Who: U.S. Army Corps of Engineers

What: Is spending $103.7 million in federal dollars on a beach-fill program. According to Howard Marlowe, a prominent coastal lobbyist, New Jersey is receiving $20.7 million, Florida is getting $14.3 million, and Delaware is getting $1.3 million. Also, a project on Lake Erie in Pennsylvania is getting a piddling $945,000 of your hard-earned cash.

Why it's an outrage: Building too close to the ocean is a bad idea on a number of levels, but subsidizing wealthy beach property owners with spa sand treatment is far worse.

Yes, it is an OUTRAGE.
But blame Congress not the Corps.
They're just doing what they're told by their 'purse string controlling' elected bosses.
