An Annapolis woman was arrested in a murder-for-hire plot to kill the wife of her lover, police said.

Cynthia Mills, 47, turned herself in after Anne Arundel County Police obtained an arrest warrant Friday. She was identified after an investigation into Wendell Mansel, who was arrested in August 2012 in Leesburg, Va., after attempting to hire a hit man -- actually an undercover police officer -- to kill his wife. The investigation revealed Mills and Mansel were having an affair.

Police said that Mills helped in planning the scheme and provided some of the money used to pay the phony hit man. She is being held without bond.
