The ultralightness of smuggling

On the border, you expect strange things to happen. When the Yuma County Sherriff’s Office got the call to report to a crash site—a lettuce field just north of San Luis—officers didn’t know what to expect. New Mexico had its legendary UFO encounter at Roswell—maybe this would put Arizona’s San Luis on the map.  What they found was pretty strange indeed.

Responding officers had lots of company on the scene: Border Patrol, San Luis police, local firefighters… a dead body, a strange craft—and over 140 lbs of marijuana.

The dead man was the pilot of an ultralight aircraft.  It had crashed on a dark, November night, as the pilot made a drug smuggling run across the border.

Smuggling over America’s southern border is big business--a $25 billion-a-year-plus industry. With those stakes, the cartels have plenty of money and incentive to find ways to beat border security. This one involved the use an ultralight, a motorized glider.

Ultralights are perfectly legal. Affordable too. Just a few thousand dollars for a basic rig. Anyone can buy, sell, or trade them on the Internet. A typical ultralight weighs less than 254 lbs, carries about five gallons of gas and a single occupant, and tops out at 63 miles an hour. No license is required.

The fact that they are small and quiet makes them difficult to spot on radar. They can hop over U.S. security at the border with little effort.

Ultralights are not ideal for smuggling. They are not meant to be flown at night. They are not for carrying cargo either. Both factors likely contributed to the San Luis smuggler’s demise.

But they do demonstrate the Department of Homeland Security faces a determined and resourceful enemy on the Southern border—one that will try anything to make a buck or a peso.

And the bad guys won’t stop with ultralights. Since 2006, drug-smuggling submarines—home-made underwater craft laden with cocaine—have increasingly made their way into U.S. waters. Motivated enemies like this won’t be stopped with half-hearted efforts.

Last week President Barack Obama went to Mexico, and Homeland Secretary Janet Napolitano announced new initiatives—both intending to send the message that they take border security seriously. Here is the test to determine if their actions live up to their rhetoric.

The administration can’t fight cartels and ignore illegal immigration.  People smuggling is part of the problem, not a separate issue. The Border Patrol has to fight both. The more people crossing unlawfully, the more difficult it will be for the patrol to focus on organized transnational threats.

Legalization will only make matters worse. Granting asylum to people here illegally would only encourage more illegal border crossing. It always has in the past, because people assume that—if they enter illegally, they’ll eventually be “amnestied” too.  Likewise, failure to enforce workplace and immigration laws only encourages more to ignore the law.

The fight has to go beyond the border. Frankly, just adding inspections on people heading south is not going to work. Homeland Security drug searches will inconvenience everyone, but the cartels won’t mind.  They can afford to lose some of their loads—and their mules—as the price of doing business. And if the searches get really intense, they’ll simply seek alternative routes and means—like ultralights.

On the U.S. side there has to be a robust, integrated response of federal, state, and local law enforcement.  It will take a coordinated effort—meshing with is going on in California, Arizona, Texas, and New Mexico—to target and break up the cartel and transnational gang networks.

At the local level, we need more community policing that targets criminal elements in the border community. That means more support and assistance for border county sheriff departments.

That’s the test. We’ll see in the month ahead how Homeland Security measures up.

Thanks for bringing this up Mr. Carafano. You are so right about enforcing the laws already on the books. That coordinated effort is essential in tackling the problem. If Napolitano wants to do anything, she should make sure all parties involved be connected electronically. This will expedite reviewing of cases.

Does the word illegal mean anything in this country anymore?? I have a college educated cousin from Manchester, England who has been waiting for three years to come to this country legally. She is still in England and scum bags who cross illegal we mostly likely be rewarding them with citizenship!! We have our extremely poor Govenor from Massachusetts who think we should give illegals, licenses. Of course Deval is good friends with Barry O. We should be enforcing this law from the Mexico border to the Canada border. From Miami to Seattle. It is sad to think that our grandchildren will be saying how stupid could this generation have been... The good people/law abiding citizens need to speak up before it is too late!!

Janet Napolitano is the worst person possible to head homeland security. She did nothing in Arizona when she was Governor to secure that border. No amnesty should be granted anyone entering illegally nor should these individuals be eligible to receive any benefits including education, medical care, etc. Workplace enforcement is an immediate need - close off jobs and they will go home. All cities providing safe havens should lose federal funds. Our national sovereignty should be paramount. The republicans want cheap labor and the democrats want voters (unfortunately they don't care how they get those votes).

I shiver in my shoes at the thought of Janet Napalitano being the head of Homeland Security. I've lived in Arizona for twelve years...while she was Governor she did nothing for the border/illegal immigration problems here. How is she suppossed to protect America? And then she says that the illegals are not breaking the law "per se". Yes they are. They should let vigilantes as in the old West take care of it; they'd do better. I am tired of honest ranchers and border patrol agents being prosecuted while the drug dealers and illegal aliens go free. It is a war zone down here, and the border is a sieve...I'm sure terrorists are entering there all the time. I live 30 minutes from the border in the Tucson sector and what we have to live with here is awful.

The Indian Reservations on the border are a huge problem with smuggling. This is a problem that needs to addressed and soon. We can secure our borders outside of the reservations, but until we can do the same on Indian land we will be spinning our wheels in the sand. It blows my mind that nearly everyone on Obama's cabinet is dead set on tearing this country down or weakening her defenses, or both.

The US Constitution only allows one remedy for illegal invaders. It is mandated that our public servants "repel invasion" - Article IV, Section 4. No other allowance is made. Every public servant that does anything but force the illegal invaders out of our country is guilty of violating the Constitution and their oath of office. God will not save this country. God helps those who help themselves. Our form of government requires The People to do whatever is necessary to compel their public servants to obey the Constitution and to enforce it themselves when the servants will not. Granting asylum is a hugh mistake. I am in total agreement that the U.S. boarder states must work aggresively and together at all levels to enforce the workplace & immigration laws. In addition to the direct impact on drug smuggling it will also impact the medical costs incurred by the U.S. in emergency situations involving the illegals and ultimately will impact prison costs for the U.S. The cost of illegals on the tax-paying U.S. citizen is exponential.

Until such time as Mexico becomes the 51st state of the Union, illegal immigration from that country is still enforceable. Last I heard, Mexico is a country that shares a border-it is not part of the US. It's people and peiple that infiltrate through Mexico from elsewhere enter the US illegally. WE NEED MILITARY PATROLS and intervention. We have laws for a reason. And boarders to for a reason.... To be a country., our government must keep its citizens safe, especially from foreign threats. Our boarders must be secure. Illegal aliens should have no rights here. Yes, we should treat them humanly, but we should send them HOME. Doing so will decrease illegals coming into our country, will decrease human smuggling (sometimes lethal), decrease drug cartel & gang influence & violence here, and finally, decrease the amount of illegal drugs available on our streets. Here in Connecticut, it is not a crime, per se, to drive over the speed limit on interstate 91. Especally if you are driving a 500SL with Mass. plates. Until you get caught, per se.

I regret to say that we have gone so far that we have no idea what our constitution says. In this case of illigals crossing our borders and creating havock in our country the Article one section ten of the constitution gives the right to the states to use force and all required ammunition to repel these invaders when the federal government is inept in doing its job. I would hope that these governors who constantly ignore the people of their own state realize that they should not look to Washington in order to stem the tide of illegal immigration and drug crimes. Additionally, I think that the universities pressing for tuition assistance for illegals is discgraceful - why not press for more aid for citizens who can't afford the overblown tuition of these hotbeds of anti-American sentiment? Pressing for more of *MY* tax dollars to pay for their sustenance and maintenance in this country is an affront to the amount of work I put into providing for my family every day, and, in hand with the fact that illegal aliens are lawbreakers, amounts to Federal and State Governments aiding and abetting criminals! I first moved to El Paso from Cal. in 1971 to work as a programmer at State National Bank. One day, after working all night, some teenagers tried to break down my front door. After failing, they broke into my neighbor's apartment (on the side of the house I was renting near the Rio Grande and UTEP). My neighbor was my landlord and in her 80s. Fortunately she had moved to a rest home the previous week. The only item of value (?) obtained was a broken watch but the 5 illegal immigrants turned over the refrigerator, etc. (vandalism). All 5 teenagers were caught by the border patrol and police. I was told by the police sergeant that all that they could do is take them to the border and let them go. The next day they were seen back on the street and another neighbor lost her TV. Two of these teenagers were 6 feet and about 180 lbs. Jeff

A country that cannot or will not secure its own borders is no nation. A country having some 10 percent illegal aliens, criminals all by definition, is no nation. So-called law enforcement ignoring immigration status of detainees and cities providing "sanctuary" should not receive Federal or State taxpayer funding. This is EXACTLY what we need and have needed for quite some time. obama has said he's taking the situation seriously.....which of course means nothing will be done. If, in fact, he stays true to his course, he'll do just the opposite. He'll provide planes, trains, and automobiles to encourage BOTH types of smuggling. Votes, ya know. It's all about votes, and after all, there IS a presidental election in just under 3 years. (gasp! GASP!!)

I frankly do not feel very secure after some of the comments by Napolitano. There has been an increase in traffic deaths in our area, many attributable to illegal aliens. With the increasing drug cartel activities and other problems associated with the "trespassers" from Mexico, we must secure our borders.

People attempting to violate our borders illegally should be repelled by any means available, including deadly force. Why do we have borders? The purpose is to control who enters the country. If entering the country without permission is not a crime then why do we have border guards or any boudaries. It is hard to believe that Ms. Napolitano thinks disobeying our imagration laws and statutes is not a crime. The drugs, guns and money flow is out of control. Our National Guard should be activated to aide the Border Patrol due to the size of this area, until we get things under control. I'm sure we can do a better job of tracing down the drug and gun dealers with todays technology and investigation proceedures.

This entire issue is so simple and clear cut. If the politicians could just get out of the way, this issue wouldn't be able to be sesationalized. You are either a U.S. resident or no, period. You are either here with appropriate visitation or work papers, or not. This is the most perfect example of the slippery slope theory. Getting to the point of providing medical care, and other social services more and more and more just reinforces that good hearts don't make business sence. Just because they can happen to walk accross the boarder doesn't give some sort of extra rights. If they were traveling by any other transit means, we wouldn't even be having this discussion..... Get some moral strength and shut the boarders down to this illegal crossing activity, no ifs ands or buts.

There is a new strain of flu that doctors know nothing about and that is said to be originating in Mexico. If that isn't a good reason to block the Southern border, I don't know what is.
