Capitol Hill has its share of parties, but few combine cake, kilts and bagpipes.

Celebrating a few days late, on Tuesday the visiting head of Scotland's government joined members of Congress and the Scottish Parliament for Tartan Day.

Scotland's First Minister, Alex Salmond, gamely joined Reps. John Duncan, R-Tenn., and Mike McIntyre, D-N.C., the co-chairmen of the Friends of Scotland Caucus, in the cake cutting. The National Capital Tartan Day Committee hosted the event.

"We should be pleased we can get the Democrats and Republicans working on a bipartisan basis ... based on their Scottish roots," Salmond told Yeas & Nays.
