Pollster John Zogby reports in our weekly White House report card that this is another summer where President Obama has let events get away from him.

"This president has not had a good summer yet. One of his biggest shortcomings seems to be accentuated each summer: he lets events get away from him and it seems like he disappears when he should be out in front. To be fair, some flashpoints do not lend themselves to decisive remedies (think Syria and Egypt), but others warrant clarity and decisiveness (think Obamacare).

"The president needs a victory on immigration, though not as much as the GOP needs to stop digging its own hole on the issue. Fortunately, Mr. Obama and the GOP have each other -- but what do the rest of us get?"
