Who: Department of Education

What: Distributing more than 2.3 million in federal stimulus money in the form of Pell Grants to eight Tampa Bay, Fla., area cosmetology and massage schools to pay tuition for masseuses, hairdressers, and "nail technicians." The grants don't have to be repaid.

Why it's an outrage: Vocational school is important, sure, but we had no idea that beauty school was considered "shovel ready."

Where to vent: Call the Department of Education's public affairs office at 202-401-1576.
