District police have identified the man fatally shot in Northeast on Tuesday as Kelvin Brown.
Police said Brown, 22, of Northwest D.C., was found shot on the 1600 block of Lincoln Road NE at about 12:35 a.m.
He was taken to a hospital, where he died.
