The 25th Annual Legislative Summit kicked off Wednesday morning with Capitol Hill lawmakers addressing the crowd.
Rep. Paul Ryan, R-Wis., focused on economic growth in the United States along with tax reform.
Ryan, the chairman of the House Budget Committee, said, "The economy is not near hitting its potential. We've got real budget problems that we have to get ahead of and we haven't."
He said the way to get the United States back on sound economic footing is to balance the budget and deal with entitlement programs that are going bankrupt. 
Another important issue, Ryan says, is tackling tax reform. 
"We are on the losing end of tax competition as a country," says Ryan.
