A former Kansas City, Kansas, police detective and three other men were indicted on three counts of conspiring to hold young women on a condition of involuntary sexual servitude.
Former KCPD detective Roger Golubski and the three others — Cecil Brooks, LeMark Roberson, and Richard Robinson — were charged by a federal grand jury in Topeka. The indictment was unsealed on Monday, per the Department of Justice.
All four were charged with holding young women, including two women identified as Person 1 and Person 2, in a condition of involuntary sexual servitude in the first count.

In a second count, Brooks, Roberson, and Robinson were charged with holding Person 1 in a condition of involuntary servitude and forcing her to perform sexual services to Roberson.
Brooks, Roberson, and Golubski were charged in a third count with holding Person 2 in a condition of involuntary servitude and forcing her to provide sexual services to adult men, including Brooks, Roberson, and Golubski.
If convicted, the men face a maximum sentence of life in prison. Golubski was previously charged in September with six counts under civil rights violations for “allegedly acting under color of law to commit aggravated sexual assaults,” per the DOJ.
Golubski is accused of assaulting two victims while under the color of law — the first on multiple occasions between 1998 and 2001 and the second on multiple occasions between 1999 and 2002.
The former detective received three counts for digitally penetrating the first victim and forcing her to perform oral sex on him in his vehicle; raping her in his vehicle; and performing oral sex on her, making her perform oral sex on him, and raping her in and next to his vehicle, the DOJ said.

The remaining three counts related to Golubski’s alleged actions toward the second victim: raping her in her home, making her perform oral sex on him in his vehicle, and making her perform oral sex on him and raping her in her home.
He could face a maximum sentence of life in prison for the September indictment if found guilty.
