D.C. police say they are going to make an announcement Friday in a prominent cold case that they had previously said was a suicide.
Joyce Chiang was a new lawyer with the Immigration and Naturalization Service when she disappeared from Dupont Circle on Jan. 9, 1999. Her body turned up three months later on the banks of the Potomac River in Virginia. She was 28.
