Obama’s penny-wise, pound-foolish defense budget

KEY FACTS:
 
• Missile Defense Cuts: The $1.4 billion cut ends the Multiple Kill Vehicle Program and cancels the second Airborne Laser prototype aircraft--a disturbing retrenchment given the recent pace of global missile advances.
 
• F-22 Fighter Gap: The F-22 fleet is capped at 187, although the Air Force insist it needs at least 60 more to maintain air dominance well into the future.
 
• CG(X) on Hold: The Navy's next-generation cruiser program will be delayed, perhaps indefinetely. Excessive delay will leave the fleet and U.S. forward bases unnecessarily vulnerable to emerging air and ballistic missile threats.
 
• C-17 Shut-down: The C-17 airlifter program will end with just 205 aircraft in service--not enough airlift capacity to assure reliable support for future global operations.
 
• FCS Vehicles Canned: Pulling the plug on the vehicle component of the Future Combat System (FCS) leaves the Army with fleets worn down by 8 years of major combat operations. The FCS vehicle component could save billions of dollars in maintenance, fuel, and personnel costs while reducing the number of troops in harm's way.
 
It is the year 2019. A speechwriter rummages through a pile of reports and press clips, preparing to draft testimony for the Chairman of the Joint Chiefs of Staff.
 
Hers is not a happy task. For months now, reporters have documented the continuing decline of military readiness. It has been 10 years since Defense Secretary Robert Gates unveiled his plan to slash spending on programs meant to assure the long-term security of the nation. Since his historic, April 6, 2009, announcement, it’s become plain that Gates’ short-term savings plan short-changed future readiness.
 
Nowhere is this more evident than in missile defense. Gates had ordered a $1.4 billion reduction in funding for that program, effectively stopping the development of more advanced missile defense systems. His rationale was that they were not needed because countries like Iran and North Korea had not yet successfully demonstrated that their missiles could reach U.S. soil.
 
Unfortunately, while Washington gutted its defensive program, Tehran and Pyongyang plowed full speed ahead with their offensive efforts. Encouraged by U.S. inaction, they shared technology and lessons learned (and received covert assistance from other countries).
 
As a result, their ballistic missile programs had raced ahead even faster than anticipated. Now both nations boast of robust arsenals and the will to use them jointly against the United States. America is more vulnerable to missile attack than ever. The speechwriter sighs.
 
The picture for conventional forces is no prettier. Gates had rejected buying additional F-22 fighters, opting instead to acquire less expensive F-35 fighters. Both aircraft had state-of-the art capabilities, but one was not a substitute for the other. They were designed to work together: The F-22 conducting long-range strikes, penetrating the most sophisticated enemy air defenses and clearing a path for the F-35.
 
The decision to shut down F-22 production was strictly budget-driven. The Air Force clearly needed about 60 more to provide global coverage. Without them, there was more demand than planes. But while our Air Force took a step back, countries like Iran, China, and North Korea had taken two steps forward.
 
Now, they are ringed with the most sophisticated air defenses on the market. If a crisis breaks out in the Middle East, the Taiwan Straits, or the Korean peninsula, America might find itself blocked out of the airspace. Uncle Sam can forget about establishing the air supremacy it had enjoyed in every conflict since World War II.
 
Life is no better at sea. Gates had ordered the Navy to delay investments in next-generation destroyers and aircraft carriers. Other countries, however, poured money into new anti-ship missiles and mines. Over the course of the decade, America’s blue water navy has been pushed further and further out to sea to avoid these growing threats. 
 
“The Navy is fearful to enter critical sea lanes or approach enemy shores,” the speechwriter muses. “How can I write around that?”
 
The land force situation offers no solace.   Gates’ decision to scrap the Army’s development of the next-generation of combat vehicles had proved penny-wise and pound-foolish. Starting over had only increased the time and money needed to develop new vehicles. It left the Army with more manpower and less useful tools. Ten years on, they are saddled with equipment that’s too old, too heavy, and almost impossible to deploy rapidly to far-off trouble spots.
 
Okay, back to today. I’ve painted a bleak future, but it doesn’t have be that way. There is no need to make draconian cuts in the Pentagon’s procurement budget.
 
That budget represents less than one-fifth of Washington’s spending. It is neither the cause of the federal deficit, nor a cesspool of wasteful spending (as defense critics so often portray it).
 
Even with a war on and an all-volunteer force, U.S. defense spending today totals less than four percent of our gross domestic product. That’s only about half the level of defense spending maintained during the Cold war. 
 
Defense is not the source of our national economic woes. In fact, cutting defenses just cuts more jobs.
 
Congress and the White House have had no problems ponying up hundreds of billions of dollars for such “vital” programs as bailing out bankers and hedge-fund managers, paying gentlemen farmers not to grow food, building neighborhood bike trails and removing tattoos. How can they countenance short-changing the people prepared to fight and die to keep us free?
 
One of the few duties assigned to Congress under our Constitution is to “provide for the common defense.” That doesn’t mean leaving our men and women in uniform to defend us with rusty swords and broken shields.

This is an important piece. Defense is not built overnight. It is decades of R&D followed up by years of acquisitions. So your framing this down the road is the bet way to look at it, IMHO. Gibraltar, President Obama did not rescue the captain, the United States Navy did. I think all are glad the White House ok'ed action if need be. I was willing to say Obama made the right call. Now if you want to be intellectually honest are you going to thank President Bush for the fact that the USCG rescued 24,000+ after Katrina? I seriously doubt it. And if you actually bothered to read the article it is speaking to the fact that being able to complete such rescues 10 years down the road may not be possible, due to cuts today.

The constitution assigned Congress to provide for the common defense. It is up to the Congress to provide the check and balance on this proposed budget that will prevent this dire scenerio from becoming a reality. People need to write their Congressmen and Senators and provide a link to this commentary. Instead of just commenting try acting!

I have always believed in a strong military and always will. Served in the Navy for 6 years with the best in the world. To cut the budget is wrong. The military is need just a much now as it was in 1945. Keep the military strong, secure the borders and remove the illegal invaders is a must. I have written Congress many time in the last 2 years concerning this. American Citizens need to stand together and demand a common defnese.

First of all, drastic cuts to the defense of the US are beyond foolish. Rouge nations respect one thing only, a strong millitary. Now is surely not the time to be cutting national defense. With North Korea developing missiles that can reach our country and developing nuclear capabilities and Iran doing the same, we need a stronger defense capability, not weaker. Terrorism is still our number one threat and we cannot defeat terrorists without the proper weapons and defenses. It is foolish to reduce our defenses and make our country vulnerable or weaker in any way whatsoever. The money saved will only be squandered on foolish social programs and projects. The military must replace the equipment that has been used up in the Iraq and Afghanistan conflicts and give our fighting people the best and most up to date equipment and tools available. It seems we never learn from history or past mistakes by former democrat administrations.

It's shameful what the democrats are doing to our country. They think that the USA can be friends with a terrorist country, and are so ignorant they can't see the threat to freedom when it is staring them in the face. America has to be the superpower in the fight between tyranny and freedom. How do they just not get this? I am proud to know that right now the USA could blow a terrorist country off the map. But give the democrats their way and we can say goodbye to national security. Budget cuts in defense, usual act of the democratic party. Obama hiring an immigration-rights guerilla to head Immigration Services, why of course. So what are we supposed to do when N. Korea and/or Iran start flexing their muscle? They've already thumbed their noses at us and I surmise it's not a matter of "if" but "when" they do something down right frightening because they feel we don't respect them and/or we deny them nuclear rights. We need a plan that says "what if" something happens and doesn't leave us wishing we could protect ourselves. Plus what happens when Russia and China strengthen their current support of Iran and Russia and more strongly oppose us?

This issue is a tough one to comment on. For too long, the military/industrial machine ruled the development of weapons. Often, millions and millions of dollars were spent needlessly and wastefully. However, we must keep up with technology in our weapons development. And certainly, we should not get behind in our defense systems. The world is a more dangerous place then ever in our history. we should not leave our defense to chance. Any sign of weakness is an invitation to our many enemies to launch attacks against us. Only an advanced weapons system will help to hold the enemy at bay. DON'T CUT THE DEFENSE BUDGET!!!

Under the Constitution, the Chief Executive and Congress have the duty to defend our liberties under the rule of law, and to protect us from domestic and foreign enemies. It's difficult to do this when there are shortsighted proposals to slash the Pentagon budget. These plans will make it more difficult to protect our nation, as well as place unneeded stress on force protection out in the field. Our professional armed forces deserve the best before, during, and after deployments. They are the folks that make incredible sacrifices and routinely put their lives on the line for humanity. Domestic spending ought to be cut instead of military spending.

This is not the time to cut defense. There are many programs that should be cut or better shut down. The Dept of Energy has accomplished nothing since Jimmie Carter started it, and now >16,000 freeloaders employed there. The Dept of Education is a sink hole to reward the teachers union. The Dept. of transportation should be transported to a fat farm where it would loose 75% of the people employed there to vote Democrat. Wean the freeloaders of the welfare diet, and put them on a work for it diet. Vote out the give away to buy votes gang.

With Russia, China, North Korea, and Iran flexing their muscles daily I fail to understand what this administration is thinking in cutting defense spending. In this era of attempting to return the economy to a stable state, the last practical thing that should be done is to cut defense spending. Cutting defense will just cause additional job losses, and put a large number of people out of work. Lockheed Martin employs more than 130,000 people, and cutting denfese would not only put this country at risk of further attack, and make us unable to respond to threats to our defense, but it would also cause upwards of a 50% reduction in our workforce. When the government is working to find jobs for all of the out of work Americans, why not leave the defense spending at current levels, with no reductions to prevent additional job losses in the defense industry?

I don't know why Obama and most of the Democrats want to leave America defenceless--after all, they live here too. Of course, I never understood why Clinton decimated the military during his "reign" either. History teaches us that the best way to maintain peace is by remaining strong. After Rummy was 'run out of office' I had 'hope' (there's that word again) that the country would be blessed with a SecDef who truly understood our country's defense priorities. It appeared that Gates was up to the task, at least as long as W was in office. I think it's fairly obvious why Obama kept him around since the latest Gates decisions to minimize our military capability blend well with the anti-military tripe espoused by the socialists now in power. One can only 'hope' that the mid-term elections in 2010 cause serious 'casualities' for the 'Crats. Wake Up America!!!

The reduction in the missile defense program is indefensable. Our foes are not only developing, but currently testing their missile systems. A cut here is asinine. The cut in the F22 does not represent a problem for me. My friends in the Air Force say that the F22 and the C17 are driven more by congress - and regional employment than defensive need. The future combat vehicle program is problematic for me. My son recently departed from the service. He says that the Hummer was too heavy, too slow, and that the up-armoring only made a bad vehicle worse. The MRAP is even worse, according to him. These are vehicles conceived by congresspeople and other useful idiots that do not understand that our fighting force understands that there are riskes in combat. Sometimes a faster, lighter vehicle would actually be better.

The unilateral reduction in deterrent nuclear and missile defensive power by the U.S. under the naive belief that the rest of the world will follow is incredibly dangerous to our nation's security. Our colonial military leader and first President George Washington, who was mostly self-educated and had little actual exposure to internationational diplomats instinctively recognized that each nation will, in the end, act strictly in accordance with its own perceived self interest. It is very discouraging to realize that, over 200 years later, we have elected leaders who are college educated and fail to understand this very simple truth. Russia and China, not to mention even France and the United Kingdom, are modernizing their nuclear arsenals and other weapons while U.S. Defense Secretary Gates, on behalf of the Obama Administration, puts forth a budge which takes this country in the opposite direction. Instead of cutting our production efforts, why not build the greatest, newest, most efficient fighting force, including ICBM's and other missiles. Why not pay for it all by getting our noses out of other nations' affairs. Maybe it is time we come home to our soil, develope defenses in the event we are attacked and leave all the other tribes, clans, sects, and extremists to fight among themselves without our "help". Too much to ask??????????

The notion of the military being the only branch of gummint that isn't getting money shoveled at it, in a time of a resurgent Russia, an ambitious China, a feckless Europe, a Korea and an Iran close to or with nukes and ICBMs, and an entire politico-religious institution that believes our democratic ways are an affront to their God, means we should be increasing the share of the military, across the board, from 4% to 5%. I think Obama's plans are the biggest stimulus package that welfare recipients have ever received. I have heard nothing that is good for any working american. I really love the medical plan that is better and cheaper for all of our people. We will cut the benefits of Medicare recipients to get a portion of the money for the new plan. Congress and the White House have had no problems ponying up hundreds of billions of dollars for such “vital” programs as bailing out bankers and hedge-fund managers, paying gentlemen farmers not to grow food, building neighborhood bike trails and removing tattoos. How can they countenance short-changing the people prepared to fight and die to keep us free? One of the few duties assigned to Congress under our Constitution is to “provide for the common defense.” That doesn’t mean leaving our men and women in uniform to defend us with rusty swords and broken shields.Defense is not the source of our national economic woes. It is so simple and apparent. I never believed in conspiracy theories, however, Barry Hussein needs to get the money from somewhere to build and equip his SS Civil Defense Force. Gates must go. The only thing he has proposed with any clarity is the Navy Cruiser. We are cutting up Nuke Cruisers in Bremerton WA due to Clinton. Some of them were less then 10 yrs old when taking out of service in the 90's. He has never liked the F-22. And with Mullen as his JC Chairman the Subs and Carriers won't go. As an aerospace-defense employee I'm not in favor of seeing defense spending cut in these times when threats continue. As a nation we need to be prepared. As the Romans used to say: "civis pacem para bellum". I'm also aware that there is a lot that's being wasted by the government. It has cancelled defense programs in the development stage after decades and after having spent billion of tax payer dollars. There has to be a better way to do the nations defense business. This is Jimmy Carter all over again. I was in the USAF from 67-71. Carter canceled the XB-70 super sonic bomber. The Cheyanne Helicopter program was reduced. Military personnel were not given raises, etc. and he bailed out on the Sha of Iran and the result it there today... Obama is a black Jimmy Carter..

Our nation has lost thousands of military personnel due to the "base closure and realignment" that was undertaken during the Clinton presidency. So much, in fact, that military service men and women had to spend back to back assignments in Iraq and Afganistan because there was no longer enough military personnel to meet the tasks at hand, and now they want to cut billions for missle defense, aircraft, and other critical defense support programs? President Clinton cut back on our defense budget, and I feel it ressulted in the deaths of many of our men and women because they didn't have adequate equipment when we went into the Iraq war. It seemed to be many months before we started getting the proper equipment. We had to start our production lines after the war started.

I don't believe President Obama's proposed military cuts are reasonable. Every cut he proposes does not make sense to me in light of the world situation. Each cut leaves us more vulnerable and ineffective should we need any of those in an emergency or to help protect freedom in the world. Yes, eveything today is expensive. But there are other areas of the budget that could easily be cut first to reduce overall government spending. Defense spending is a constitutional mandate. Much of the rest of the budget is not. Keep defense spending at levels that assure our preparedness and a proper defense of our nation in view of the threats we face in the world today.

I am frightened for our future. Experts are projecting that Iran will have a nuclear weapon within a year. North Korea has walked away from the 6 party talks for a second time, and now has tested both its ballistic missile and is restarting its nuclear program. U.S. Solution: Cut missile defense spending to pay for flawed policies on unproven and counter-productive things like global warming and corporate welfare. How will GM and the banks be doing once we've unilaterally decimated our own nuclear arsenol and Iran / North Korea decides its time to give us one of theirs? There will be people cheering this decision but most likely they will be in Beijing, Pyongyang, Teheran etc. Why can't the US understand that military supremacy benefits the economic develpment and confidence it really needs? I am sadly disappointed after reading the Heritage article on defense cuts. This is clearly a dangerous move by the Congress. It is beginning to look like they are out of control with their new power. Then the Home Land Security's outrageous press release yesterday about veterans. This was a planned press release following the release that 90% of Mexican guns are coming from the U.S. which is not true. This is an assault on the American citizens and our rights protected by the Constitution. 30 states are now bringing to their state legislature proposals to confirm the the 10th right to freedom from Federal control. This was on the TV news last night. We are in most serious trouble. As an citizen and taxpayer I feel we need to stand up to speak out against these reckless statements and out of control spending. Defense of the nation is one of the few powers granted to the federal government in the constitution, yet this particular power is the one the Obama administration decides to cut? Just yesterday I read a memo from Homeland Security which was sent to the nation's law enforcement divisions alerting them to possible violence from "right wing extremists" on the eve of the tax day tea parties. Apparently our government is willing to harrass law abiding, tax paying citizens because they object to the trillions spent on pork, but refuse to defend their citizens against the real terrorists. I'd laugh if it weren't so sad and frightening.

I think we should have an ammendment to the United States Constitution that says that whomever is elected or is appointed to a federal office/position has to take a test on the United States Constitution and PASS with a 90% before they can be sworn in. You don't pass, you don't get sworn in. As it is abundantly clear that a majority of people in that position DON'T have a clue what the U.S. Constitution says. P.S. I wrote out "United States Constitution" because it seems that a majority thinks of people in those positions think we should use the constitutions of other countries to make laws instead of our own. Also the U.S. Constitution is NOT a "living, breathing document".

Seriously, folks - defense is one of the few legitimate (can we say Constitutional) functions of the federal government. History (see Carter, term and Congress, refusal to provide arms to S. Vietnam/Cambodia) shows what happens when the US proudly displays weakness. The world will become a much more dangerous place as more countries lose confidence in the US and create a worldwide arms race. After 49 years in the US Navy, Aero Space industries, AF Space Command and MDA civil service activities I have at least a fair understanding of the concept of Defense for this country. Dumping a big chunk or part of Missile Defense in the face of the Iranian and North Korean threats is very dangerous. Even the appearance of backing down or slacking off is cowardly to them. The defense secretary is on the right track but is not providing a rational alternate for terrorist defense for which the US has none. We continue to use the same basic WWII strategy and FEBA warfare systems. We need to replace the F-22 [TOO expensive , very vunerable, hich iR emitter limited by pilot to 9 G's, Laser blinding and coordinated Aesa/multiplane attack] , which should never been authorized, with a very high end UAV. Also we need a large force of all type low cost UNMANNED air, land, sea under sea, and sentinels. The technology is there and the electronics are there. the problem is that defense is a multi congressional Jobs program. The major need is for a very capable, very high capacity, secure communications system, Secure communications is the major system bottle neck and JTRS is definitely not the solution. FCS is obsolete and still directed to FEBA warfare and NOT terrorist warfare,

I find it hard to believe that any Secretary of Defense would recommend such a cut, especially during these times so fraught with dangers from so many rogue nations, not to mention terrorists. If these cuts are actually Gates's idea, I would be very surprised. It seems more likely that they are Obama's idea, and Gates's job is simply to sell them to Congress, and the American people. If he were a Secretary of Defense worth his salt, he would fight these cuts, and were the administration to refuse to listen to him, he ought to hand in his resignation. NKL

I heard Def. Secy Gates give that speech and wondered at the time - "My, did Pres. Obama tell him to do that?!" I think this is a terrible thing to do - when we've lost so many boys - now to cut down on our defense - as if leaving all they've done to protect their country in vain! We have many enemies - do not Gates and Obama know this - do they want to let us fall into the hands of the United Nations - the militant scum Muslim countries that hate us) - become a cowed down third world country? Heaven forbid!

I am greatly disappointed that our government intends to cut military fundings. We can not afford to leave ourselves open and vulnerable. Although we could always kill the terrorist etc. with kindness.

During the Clinton Years I was the Supply Officer for Commander Submarine Squadron 11 in San Diego, CA. In my opinion; defense budget cuts during the Clinton years made it almost impossible to have a complete squadron of submarines ready for deployment! We routinely removed parts from one submarine to get another to sea; leaving the cannibalized sub either unable to go to sea, or to have limited or reduced fire-fighting capabilities! I am sure under Obama's leadership our forces will once again be held hostage due to a lack of funds! Even after President Bush took office; it took a couple of years to undo the effects of under-funding! Do you really think the lack of ballistic vests at the beginning of the Iraq War was President Bush's fault? No, it was the end result of the Clinton era attack on our military's readiness!

The proposed cuts to the Defense Budget should have included a change to the title. It should be called the Defenseless Budget. The budget has been slim up till the present. With these cuts our danger is even more frightening. Besides that, I have four grandchildren in the military and the lack of proper funding makes their mission more dangerous and unnecessarily so. Mr. Obama is playing with our lives. I agree wholeheartedly with Mr. Carafano at the Heritage Foundation.

If spending cuts are to be made the health care set aside, the auto company bail-outs, bank bail-outs, and all other government intrusions in the private sector is a better place to start.

The primary responsibility of the federal government is to defend the USA. Bo has designated 789B to stimulate the economy. Spending a good part of this for defense will do both. As of now we see this money being wasted on spending that is not even being specified. If we have to waste money at least do it for our safety from foreign terrorists.

What is most important...taxes,immigration, boarder patrol, social security,war in Iraq. Well let me tell you what is most important gentlemen-women, it is our military. Without our military I don't have to worry about any of the above, because I won't be alive to care. Touch what ever you want ,but leave our military alone.
