend this book to everyone who has interest in EMP. Follow that up with a minimum amount of research, and I don't think any rational person won't be alarmed by the potential of this weapon.

A novel that is definately not fiction as pertains to "what if" or "when".

Just for fun, read the Constitution. It will than 30 minutes, less time than most people spend on the daily newspaper. It is easy to understand, even adding the Amendments. Then notice that, more than any other subject, the Federal Government is charged for the nation's defense. Hmmm!

Are we really expecting Obama to secure this nation from anything? I am sure that he is aware that our enemies are capable of rendering our electric circuits useless with their nuclear capabilities. Of course he wants to lessen our defense capability. He has apologized to our enemies for our past use of defense. He is elected to bring down the USA. This nation can only be destroyed from within. Just more of Obama and his gang trying to destroy the country that gave them the freedoms that they now want to destroy. Hopefully they are defeated starting in 2010 so we can start following the Constitution again. America seems to be waking up and realizing that if enough citizens band together we will win. I am one of those that just complained but did not actively try fight these ideas and look at what we have now.

The EMP threat has been around since the 60's. During that time, I worked in a harden underground communication site designed to withstand WMD's and EMP.
The current problem is that our non-military infastructure is very fragile and is not designed for an EMP event.
Dependent on the scope of the event, every community under the EMP would stand along. If the event covered the entire US, then we would be back in the 1800's without an infastructure to support the current population. I don't doubt that some where in our govenment there is a plan to address the event, but it takes coordinated resources to implemnt the plans. EMP is not the only problem, any event that shuts down the infastructure [Biological Attack -- Natural or manmade] causes the same issues. Everyone has to plan for events such as these for there own survival, There will be no calvary coming over the hill to rescue you. The Feds have already stated this in one of their reports concering pandemics.

this administration is bringing down every aspect of government that we as a nation have fought against both militarily and politicaly.Where does it start and where doses it end ? People that I talk to in the street are even begining to suffer mentaly from the sheer magnitude of what this president is doing to our beloved country.He is unwinding the fiber of this nation, and the common man is feeling hopeless because of it.Ask any war veteran, myself included, if this is what they had in mind when they laid their lives on the line in say vietnam, and he`l tell you that he would not fight to preserve a country born out of a luny left that is systimatically dimantiling the entire system.Hopelessness is a dangerous frame of mind.

In that I am certain our enemies would not hesitate to hit us with a missile attack, I am very concerned to hear that our President wants to decrease funding for our missile defense program. Our President's demonstrated inexperience as a national leader and lack of respect for real threats facing our great nation scares the living hell out of me.

One Second After by William R. Forstchen is a must read book if anyone wishes to experience the reality of an EMP attack. Bill and Newt are friends, and this book brings into reality what this experience would do to the US. It can be found on amazon, I also suggest going to youtube and wikipedia and looking up videos of operation starfish prime if anyone doubts the seriousness of such a threat, we tested it and we KNOW what would happen and is a frightening scenario.

ANYONE WHO DOES NOT THINK OF THE EMP SERIOUSLY JUST DOES NOT THINK AT ALL. ONE OF THE MOST DANGEROUS WEAPONS THAT ANY SOCIETY CAN FACE, ONE THAT DEPENDS ON COMPUTER CONTROLS FOR 95% OF ITS ACCUMULATED PRODUCT WHICH INCLUDES EVERYTHING FROM WASTE DISPOSAL TO AIRPLANES FLYING AT 40K FEET.

I've started planning my families EMP survival. Jack Spigarelli wrote, "Crisis Preparedness Handbook" which is an excellent guide to survival in crisis situations. Has easy to use tables for calculating what foods are need for any lenght of time. Every family should have at a minimum of 3 to 4 weeks of food and water on hand for just routine crisis events like ice storms and etc. Most govenment estimates place EMP rescue and recovery at over a year. I for one am not betting on a government rescue, but thinking how we as a community will deal with the challenges. One Second After is an excllent book to get you thinking about surving and EMP or other major crisis such as a pandemic.

Back to the basics of life again.
learn to can and preserve food, grow your own food, and defend yourself. move to an area where you can become self sufficient you cant worry about whats not being done about the problem, you need to concentrate on learning skills to live life in such a way that is not dependent on technology.
Does this sound extreme?.. then I ask, if nothing ever comes about from preparing for something such as an EMP, what has it cost you? Nothing.But you have the skills and knowledge to live. skills that put you in the minority instead of the majority. the Y2Ker's retain the skills they learned. disasters happen in life, they are not always End of the world things, but should it take an EOTW scenario to motivate you to learn skills to live in a world without power?

Why is everyone so upset about the cutting of the missile defense budget?? This is more likely to happen from a freighter parked right off of our coast than anything and no missile defense system we have or could have will defend against it. The best defense is preparedness and preemptively tackling rouges like Iran and North Korea. Don't let them have nukes in the first place!!!
