After a flurry of stimulus spending, questionable projects pile up

Fraud and abuse weigh down stimulus package

The $787 billion stimulus bill was passed in February and was promised as a job saver and economy booster. Here is where some of the money went:

- $300,000 for a GPS-equipped helicopter to hunt for radioactive rabbit droppings at the Hanford nuclear reservation in Washington state.

- $30 million for a spring training baseball complex for the Arizona Diamondbacks and Colorado Rockies.

- $11 million for Microsoft to build a bridge connecting its two headquarter campuses in Redmond, Wash., which are separated by a highway.

- $430,000 to repair a bridge in Iowa County, Wis., that carries 10 or fewer cars per day.

- $800,000 for the John Murtha Airport in Johnstown, Pa., serving about 20 passengers per day, to build a backup runway.

- $219,000 for Syracuse University to study the sex lives of freshmen women.

- $2.3 million for the U.S. Forest Service to rear large numbers of arthropods, including the Asian longhorned beetle, the nun moth and the woolly adelgid.

- $3.4 million for a 13-foot tunnel for turtles and other wildlife attempting to cross U.S. 27 in Lake Jackson, Fla.

- $1.15 million to install a guardrail for a persistently dry lake bed in Guymon, Okla.

- $9.38 million to renovate a century-old train depot in Lancaster County, Pa., that has not been used for three decades.

- $2.5 million in stimulus checks sent to the deceased.

- $6 million for a snow-making facility in Duluth, Minn.

- $173,834 to weatherize eight pickup trucks in Madison County, Ill.

- $20,000 for a fish sperm freezer at the Gavins Point National Fish Hatchery in South Dakota.

- $380,000 to spay and neuter pets in Wichita, Kan.

- $300 apiece for thousands of signs at road construction sites across the country announcing that the projects are funded by stimulus money.

- $1.5 million for a fence to block would-be jumpers from leaping off the All-American Bridge in Akron, Ohio.

- $1 million to study the health effects of environmentally friendly public housing on 300 people in Chicago.

- $356,000 for Indiana University to study childhood comprehension of foreign accents compared with native speech.

- $983,952 for street beautification in Ann Arbor, Mich., including decorative lighting, trees, benches and bike paths.

- $148,438 for Washington State University to analyze the use of marijuana in conjunction with medications like morphine.

- $462,000 to purchase 22 concrete toilets for use in the Mark Twain National Forest in Missouri

- $3.1 million to transform a canal barge into a floating museum that will travel the Erie Canal in New York state.

- $1.3 million on government arts jobs in Maine, including $30,000 for basket makers, $20,000 for storytelling and $12,500 for a music festival.

- $71,000 for a hybrid car to be used by student drivers in Colchester, Vt., as well as a plug-in hybrid for town workers decked out with a sign touting the vehicle's energy efficiency.

- $1 million for Portland, Ore., to replace 100 aging bike lockers and build a garage that would house 250 bicycles.

I'm not as concerned as much about those projects as much as I am about the inflated cost for many of them. This is the REAL problem with government. Government contractors routinely over-inflate quotes in order to pad their profit margin. If the public were serious about controlling government waste they would demand better cost accounting on these projects and stop this ridiculous habit government contractors have of charging $100/hr for an employee who only cost $20/hr and insane markups on material/equipment when the only thing the contractor did was order them.

The real problem is the PRIVATE sector ripping off the government on government contracts.

You say the real problem is the gov't ripping off the gov't. Well the real problem is the gov't being allowed to spend that much. If that money was spent by the private sector as opposed to the gov't then there would be much less wasteful spending because wasteful spending in the private sector = going bankrupt. The gov't doesn't go bankrupt b/c they just tax us more or print more money, thereby causing inflation.

Will someone explain to the government the difference between capital expense and operational expense. A capital creates an asset with a value. An operational expense is mostly costs which do not increase asset value. By using stimulus to fund operational cost the benefits are only short term and creates the potential of another economic down turn.

Its like using your credit card to get drunk not only do you pay for it the next day, you extend the pain maybe into next year.

The problem is that Government is borrowing this money from other governments and wasting it on pork barrel boondoggles instead of cutting spending and balancing their budget like we the people must.

The few items listed in this article cost each American roughly $40 (excluding the propaganda signs--there's no total listed for that expense). The math: $77 million divided by 300 million people. Personally I want my money back (and my family's).

The best thing that Congress could do for this country is to take an indefinite recess--they can even keep their pay and benefits. That would be exceedingly cheaper in the long run.

Nationally, Gov't employees per capita are paid between 40-68% more in wages (not including private health care benefits)than per capita non-gov't employees across the entire country. What we have is a separate nation of people, mostly union members, working outside the confines of the real world, who are not subject to the Health Care Reform rules & regulations being promulgated by their bosses and Pelosi appointed special interest lawyers. This is kind of like letting arsonists write fire codes, and then excluding themselves from the rules.

In the meantime, our air traffic controllers which go through rigorous training to become fully certified are being dumped on. Functional trainees that have put upon themselves the additional burden of getting certified earlier and taking on a more rigourous schedule will not be included in the recent contract for pay scale changes etc. I think that the money would be well spent on them and not those ridiculous projects listed. In addition, they are the only governmental department that would not be reinbursed for college education. If you go to a certified training institute it costs as much as 100k. Would you take that job for 35k a year?!

Let's get real this government does not have it's priorities straight@!

Article I Section 8 of the Constitution spells out what the Federal Government can do. Technically, non of this is constitutional. Greedy corporations, government and "we the people" looking for "bacon" are the problem. WE want socialism. WE want communism. The lies are becoming all too evident. Last week the government claimed that they had saved all these jobs in our state, especially jobs in education. However, locally we're in the midst of a huge fight about laying off and furloughing teachers and closing the schools, and it's obvious not one dollar has in fact gone to create teacher jobs.

I think the person in fl had it right. Govt should have given everyone 50 yrs one million dollars with the following conditions:
1. either pay off mortgage or buy a home--help banking and housing industry.
2. buy a new car cash -- help auto industry
3. retire--create job opportunities.

Unfortunately, that would have helped people directly and not gone through the scum we call our senators and representatives, and big companies who continue to pay their incompetent executives for their poor decisions, greed and consider themselves above others.

The money used for these "projects" comes from our tax dollars. Much of the income tax revenue is collected from pay checks, the rest comes from purchases made by us. To control some of the wasteful spending is to quit buying. I mean everything other than essentials. No big ticket items no matter the rebate given. When they can't pay for any of their programs the masses will be ready to throw them all out. With-out a significant emotional event many just follow the path of least resistance.

I am disgusted by the reckless and irresponsible waste of money by our politcians. However, I have to admit a bit of pride too in that the ingenuity and bold ambitions of young Americans is still evident at Syracuse University. What grad student came up with the idea to write the grant request for studying the sex lives of freshmen women? Even if it just started out as a joke one night in a frat house, the boldness is pure genius. $219K is going to buy a LOT of kegs and trojans. Study hard dudes! Research away and make sure to keep careful video records of the research. Research those freshmen women until you can't research anymore. God, I love America!

$787 billion and they've nit-picked $78M in questionable spending. Lets give the benefit of the doubt and say ALL $78M waste and fraud. $78M translates to 0.00009 of $787B. that is 9 one thousandths of 1 percent fraid. I know some insurance adjusters that would be delighted with that level of fraud.

But wait, not all of that 787B is spent. Lets say just 300B is spent, and now the figure comes to .00026, or 2 hundredths of one percent. Still better than private industry could dream of. Wait, 78M is only what they've found. Lets say there is a lot more, say double the 78M to 156M. That makes it .00052, or 5 hundredths of one percent fraud of spending is fraud. Still far better than any private industry ever achieves.

"$173,834 to weatherize eight pickup trucks in Madison County, Ill." This is incorrect. The money was used to buy the pickups. The pickups will be used to carry materials and crews to weatherize low-income homes. Still a waste of taxpayer money, IMO.

I believe what they are refering to is the Elizabethtown stop on the Keystone Corridor between Harrisburg and Philadelphia, PA which is one of the highest volume lines in the country. The existing station in Elizabethtown has not been used for decades because of Amtrak budget cuts, but even without the depot, Elizabethtown is still a stop on the Keystone Corridor with growing ridership. It has been proposed for years to renovate the old rail depot... the article and the way it is presented is very misleading.

There was a SMALL percentage of funds available for states to do with as they would, but ALL listed above were in the Federal bill.

I question this article based on the comment regaring the "Century Old Rail Road Station" in Lancaster County, PA. The station itself has not been used in years because of its poor condition but the stop is heavily used. A proper station is sorely needed. Officals have been trying to rebuild the station for years. (Elizabethtown, PA).

While most of the stimulus money could have been spent in ways that actually help the economy long term (road, power and data lines, etc.), what matters most is that the money gets spent giving people income, who in turn spend their money giving someone else a job. All told, this bill was passes assuming somewhere between a 5x and 10x multiplier effect on money spent. As long as it doesn't end up in a Swiss bank account, this will hold no matter where the money ends up, resulting in better tax revenue, and hopefully a profit for the Federal Government. Of course the economy will be righted by this just in time for Democrats to capitalize before the 2010 elections. Not everyone agrees that this plan was necessary, that this particular bill accomplished this plan, or that this plan is even feasible, but that is the thinking behind the bill.

Unfortunately for stimulus critics, the fact that the author has to include projects budgeted in the hundreds of thousands of dollars (negligible spending) shows that most of the funding isn't suited for simple worth it/not worth it judgments. That's not to say the stimulus was a great idea, but analyzing it is more difficult than simply compiling projects.

You would save some of it. Money sitting in a bank or used to pay down existing debt does not create jobs; this is why tax cuts are less effective than spending (but overall better for the economy in the long run); this is also what happened when Bush tried this very idea to stimulate the economy. Money got saved, economy went unstimulated, downward trend continued.

the question i have is:
why does it seem that nobody understands that if nobody is willing to work anymore then there will be no tax revenue to pay for social programs anymore? there are only two things you can do: raise taxes and print more money. both seem to have the same effect: redistribution of wealth. take from producers to give to others that don't produce, or devalue their currency and then print more money to give to "social programs" ie- give to those that didn't earn it. they will (and are) doing both. what you have is worth less everytime they print a dollar that they don't have to justify and give to the govt to pump into welfare programs, and at the same time it dilutes the value of what you have. all legal apparently. someone please explain how this is justifiable. thanks.

Some of these earmarks seem good (some) like five of them. Obama ran on change, and its the same old same old, that Bush did in his presidency (billions of dollars to topple a dictator whose regime fell in a matter of hours of our invasion). How about some intelligence for once, and I don't mean CIA stuff, I mean spend some money for people to get educated. Our country has some serious growing up to do, or else we are just going to replace this government majority with another majority that will commit just as many egregious mistakes as the last and the last, and so forth. We read about unbelievable corruption in other countries and here we have corruption on a level that dwarfs all the rest. I am not sure how comprehensive this list is, but it amounts to approximately 0.013% of stimulus spending and even less of total government spending. If the list is comprehensive, it means 99.99% of spending is NOT wasteful. Even private bsuiness wastes money at times--for example they pay a CEO 200,000,000--more waste on on paycheck than is listed above and not even Goldman Sachs spends just shy of 1 tillion dollars. The private company says "we have to pay this to get the best people" and the goivernment can say "we had to spend this to get a certain senator to vote in favour of an important measure"--this waste is worth looking at, but hard to eliminate in big business or government.
