Emanuel’s statements come after media reports about at least 9,000 questionable tickets at a dozen city intersections. The Chicago Sun-Times (http://bit.ly/1nBO6Zt ) reports that the mayor has offered to review the violations and refund fines if any tickets were issued in error.
