Newt Gingrich: Prove it, Mr. President

In a speech this week riddled with partisanship, evasions, and the very demagoguery he claimed to be deploring, President Obama nonetheless gave lawmakers who are serious about health care reform several opportunities to test his commitment to reform.

"I will continue to seek common ground in the weeks ahead," Obama promised. "If you come to me with a serious set of proposals, I will be there to listen. My door is always open."

To which congressional reformers should respond: Really, Mr. President? Prove it.

The first opportunity the president created under this plan was on the contentious issue of taxpayer-funded health care for people here illegally.

Many liberals in Congress and the mainstream media would no doubt prefer that the ugly outburst by Rep. Joe Wilson (R-SC) during the speech be the last word on the matter.

But despite Obama's flat assertion that his plan "would not apply to those who are here illegally," the issue is far from closed.

Congressional Democrats successfully defeated amendments in the House that would require proof of legal residence from those seeking health care benefits. So as it stands, the Democratic health care reform bill does not contain any restrictions on illegal aliens receiving health care benefits.

If President Obama means what he says, Congressional Democrats should move to the floor - and the White House should support - one of the previously defeated amendments that simply says people who get government paid health care must be in the United States legally.

The second opportunity true reformers have to test President Obama's commitment to real solutions came with his remarks on Medicare and Medicaid fraud.

Simply by acknowledging the "hundreds of billions of dollars in waste and fraud" in the system, the president opened the door to do something about what the Center for Health Transformation estimates is an astounding $70-120 billion of taxpayer funds that are lost each year to health care fraud and abuse.

But here, again, it's going to take more than just tough talk to convince Americans that the president means what he says. Truly taking on health care fraud means Obama will have to be willing to cross key liberal allies like House Energy and Commerce Committee Chairman Henry Waxman (D-CA).

Waxman has consistently resisted measures to combat fraud and has even championed eliminating identity and citizenship requirements for enrolling in Medicaid.

Obama speculated that tort reform - the number one goal of doctors in health care reform - "may" help reduce unnecessary costs. He went on to endorse "demonstration projects" in individual states in order to test his hunch.

But states like Californian and Texas have already proved that reforms like a cap on jury awards in medical malpractice cases can lower overall health costs and increase the number of physicians able to provide quality health care. Since Texas enacted litigation reforms in 2003, thousands of doctors have moved to that state.

If Obama wants us to believe that he is serious about eliminating the high medical malpractice insurance costs that are reducing the availability of doctors and reducing the defensive medicine practiced by those that remain, he has to do more than endorse a few projects in a few states.

The House passed litigation reform legislation in 2005 that would have placed caps on noneconomic damages and limited fee for tort lawyers. House reformers should demand that, if Obama truly wants to seek "common ground" on tort reform, he will endorse this bill.

Finally, in his speech, the president also promised that no federal funds in his health care reform plan would be used to fund abortions.

But, as was the case with illegal aliens' health care, no less than five amendments to prohibit funding of abortions under health care reform were defeated by Democrats in the House. House Republicans should resurrect one of these and see if the president is true to his word.

In a speech that had all the hallmarks of steeling Democrats' nerves for an eventual party line ram-through of health care reform, Obama nonetheless gave principled opponents of his plan some openings. They should not hesitate to take them.

Mr Ginrich, you are a very wise man but why do you advance misinformation on such a very important topic? When you say there is no proposed restrictions on health care for illegal immigrants, that is incorrect. Please explain why HR 246 does not address your concerns.

The President says he can offset the cost of the Health Care plan by eliminating 500 to 600 billion dollars of medicare waste. I defy him to show us that waste, and if he can show us, I demand to know why he has delayed even a day in eliminating it and sending people to jail. Put up or shut up Mr. President!!!!

I'd say a bill which was introduced for FY 2003, with no co-sponsors, and which ended its Congressional journey by referral to Committee doesn't exactly respond to Mr. Gingrich's problems with current efforts.

I have lots of problems with Mr. Gingrich's ideas (e.g. I'm totally opposed to mandatory on-line health records, with no individual opt out, but the Democrats loved that one so much they put billions into the Crapulus bill for implementation), but these problems he raises find no opposition from me.

And I agree totally that if there is that much fraud and abuse, why isn't the Administration doing something about it now?

Here's an idea for the President.....implement some policy that will reduce the cost of healthcare while costing nothing (e.g. cross-state competition, tort reform, etc.)then find this $500-$600 billion in Medicare fraud and waste and apply that to the national debt. While he's at it he should recall the unspent stimulus ($500b) and apply that to the debt as well.

I've interviewed illegal immigrants working in restaurants & bars, none have health insurance, nor do they want it. They're way too afraid of being deported. But, their wives and children have found coverage--options are already out there. As far as abortion goes, 86 percent of employer-based insurance plans already cover abortion care. We already pay for them in our premiums, why wouldn't a public option include women's rights?

Mr. Gingrich,
While I admire your efforts on behalf of the environment, I don't understand why you are joining in the partisan shrieking about healthcare. Tort reform is but a very small part of the solution needed and there are bigger problems to tackle.
I don't think anyone who makes it into an emergency room with a medical emergency should be turned away - That is NOT what we stand for! Regardless of who it is and what it costs, not in my America! Do you propose we let illegal aliens bleed to death in the parking lot? Suppose I forgot to take my passport with me on the ambulance?
Please dissociate yourself from this madding crowd and put your talents to work finding real solutions for us uninsured and underinsured citizens.

Please put your talents to work finding real solutions for us unfree and underfree citizens. Roll back government interference in the health care industry! This is not what we stand for! Not those of us who advocate individual rights to "life, liberty, and the pursuit of happiness" as opposed to government handouts.

Why doesn't someone in the legislature have the courage to challenge Obama. He throws out numbers and unproven claims, but NOBODY ever asks him to show the data to support his claims. For example, he claims there have been 1,000,000 jobs created as a result of the stimulus money. Has anyone seen any specific data to support this claim? He gets away with smoke and mirrors--no one challenges him.

What century and what country do we live in? Some states already offer a public option and some of those states have already made health insurance mandatory to it's residents. Those programs are not failing and are helping those who can't afford a private option. This is not a handout when you still need to buy into the program! It's not free health care, it's affordable health care.

Gingrich conveniently omits mention that about 30% of the money flowing into health insurance coffers is for profit and overhead, whereas in Medicare only about 4% goes to overhead and noe to profit. Obama's ideas are pretty good, but they are rather conservative and do not really crack down on health insurance companies'
profiteering. By the way, if Gingrich is so public-spirited abd smart, why did he chicken out of his seat in Congress?

Dave, Your concerns are valid. The states use their stimulus money is public information, and not just the talking heads of our senators or representatives can spew numbers at us. I've read a listing of NY projects that came about the stimulus pkg and how it's benefiting my state and providing jobs to workers. Along with the list are phone numbers and locations so each of us can see what is and what isn't being done in our state.

Why is anyone listening to this over the hill neanderthal anyway? Newt and his kind are the very ones that put our ecomy in the terrible shape we are in now. Fighting 2 wars while cutting taxes etc. In addition Newt, tell us about your strong arming your ex-wife into signing divorce papers while in the hospital fighting a life threatening illness...What a man!

Reduce cost, yes. Have you done your homework on the two examples you offer? My bet is cost reduction across s.l.'s would probably only benefit a few and really mess up many. Tort reform saves maybe ~2%.

Hey Bernie Gill, you of the "Fighting 2 wars while cutting taxes etc.". Don't be so stupid. Cutting taxes during the last administration, just as it did during prior ones, brought in more money to the Treasury than at any time your higher taxes were in place. Spending was the problem, not reducing taxes. If you knew anything about economics you would understand that reducing taxes stimulates the economy because people actually have money to spend. Get a clue.

For all his empty rhetoric, President Obama seems to be turning Democrats into the "party of NO" they like to throw out against anyone that disagrees with them. Newt has a point and makes good suggestions.

House Republicans have brought viable alternatives to the table for discussion, only to be shot down time and time again by Democrats on party line votes. Fox News is the ONLY credible media outlet these days, which is why the President hates them so much. They actually report BOTH SIDES of the issue, which the others - CNN, CBS, ABC, NBC, etc - are all too happy to get paid off by the Administration to cover-up. Van Jones anyone?

If the truth is now an "ugly outburst" to Newt, then he is the one who has been "transformed" over the years.

The only verification in the health care bill to keep illegals out of the taxpayer financed system is an income verification. No S.S. card required, no drivers licence, no nothing. Illegals will be swarming on this taxpayer financed plan like stink on poop.

Maybe hanging out with the likes of Al Sharpton has diminished Newt's version of "truth".
