New plan might allow Dems to slip public option through Senate

Senate Democrats desperate to find a way to pass a health care bill that includes a federal insurance plan may have come up with a way to do it without putting moderate members who oppose it in political jeopardy.

Majority Leader Harry Reid, D-Nev., is weighing a plan to bring the final health care bill to the floor without a public option -- making it much easier to get the 60 votes needed to prevent a Republican filibuster -- and then adding the provision later as an amendment.

The public option amendment would be there waiting, but the 60-vote test would technically be on a bill without the government plan. Then moderate Democrats could drop out for the vote on the public option, which requires just 51 votes for passage.

"It's brilliant," said a top Senate Republican aide. "It gets you your votes on cloture for a package that does not include a public option."

Reid has not revealed whether he will use this tactic, but he's considering it.

"We haven't made any decisions yet," his spokesman, Jim Manley, said. "We have different options -- that is one."

Senate aides suggest that after passage in the upper chamber, the Senate bill -- public option included -- could then be sent to the House, allowing the lower chamber to simply pass Reid's legislation instead of taking up its own bill. That route would avoid a protracted and contentious battle to meld two different bills and might allow President Obama and Democrats to achieve their goal of passing health care reform by year's end.

Open-government proponents slammed the tactic, saying it would be a bait-and-switch gambit for the Senate to put forward a bill without a public insurance option, only to slip it in later.

"You don't lock out the American people from the process, and this is essentially locking out the American people," said Brian Darling, director of Senate relations for the Heritage Foundation, a conservative think tank.

Senate Democrats may have little choice but to use this tactic if they are to pass a bill with a public option, as Reid has pledged.

Senate Democratic Vice Conference Chairman Charles Schumer, of New York, said most Democrats backed some kind of public option but he was still four to six votes short of the 60-vote threshold.

Sen. Mary Landrieu, D-La., said she and other Democratic moderates feared that the proposal was simply too expensive.

"We feel very strongly about doing this in the most cost-effective manner possible, and we make no apologies for that," Landrieu told The Examiner. "We are making progress, but we are not there yet."

If the Senate decides to bring the public option into the bill as an amendment, Democratic leaders will have to reveal that plan before the initial vote, and that could cost them critical support.

"My vote is not on autopilot," said Sen. Ben Nelson, D-Neb., when asked if he would vote for a bill that would be amended with a public option. "There is a lot of apprehension, a lot of concern about the bill."

As I look at that dusty document called The Constitution and the structure of the Government that We should have,as compared to what We have;and I know I'm the only one who believes this,the Government seated in DC. is un-constitutional in it's electoral process and the way We Fund Politicians and where their saleries should originate from!!The Government that We have in Washington,can't be anything close to what the Founders envisioned when they layed the foundation for this NATION!!!!!!ENOUGH SAID!!

The health insurance reform bill SHOULD contain a robust public option. After all, recent polling shows that at least two thirds of Americans want a public option, as do most physicians. It's not rocket science to recognize that a robust public option is the only way to bring health insurance costs down and to keep insurance companies honest. The insurance lobby does not represent the American voter, but only those who profiteer from high premiums.

Mike, if you read the papers you would know that the insurance industry has been spending millions to protect its cash cow, that some Dems are beholden to the insurance lobby, and that conservatives simply seem not to care about real health care reform.

They can buy all the Senators they want but those Senators read the polls and the real anger is towards the insurance companies and their monopoly and its devastation to our economy - across the board.

A friend of mine recently laid off without children - just he and his spouse is paying $2,500.00 dollars a month for his COBRA - that is outrageous. Health insurance costs more than his mortgage - unbelievable.

On top of that by refusing care to patients and reimbursement to doctors over typos everyone is ticked off but good.

The "public option" using the bureaucracy of medicare that is already set up and running processing a billion claims a year is the smart way to go. Open medicare up to everyone NOW!

The system is beyond broke and well heavily stacked in the insurance industry's favor - with no incentive except global economic melt down to fix it.

Oh wait a minute didn't that just happen....

Why is Congress even bothering with this huge mess? According to the CBO (today) the Senate plan is covered by spending decreases and tax increases - and will cover 94% of Americans. 94%, that's 94%.
90% of all Americans are already insured.

None of the proposals are patient and/or doctor friendly. While certain areas of medicine need to be corrected, the entire system does not need to be dismantled. Actually, Medicare issues more treatment denials than the private insurance companies. If social engineering for wealth redistribution is not the aim, then they should start all over again, stop giving lip service to bi-partisanship,, and correct only those areas that need revision. Health care (like food, clothing, housing, etc.) is a "moral good" not a "constitutional right". Perhaps we should send Congress back to school for courses in philosophy and American history after voting them out of office.

Simple questions: Will any public “option” be in the “reconciliation” bill or the “sidecar” bill? Will it require 51 or 60 votes? What about Reid’s “public option amendment” mentioned in comment above?

I’m beginning to think that the senators themselves don’t know for sure. For now, I’m sticking with Senator Gregg’s explanation. He stated any public “option” will be in the “sidecar” and will require 60 votes.

But why is Reid suggesting he can pass a “public option amendment” with just 51 votes?

Wouldn’t an amendment fall under the same rules?

Certainly a plan with the public option can work! Lets see; we will pay for the best health care for all US senators, US representatives, and their staffs, we will pay for illegals health care, (that of course also means AIDS care, and we will then start getting lots of illegals from Haiti and Africa), and we will pay for all abortions. We should be able to do all that. But also we will need to pay for dental care and eye care and at least for important liberals, elective surgery. No problem. And don't forget the new electronic records plan, this is where we can really start to see some big savings because of all the conservative trouble makers, and the conservatives who sign organ donor cards, and the elderly conservatives as they will essentially all be wearing dead or alive wanted poster signs. It should be great; a very workable plan. Here is the icing on the cake; when there is no one left but the rats, the rats will eat each other!
