The National Center for State Courts in 2008 retained as a lobbyist Mitch Hunter, former chief of staff to Rep. Phil Gingrey, R-Ga., now a Senate candidate in Georgia. Hunter lobbied on appropriations.

Gingrey soon wrote a letter to the Appropriations Committee, requesting an earmark for the NCSC. Interestingly, while Hunter was lobbying for NCSC, he was also working on Gingrey's re-election.

So Gingrey was earmarking taxpayer dollars to an organization that was paying one of his campaign aides.
