WHO: Congress as a whole.
WHAT: The Wall Street Journal reports that Congress has passed fewer laws to this point in the session than at any time in two decades — failing, for instance, to pass basic spending bills or add to energy production. But it has found time to pass resolutions honoring the Idaho Potato Commission, celebrating watermelons, and announce the National Substitute Teacher Recognition Week.
