James Carafano: Immigration reform kept behind closed doors, under wraps

Call it an after-action review. The Bush administration's attempt to craft a "comprehensive" immigration reform bill had crashed and burned. As the legislative rubble still smoked, a high government official met with conservative groups that had balked at the White House proposal to grant amnesty to illegals.

He began his remarks with one word. "Ouch." He went on to concede that the administration had made several mistakes fatal to the bill:

»  They had tried to ram it through without open debate.

»  They had ignored or pooh-poohed legitimate concerns over how the proposal might affect other policy goals, ranging from sovereignty to security.

»  Their approach was flat wrong.

The good news? They had learned a lesson. Excluding all sides in making public policy didn't make for good policies.

Now, as the Obama administration readies its own amnesty efforts, it appears that this White House has been learning lessons too. Unfortunately, they are all the wrong ones.

As a result, Obama's immigration agenda is bound to lead to bitter partisan squabbling and, ultimately, failure. It will further poison serious, honest reforms that could: reduce the unlawful population (and, hence, uphold the rule of law); get employers the workers they need to help grow the economy; and make our borders secure. All because of the secret plan.

In deciding how to approach immigration, Obama's White House has ignored the Bush debacle of 2007. In fact, it is writing a bill that is even worse.

The Obama bill will grant blanket amnesty to millions and do little to address fraud and abuse in qualifying for U.S. citizenship. Moreover, it won't include the kind of meaningful temporary worker programs that would provide a real alternative to an illegal work force.

A bill like that is a tough sell. But rather than draw marketing lessons from the experience of his predecessor, Obama is basing his sales plan on the blowback his administration got when it let Congress try to write health reform legislation this spring.

Lawmakers backing the "more government" approach to reform were rocked by withering criticism from their constituents. In town hall meetings from one end of the country to the other, angry citizens pressed their representatives to explain why they would support tremendously expensive reforms that would prompt employers to drop existing coverage for millions, leaving them with no option but enrollment in a one-size-fits-all government-run plan.

After witnessing the firestorm over health reform, Obama apparently has decided never to go down that "let Congress lead" route again.

Enter the new road map for immigration reform. Rather than have congressional committees hold hearings and draft legislation, the administration is drafting the proposal itself. In secret. One key author, a former Ted Kennedy staffer who helped draft the failed '07 bill, is now a policymaker at the Department of Homeland Security.

The draft is sequestered in an undisclosed location that happens to be the office of Sen. Chuck Schumer, D-N.Y.

Its hundreds of pages of complicated legislative language completely rewrite our immigration law. Yet most members of Congress won't get a peek at the mammoth bill until Schumer dumps it, en masse, on the floor.

The second part of the secret plan is to hold off introducing the bill until next year. If Schumer were to bring out his bill this fall, members would have to talk about it when they went back to their districts during the winter recess. That would not be fun. Odds are they'd be pilloried by constituents unhappy with plans to gut immigration enforcement and hand out citizenship like candy.

And if "Obamacare" becomes law, then voters would also have something to say about the president's pledge not give to health care benefits to those in the country illegally. Amnesty will make all the illegals legal. The president won't have violated his pledge, but he will sock taxpayers with billions in new bills to pay for the health care of an additional 12 million or so.

But if Schumer keeps the bill up his sleeve, then there's no outrage, no problem. Lawmakers won't have their holidays ruined by citizens asking uncomfortable questions.

So the plan is simply to keep the bill secret till Congress comes back in January.

It's a bad plan, Mr. President. Americans deserve better. Publish now or let the bill perish.

"Bush shoved war down our throats!!! . . . blah blah blah" The Congress debated it, read the bill and authorized it! Every major intelligence service in the world thought Saddam had WMDs. Also, war is within the Constitutional powers of the feds. This healthcare nonsense is not. And on immigration, Bush was trying to give amnesty. In other words, water down my vote for people who broke into my country. If Obama goes down that road, without a debate, in the dark of night, then he will be committing treason in my book!

'Americans deserve better'. Yea, right. Unfortunately when it comes to this issue the only ones that come out to 'ask questions' are the hateful, prejudiced bigots and extremists. No wonder they got sick of them. Case in point, the whole avalanche of phone calls to congress last time was spearheaded by numbersUSA, a group that's derived from a very dubious background on racial/ethnic issues, which is documented. And their members are extremely mean, if not sociopathic - depraving men, women and children alike, with extreme vigor and callousness. What type of social policy can be formed on such a base. It'd be more like sociopathic policy.

PAY ATTENTION to the fact that the present Governor of California, Arnold Schwarzenegger is currently endorsing San Francisco's--Sanctuary City--Liberal/Socialist Mayor Gavin Newsom for the new Governor of the State. This would be an absolute atrocity to the legal communities, when Newsom allowed ID for illegal aliens and refused to put young illegal immigrant gang members in the hands of ICE? Indirectly the sanctuary policy that was indifferent to Federal law, was an accessory in the June 22 slaying's of Anthony Bologna and his sons Michael and Matthew. There is already a mayor in Los Angeles who supports the illegal immigrant invasion, so you definitely don't want Gavin Newsom giving bogus identification or welcoming millions more illegal families to extract subsidies from the already cash-strapped Californians.

usa committed invasion on iraq without the approval of united nations! the fact that usa BELIEVED in existence of WMD cannot justify the act of aggression committed, not to mention that WMD had never been found in iraq!
now IR is a civilized attempt to solve immigration issue, way better than gestapo method that's intimidating legal immigrants and american citizens as well as undocumented. let's not forget that we're talking about human beings here, people who made mistakes, often out of despair and now those same people are being treated worse than the most dangerous criminals and terrorists.

When Obama, Schumer and other anti-American worker pols peddle "comprehensive immigration reform" -- a/k/a MASS AMNESTY for 11-20 million illegal aliens -- the American people will NOT be fooled and will again reject this foolhardy, insensitive scheme -- that would spit on millions of unemployed, suffering American workers. And on top of all this, Obama and Napolitano are gutting 287(g) and all real immigration enforcement. The Answer remains: NO FORM OF ANY "PATHWAY" AMNESTY -- RATHER ENFORCE OUR LAWS AND CUT OFF THE JOBS FOR ILLEGALS!! This is the REAL immigration reform laid off American workers and taxpayers demand!

Well, here we go again. It's become patently obvious that Obama is a nascent dictator; bad enough that we elected the fool, worse that some in Congress actually support him. Bad cess to him, I say, and to all those who haven't the sense to steer clear of his ruinous policies. As Michael Moore has said he will do to those who disagree with him, we should all work actively and diligently to destroy politically those who, like Barak Hussein, are working to destroy our Constitution. If those same persons are members of Congress who've sworn to uphold it, they should be charged with treason and hanged... in public.

"Comprehensive immigration reform" is code language for amnesty for millions of illegal foreign workers. Amnesty is the last thing our country needs with unemployment at a 26-year high and over 15 million Americans desperately looking for jobs!

People had better wake up about what is happening to this country. By 2050 but long before then minorities will be the majority in the US. No more white middle class, and the majority will be Latino. And if the illegals are given amnesty this time around many more will flock across the border and another amnesty will be demanded. This government does not want the border closed, they have shown that time after time. All of the congressman that are open borders need to VOTED OUT. Put people in office with some common sense.
