The first night of a negotiated ceasefire in Ukraine passed with most fighting stopped except for the contested city of Debaltseve, according to news reports.

According to representatives for the Organization for Security and Cooperation in Europe, international monitors there to independently verify the situation, the ceasefire “is largely holding” in Eastern Ukraine, according to early Sunday reports from CNN International.
