"This February, Mr. Phil said we would have an early spring," the release reads. "We're still waiting..." He was last seen in the Keystone State and he may or may not be hiding in a hole. It's not clear if extradition is possible.

If you guessed the latter, you'd be correct. A new United Nations study found that more people around the world have access to a cell phone than to a working toilet. Of the world's 7 billion people, 6 billion have access to phones. Only about 4.5 billion have access to toilets. India alone is responsible for 60 percent of the world's population that don't have working toilets -- about 626 million people. Compare that to the 1 billion cell phones in India. In response, the United Nations is launching an effort to halve the number of those without access to toilets by the end of 2015.

How did a Texas woman burn down her house?

A Texas woman doing yard work accidentally burned down her house after she tried to burn a snake to death with gasoline. A Bowie County woman in Northeast Texas saw the reptile roaming in her yard and was so frightened by it, she threw gasoline on it and set it on fire. When the snake slithered into a brush pile in an attempt to escape the flames by it set the house on fire. The entire house was destroyed, along with part of her neighbor's house, Authorities in Texas are considering charging the woman with a crime.
