RATES STAY LOW: The average U.S. rate on a 30-year fixed mortgage stayed this week at the lowest level on record.

THE NUMBERS: The rate on the 30-year loan was unchanged at 3.66 percent. The average rate on the 15-year mortgage slipped to 2.94 percent, matching the record low reached three weeks ago.
