The clock is ticking on tax cheat Charlie Rangel

It hasn't gotten much attention amid news of Ted Kennedy, Obamacare and the worsening outlook in Afghanistan, but an extraordinary situation is developing in the House of Representatives. With each passing day, it's becoming more clear that the powerful committee chairman in charge of writing America's tax laws is a financial wheeler-dealer, a serial asset-hider, and a tax offender.

Rep. Charles Rangel has been in the House since 1971. He's as old bull as you get in the Democratic hierarchy, and he waited through 12 long years of Republican rule to take over as chairman of the Ways and Means Committee in 2007. Along with Speaker Nancy Pelosi and fellow Democratic power brokers Henry Waxman and Barney Frank, Rangel is playing a key role in the effort to push the president's health care, environmental, and financial initiatives through the House.

Last week, we learned that Rangel filed a grossly misleading financial disclosure report for 2007 -- failing to report at least half a million dollars in assets.

It turns out Rangel had a credit union account worth at least $250,000 and maybe as much as $500,000 -- and didn't report it. He had investment accounts worth about the same, which he also didn't report. Ditto for three pieces of property in New Jersey.

Beyond that, we've learned that Rangel has failed to report assets totaling more than $1 million on legally required financial disclosure forms going back to at least 2001.

The news comes on top of revelations last year that Rangel didn't report -- and didn't pay taxes on -- income from a villa in the Caribbean. In that matter, the Internal Revenue Service gave him sweetheart treatment; Rangel paid about $10,000 in back taxes but was not required to pay any penalty or interest.

Rangel's doings are under investigation by the House Ethics Committee, which so far hasn't taken any action. Democrats are standing behind their chairman, and minority Republicans can't do anything about it.

But they're still trying. In February, the GOP introduced a resolution calling for Rangel to be removed as chairman. It failed, 242 to 157.

The Republican leadership also wrote a letter to Pelosi urging that Rangel "step down from his Ways and Means chairmanship pending an investigation of his ethical lapses." That went nowhere, too.

And then there is H.R. 735, also known as the "Rangel Rule Act of 2009."

The brainchild of Rep. John Carter, a Texas Republican who spent two decades as a judge before coming to the House in 2002, H.R. 735 would require the IRS to give everyone the same kid-glove treatment it gave Rangel.

The bill's title is modeled on something known in Texas as the "Hobby Rule." In the 1970s, Bill Hobby, then the state lieutenant governor, was pulled over for drunken driving. Hobby was taken to the police station, but when his attorney showed up in the wee hours of the morning, authorities simply let Hobby go -- no bond, no nothing. That special treatment became a precedent for future drunken-driving cases, as lawyers cited the "Hobby Rule" to demand their clients be freed with no questions asked, just like Bill Hobby.

Thus the "Rangel Rule." Under H.R. 735, if you're caught cheating on your taxes, you would pay what you owe, then write "Rangel Rule" at the top of your return, and you wouldn't be charged any penalty or interest. That way, Carter said when he introduced the bill, ordinary taxpayers would be "treated with the same courtesy that, it seems, the IRS is treating the chairman of the Ways and Means Committee."

Of course Carter's bill doesn't have a chance. Democrats undoubtedly see it as a joke. But the Rangel case is very, very serious.

If you don't think so, just look at this, from the front page of the Oct. 28, 2008 Washington Post: "Sen. Ted Stevens of Alaska, one of Congress's most powerful Republicans, was convicted yesterday of lying on financial disclosure forms to conceal his receipt of about $250,000 in gifts and expensive renovations to his house. ..."

Stevens' conviction was later thrown out because of prosecutorial misconduct, but the message was clear: This is the kind of thing you can go to jail for.

Rangel appears to have hidden greater sums of money than Stevens allegedly did. Democratic leaders don't want to face it now, but it's just a matter of time before they're forced to admit they have a serious Rangel problem.

Obama diving as his Marxist policies come out, Dodd and his buddies getting sweetheart mortgages, Barnie screwing up the housing market to shield his longtime boyfriend, Rangel, Jefferson - we need a special prosecutor to only investigate Congress.

We should use this opportunity to push for automatic and regular audits of members of Congress. Members should be legally required to submit to a truly independent audit of their finances every X years. This is something the teaparty people can get behind I think. It will put the fear of the taxpayer into these politicians.

2.His time isn't running out. This will be swept under the rug and forgotten. Rangel isn't going anywhere. What pressure is there to do anything about him? You think Nancy Pelosi cares?

Sadly I don't think Rep Rangel will be held to account because he is too valuable an asset to Rep Pelosi. Rep Pelosi has a chairman of the Ways & Means that can't say no to her on any level since he is so dependent on her support.
We need to bide our time until 2010, let the pundits attack the current regime and let our Republican politicians offer thoughtful alternatives and solutions. It's a great 1-2 punch against the mess we're in. More importantly, when the tide shifts and majorities change, we need to live by a zero tolerance policy towards unethical or dishonest behavior within our party.

This is unbelievable...A congressman's salary must be pretty good. This should be a matter a Dems vs. GOP. If a person is found to have circumvented (cheated, stolen,eluded etc.) the law , then they should be required to face the same penalties as the average person. This should never be allowed to happen. A crook/dishonest person should NEVER be allowed to retain his position.

And you know what, nothing will happen, absolutely nothing. The Democrats think they are dictators and can do what they want. It started with Obama and goes from there. Although Rangel has been at it for a long time. Just look at the appointees of this administration, lots of tax cheaters. How brazen and arrogant these people are, look at Pelosi and Reid. I have to honestly say in all my 68 years I have never seen anything like that. Shame on them, may bad Karma follow all of them for the rest of their lives..

Was his relationship(s) quid pro quo the reason he suddenly jumped into the top 1% of income earners in the US (while being a public official)?

Unfortunately Rangel is really in no trouble at all. In 2008 the Dems were in control of Congress which in part explains Ted Steven's difficulties. Also, Stevens lost his election rather narrowly. Rangel's constituents will re-re-elect him regardless of his shenanigans.

What do you suppose the odds are that the Obama Justice department will ever investigate Congressman Rangel for his multiple probably felonies. You have to have blown smoke in the face of a murdering terrorist 6 years ago and already been cleared by the the Justice dept once before you qualify for Eric Holder's special attention. Stevens was big, he'd been there a long time, but Ted Stevens was not on every morning/ Sunday news show. Rangel is everywhere. Does ANYBODY think for one minute that President Obama and Eric Holder will let Charlie Rangel be prosecuted? Rangel will come up with some BS story about not KNOWING he owed certain taxes, and somebody else filled out his return, etc. He'll pay his taxes up along with a little interest, but I'll bet the IRS will "forgive" the fine. The money will probably come under the table from some liberal supporter...an "advance fee" for a book?...and everything will be hunky dory. (That sure worked for Rahm Emanual and Larry Geitner.)

This would be great. Look at other people like Leona Helmsley. She was convicted around 1989 for tax evasion and say "the rich don't pay taxes" but it seems Rangel is reviving this thing. This H.R. 735 would equal it out for everyone. Big and small. If they don't pass is, then he should not only be penalized, but go to jail like Helmsley; he sure is not representing himself or his constituents well.

180-2010. We will win a majority in both the house and senate. If Rangel is still seated he will be impeached by the house with a simple majority. He will likely not be convicted by a two thirds vote, but he will be removed. What is most disturbing is the power of the Congressional Black Caucus. It is absurd that such a racially charged committee is allowed to exist within our government.

The whole purpose of this article is to show that Rangel cheated on his taxes, and should be treated the same as others. Yet in the article itself, it shows where Republican Stevens was not prosecuted because of 'prosecutor misconduct'. Just because someone not DIRECTLY involved with the crime has bad behavior, does not mean he should have been not prosecuted. He STILL committed the crime. But now it's someone else.
As long as we are talking corruption, why is Cheney not in jail? Or Karl Rove? Oh, they get that 'kid gloves' treatment, while they throw their loyal support staff under the bus and into jail. There's no corruption, unless it is on the opposing side.

I don't know about the rest of you but I feel violated! I say we demand that the ethics committed release their findings BEFORE they act on the health care bill. After all, if the reps have had sufficient time to review the 1,000 page bill in all its complexity, certainly they need no more than the year that they have been investigating Representative Rangel to come to some conclusion on him. The findings will show us just how deep the corruption goes.........
