Arlington County police will release a video Tuesday showing passersby ignoring a fatally injured man lying on the sidewalk near an Arlington bus stop. The man was struck July 1 by a woman driving a Honda Civic on a street darkened by power outages caused by the derecho days earlier. Police said the driver stayed at the scene and an ambulance arrived very quickly. Even so, many of those seen in the video notice the man but do not stop to check on him or assist him. Some appear to ignore him entirely. The driver is cooperating with the investigation, said police, who said they are releasing the video to help locate witnesses to the accident.
