Police had not charged a driver Friday for striking a boy with her car as he boarded a bus in Carroll County, state police said.

Rachel Cosden, 21, of the 2200 block of Carrollton Road, Westminster, failed to stop Thursday for a school bus?s flashing lights and hit Christopher Vain-Dolan, 14, of the 1200 block of Deer Park Road, state police said.
