Police arrested a 15-year-old boy on charges of first-degree murder in Howard County?s third homicide this year.
Monti Mantrice Fleming, of Columbia?s Owen Brown Village, was arrested Tuesday night in Prince George?s County for allegedly shooting and killing Shaun Edward Powell, 18, of Harper?s Farm Road in the Harper?s Choice Village in Columbia, Howard County police said.
“I am at a loss for words right now ? I?m not supposed to be burying my little brother,” said Ray Powell, 21.
Fleming and Powell attended the Homewood Center in Ellicott City, a school for students who have difficulty functioning in traditional classrooms, said Patti Caplan, a spokeswoman for Howard County public schools.
Fleming is being charged as an adult with first- and second-degree murder, first- and second-degree assault, reckless endangerment and handgun violations. He is scheduled for a bail review hearing today, said Wayne Kirwan, a spokesman for the Howard County State?s Attorney?s Office.
Investigators learned that Fleming and Powell fought at a gathering on Powder Run in Columbia on Saturday night. Witnesses reported that when Powell attempted to walk away, Fleming shot at him. Witnesses also told detectives that Powell ran from the scene. His body was discovered Sunday morning in a residential area near the incident on Crystal Run.
Fleming also was charged with attempted murder in a shooting incident Aug. 22 in Nightmist in Columbia, where Mark Golston, age unknown, reported that he was shot in the leg after a confrontation.
Powell was wanted for auto theft at the time of his death, Howard County police spokeswoman Sherry Llewellyn said.
