WHAT: The department gave California $60 million in stimulus funds to upgrade its unemployment benefits system.

WHY IT’S AN OUTRAGE: In 2002, the state had received $66 million in federal funds to upgrade its unemployment benefits system. As of last year, only $12 million of funds allocated in 2002 had been spent.
