Are the Ruskies reading from the book of Rumsfeld? Russian Army Chief of Staff Yuri Baluyevsky says da. In a press conference last week, Baluyevsky said that:

Russia’s Armed Forces, like all militaries in the world, would be putting an emphasis on quality, not quantity. “It will be a leaner but meaner, well trained and equipped, and professional force,” the general said…. “As for the modern Russian Army, it is not the Army that we have inherited from the collapsed Soviet Union in the early 90’s,” Baluyevsky added. “Today it’s a totally new Army. As for the number of men, in the Soviet times the Army had more than 4 million servicemen and now it is a bit over 1 million. As you may notice, it has shrunk by 3 million.”
